Coast In Action: 2012 Projects From New Hampshire And Maine, Casco Bay Estuary Partnership, Piscataqua Region Estuaries Partnership, New England Environmental Finance Center

In summer 2011 the US EPA’s Climate Ready Estuaries program awarded funds to the Casco Bay Estuary Partnership (CBEP) in Portland, Maine, and the Piscataqua Region Estuaries Partnership (PREP) in coastal New Hampshire, to further develop and use COAST (Coastal Adaptation to Sea level rise Tool) in their sea level rise adaptation planning processes. The New England Environmental Finance Center worked with municipal staff, elected officials, and other stakeholders to select specific locations, vulnerable assets, and adaptation actions to model using COAST. Article 10 of the Italian Constitution incorporates generally recognized principles of international law. Thus, State immunity from civil suit in the domestic courts of another State——a principle generally recognized in international law——would apply in Italy. However, the protection of fundamental human rights is another generally recognized principle in international law and the ostensible conflict between these two principles has resulted in a series of controversial rulings issued by the Italian Court of Cassation. This note considers the application of the International Traffic and Arms Regulations (““ITAR””) framework and proposes statutory and policy modifications to promote both national security and industry growth. ITAR is the regulatory framework that controls the export of munitions and defense technologies from the United States. However, as applied, free trade is now grossly over-regulated to such an extent that both significant market share and industry opportunity have been lost and national security itself has simultaneously been threatened. A Story Of Four Revolutions: Mechanisms Of Change In India, Aseema Sinha

Sumit Ganguly and Rahul Mukherji’s India Since 1980 presents a bold and ambitious argument about change across and within India. Its unique contribution lies in its description of four distinct revolutions: social-political, economic, foreign policy, and religious. While many recent books have noted changes in India’s economy and foreign policy, India Since 1980 will be known for its juxtaposition of four different themes in one short, pithy volume. Even if one may disagree with the authors’ choice of the four dimensions of change, the book’s dominant message is that India is changing across a whole range of policies and arenas.

FAMILY AFFAIRS was a free, twice-a-month, social activities newsletter for the GLBTQI (gay/lesbian/bisexual/trans/queer/intersex) community, sent out around the 1st and 15th of each month. It covered the State of Maine only. The list was begun and maintained for many years by Jean Vermette in Bangor, and later operated by Zack Paakkonen of Portland. Over the years it evolved from a social activities newsletter into a business directory, classified ad service, and community bulletin board.

Functional studies will facilitate characterization of role and essentiality of newly available genome sequences of the human schistosomes, Schistosoma mansoni, S. japonicum and S. haematobium. To develop transgenesis as a functional approach for these pathogens, we previously demonstrated that pseudotyped murine leukemia virus (MLV) can transduce schistosomes leading to chromosomal integration of reporter transgenes and short hairpin RNA cassettes. Here we investigated vertical transmission of transgenes through the developmental cycle of S. mansoni after introducing transgenes into eggs. Although MLV infection of schistosome eggs from mouse livers was efficient in terms of snail infectivity, >10-fold higher transgene copy …

This paper develops a simple spatial model of fundraising, in which charities select a target population to solicit donations. First, we show that in a competitive charity market without any intervention, the number of charities in the market and/or the overall net funds raised by charities may be sub-optimal. Next, we analyze whether a social planner can prevent such shortcomings and show that a regulatory mechanism can be designed to achieve socially desirable outcomes. In contrast to the previous literature, our model does not necessarily produce monopoly as the optimal market structure. We show that if fixed costs associated with …

Teaching the target language culture has been recently receiving much attention and focus in the fields of second/foreign language teaching. This paper examines the importance of using the learners’ L1 culture as a tool to teach the target language culture. In addition, the paper stresses the idea that the learners develop a dynamic, hybrid identity and space that represents both their L1 and L2 culture. Side-By-Side Testing Of Water Heating Systems: Results From The 2010-2011 Evaluation, Florida Solar Energy Center, Carlos Colon

REVISED MARCH 2013 The Building America (BAPIRC) team at FSEC has released a report containing results from a second testing rotation (Phase II) on seven hot water systems evaluated side-by side. Results show the seasonal performance variation and compares solar systems against electric resistance and the Heat Pump Water Heater (HPWH). Standard and tankless natural gas were also evaluated, where the latter demonstrated a 24% natural gas reduction. The lowest averaged electric power consumptions were demonstrated by the HPWH (2.75 kWh/day) and the PV-pumped solar water heater (3.03 kWh/day).
