Some Problems Of Collecting And Utilizing Foreign Journals In Polish Libraries, Henryk Szarski

Polish academic libraries suffer from a significant lack of foreign scientific journals. Funds assigned by the Ministry are insufficient. The central system of periodicals subscription also reveals many shortcomings. These problems should be solved through co-operation with the Central Academic Libraries. The Library of the Technical University of Wroclaw is one of the three Central Technical Libraries which undertake various actions in order to increase the level of serviees in the area of foreign scientific journais. Among others, a computer system, SPEC, has been elaborated to assist the subscription of foreign journals for the libraries of Poland.

As an introduction, tasks and objectives of the Fachinformationszentrum Karlsruhe as weIl as of the host, STN International, operated jointly with partners in the USA and Japan, are presented. With regard to further development in the field of information and documentation, the thesis is presented that the co-operation of all institutions involved in the dissemination of information is requested and necessary. Examples of actual and potential areas of cooperation with scientific libraries are described in the fields of database design, online database use, and literature supply, where future developmental possibilities are highlighted.

The last five years have been a period of electronic revolution in Israeli university libraries. During these years, large scale computerization has been carried out. Introduction of the automated systems to the libraries has improved both local library services and the level of resource sharing among the libraries.

A national network has been created under the auspices of the governmental office which finances the universities. The aim of this network is to improve co-operation among the libraries. Only a few years ago the phrase 'document delivery' was never used in connection with libraries. Instead the term 'inter-library loan' (ILL) was used. The reason for the change is very simple and is due entirely to photocopying machines. Before these existed it was a very cumbersome, slow and expensive operation to màke copies of individual documents from bound books and journals. Photocopying machines allowed the quick and cheap duplication of documents: these copies could be supplied far more cheaply and efficiently than the loan of an item. In November 1989, the University of Toronto Library introduced ScanDoc which links a PC-based current awareness and a document delivery service. Current Contents on Diskette is used to scan the current literature; locally developed programs are used to print current awareness notification slips; and the Library's document delivery service provides requested items. The current awareness service is offered to the University's facu1ty and research staff without charge while the document delivery service is provided on a cost-recovery basis. International co-operation is one of the main purposes for which IATUL was founded in 1955. Progress towards our objective during the last 34 years is briefly reviewed. Difficulties have been encountered in developing efficient communications with countries in Asia, South America, and East Europe. Possible unnecessary duplication of effort has been avoided by special agreement with IFLA. The way ahead is for IATUL to study detailed problems in library technology and management and to refer political problems to IFLA. The management of manuscript collections - unique, irreplaceable, fragile - has historically struggled to reconcile preservation with access. Academic librarians know only too well the uneasy negotiation between the conflicting imperatives of security and availability, conservation and use, which comes to define a level of public service in this area.
