Party Competition As A Driver Of Foreign Policy: Explaining Changes In The British Labour Party’S Immigration Policies And The Turkish Akp’S Approach To Cyprus, Gary Winslett Jul 2012

Party Competition As A Driver Of Foreign Policy: Explaining Changes In The British Labour Party’S Immigration Policies And The Turkish Akp’S Approach To Cyprus, Gary Winslett

Josef Korbel Journal of Advanced International Studies

This paper explores how party competition influences states’ foreign policy choices. I argue that party competition has stronger explanatory power than it is often given credit for. To examine this dynamic, I discuss some alternative explanations of policy choices, then examine two cases studies and finally discuss implications that can be drawn from those case studies. The two case studies that will be analyzed are the British Labour government’s decision in 1999 to pass stricter immigration controls and the Turkish AKP government’s decision in 2006 to adopt a more hardline approach with regards to Cyprus. These two case studies have …

Effects Of Solution Ph And Ionic Strength For Removal Of Combined Natural Organic Matter And Copper (Ii) Ion By Membrane Nanofiltration, Pakasit Hongthong, Supatpong Mattaraj, Ratana Jiraratananon Jul 2012

Effects Of Solution Ph And Ionic Strength For Removal Of Combined Natural Organic Matter And Copper (Ii) Ion By Membrane Nanofiltration, Pakasit Hongthong, Supatpong Mattaraj, Ratana Jiraratananon

Applied Environmental Research

Effects of solution pH and ionic strength for removal of combined natural organic matter (NOM) and copper (II) through a nanofiltration (NF) membrane were investigated. Experimental results revealed that the influence of NOM and copper (II) ion on NF performance was dependent on solution chemistry (i.e. solution pH and ionic strength). For copper (II) ion, increased solution pHs exhibited greater flux decline, while there was no significant difference in flux for solutions containing NOM. Solutions containing copper (II) ion alone showed less flux decline than those containing NOM and combined NOM with copper (II ) ions. The ion rejections (based …

Interposition Of Alien Structure In Aesthetic Value Of Ayuthaya Historical And Archaeological Ruin, Bundit Pradabsook, Kasem Chunkao, Surat Bualert Jul 2012

Interposition Of Alien Structure In Aesthetic Value Of Ayuthaya Historical And Archaeological Ruin, Bundit Pradabsook, Kasem Chunkao, Surat Bualert

Applied Environmental Research

Aesthetic value damage evaluation on archaeological ruins was a difficult issue to address due to the public perception that it was a subjective issue. Interposition of alien structures at archaeological sites was commonly seen and caused adverse visual impacts and affected the conservation of arts and cultural heritage of the Kingdom of Thailand. There were currently no means to determine the damage of archaeological sites by interposed alien structures, thus, it was difficult to identify criteria which was needed to protect the aesthetic beauty of historical, architectural, and archaeological sites. In order to establish a method of measuring aesthetic damage …

Class Actions, Thomas M. Byrne, Stacey Mcgavin Mohr Jul 2012

Class Actions, Thomas M. Byrne, Stacey Mcgavin Mohr

Mercer Law Review

The United States Supreme Court's landmark recalibration of class certification requirements in Wal-Mart Stores, Inc. v. Dukes, together with its broad approbation of class action waivers in arbitration agreements in AT&T Mobility LLC v. Concepcion, establishes 2011 as a watershed year in class action practice. During the year, the United States Court of Appeals for the Eleventh Circuit only began to deal with the ramifications of Dukes but addressed Concepcion's impact directly.

Evidence, W. Randall Bassett, Geoffrey M. Drake, Madison H. Kitchens Jul 2012

Evidence, W. Randall Bassett, Geoffrey M. Drake, Madison H. Kitchens

Mercer Law Review

The 2011 term of the United States Court of Appeals for the Eleventh Circuit did not signal any new trends in the interpretation and application of the Federal Rules of Evidence, which comes as no surprise given that the Rules have been in effect since 1975. The 2011 term, however, did include a case of first impression for the court and several cases applying well-established law to new and unique factual scenarios. Several of these cases resulted in unpublished opinions bearing no precedential weight but, nevertheless, offering guidance to the practitioner in future cases.

While the admissibility of hearsay testimony …

Crack, Congress, And The Normalization Of Federal Sentencing: Why 12,040 Federal Inmates Believe That Their Sentences Should Be Reduced, And Why They And Others Like Them May Be Right, Michael Mcneill Jul 2012

Crack, Congress, And The Normalization Of Federal Sentencing: Why 12,040 Federal Inmates Believe That Their Sentences Should Be Reduced, And Why They And Others Like Them May Be Right, Michael Mcneill

Mercer Law Review

The 1980s was a transitionary period in American history, when the general acceptance of casual drug use, which is still associated with the 1960s and 1970s, began to turn to widespread disapproval. The practice and dangers of "freebasing"-smoking cocaine that had been purified with ether and inhaled over an open flame-came into the public spotlight in 1980 when a prominent comedian immolated himself in an accident blamed on the dangerous practice. Beginning in 1984, a cheaper, more accessible form of freebase cocaine, called "crack," began growing in popularity in New York, Miami, and Los Angeles. In November 1985, newspapers began …

Intellectual Property, Laurence Colton Jul 2012

Intellectual Property, Laurence Colton

Mercer Law Review

This Article surveys legal developments in the area of intellectual property relevant to the Eleventh Circuit during the 2011 calendar year. This year, the developments will be presented in a different manner. In recent years, national and state case law has been the primary driver of the developments. However, in 2011, the more interesting and more pertinent drivers have been statutory and practical in nature, both national and international, yet all equally pertinent to the practice of intellectual property law in the State of Georgia.

Intellectual property law comprises several discrete yet overlapping areas of law. The four primary areas …

The Taming Of The "2": Milner V. Department Of The Navy Signals The Curtain Call On Debates Surrounding The Scope Of Foia's Exemption 2, Ashley E. Short Jul 2012

The Taming Of The "2": Milner V. Department Of The Navy Signals The Curtain Call On Debates Surrounding The Scope Of Foia's Exemption 2, Ashley E. Short

Mercer Law Review

For more than three decades, federal courts have grappled with the intended scope of Exemption 2 of the Freedom of Information Act (FOIA), which protects material "related solely to the internal personnel rules and practices of an agency" from mandatory public disclosure. However, in Milner v. Department of the Navy, the United States Supreme Court put an end to all conflicting postulations regarding the precise boundaries of Exemption 2 by holding that military explosive distance data does not qualify for agency withholding under the exemption. In its opinion, the Court declared that Exemption 2 encompasses records relating to employee …

Studying Human Disease Genes In Caenorhabditis Elegans : A Molecular Genetics Laboratory Project, Elisabeth A. Cox-Paulson, Theresa M. Grana, Michelle A. Harris, Janet M. Batzli Jul 2012

Studying Human Disease Genes In Caenorhabditis Elegans : A Molecular Genetics Laboratory Project, Elisabeth A. Cox-Paulson, Theresa M. Grana, Michelle A. Harris, Janet M. Batzli

Biological Sciences Research

Scientists routinely integrate information from various channels to explore topics under study. We designed a 4-wk undergraduate laboratory module that used a multifaceted approach to study a question in molecular genetics. Specifcally, students investigated whether Caenorhabditis elegans can be a useful model system for studying genes associated with human disease. In a large-enrollment, sophomore-level laboratory course, groups of three to four students were assigned a gene associated with either breast cancer (brc-1), Wilson disease (cua-1), ovarian dysgenesis (fshr-1), or colon cancer (mlh-1). Students compared observable phenotypes of wild-type C. elegans and C. elegans with a homozygous deletion in the assigned …

International Paretianism: A Defense, Eric A. Posner, David A. Weisbach Jul 2012

International Paretianism: A Defense, Eric A. Posner, David A. Weisbach

Coase-Sandor Institute for Law & Economics Research Paper Series

A treaty satisfies what we call International Paretianism if it advances the interests of all states that join it, so that no state is made worse off. The principle might seem obvious, but it rules out nearly all the major proposals for a climate treaty, including proposals advanced by academics and by government officials. We defend International Paretianism, and for that reason urge commentators in the debate over climate justice to abandon efforts to right past wrongs, redistribute wealth, and achieve other abstract ideals through a climate treaty.

Simultaneous Multi-Angle Measurements Of Plasma Turblence At Haarp, Naomi Watanabe Jul 2012

Simultaneous Multi-Angle Measurements Of Plasma Turblence At Haarp, Naomi Watanabe

Master's Theses and Doctoral Dissertations

We report the results from a recent series of experiments employing the HAARP HF transmitter to generate and study strong Langmuir turbulence (SLT) in the interaction region of overdense ionospheric plasma. Diagnostics included the Modular UHF Ionospheric Radar (MUIR) sited at HAARP, the Super DARN-Kodiak HF radar, and HF receivers to record stimulated electromagnetic emissions (SEE). Short pulse, low duty cycle experiments demonstrate control and suppression of artificial field-aligned irregularities (AFAI). This allows the isolation of ponderomotive plasma turbulence effects. For the first time, plasma line spectra measured simultaneously in different spots of the interaction region displayed marked but contemporaneous …

Conserving The Platte: A Documentary Short, Steven Speicher

Department of Environmental Studies: Undergraduate Student Theses

With a history of litigation, deliberation, and conversation, the Platte River’s waters have been topic of much debate. In recent memory, historical decisions have been made regarding how to successfully manage this crucial water resource that sustains life in the Great Plains. The Platte River Recovery Implementation Program, a federally mandated tri-state conservation organization, began after years of consideration and an adamancy to avoid major litigation battle. Audubon Society has been a major player in conservation of habitats and protecting endangered species; Audubon Society’s Rowe Sanctuary, in specific, has worked in a variety of community- centered ways to conserve the …

Nebraska’s unemployment rate has been one of the lowest in the nation in recent years. The agricultural economy has also been strong with record levels of farm income in 2011. Given the challenges and uncertainties of recent years, how do rural Nebraskans believe they are doing and how do they view their future? Have these views changed over the past seventeen years? How satisfied are they with various items that influence their well-being? Most rural Nebraskans have also reported high satisfaction levels with their religion/spirituality in previous polls. How often do they attend church? How do they view their church? …

A Covert Channel Over Transport Layer Source Ports, James Gimbi, Daryl Johnson, Peter Lutz, Bo Yuan Jul 2012

A Covert Channel Over Transport Layer Source Ports, James Gimbi, Daryl Johnson, Peter Lutz, Bo Yuan

Presentations and other scholarship

Covert communication is a rapidly expanding field of research with significant impact on the security theater. These communication methods, or “covert channels”, can be applied in a number of ways, including as a mechanism for an attacker to leak data from a monitored system or network. This paper sets out to contribute to this field by introducing a new covert channel which operates over transport layer protocols. The mechanism is flexible, covert, and has the potential to operate at relatively high bandwidth. In addition, this paper proposes a number of encoding schemes which can be used in conjunction with this …
