Impact Of Privatization On Sustainable Development, Ishrat Husain Dr. Sep 2012

Impact Of Privatization On Sustainable Development, Ishrat Husain Dr.

Faculty Research - Talks, Speeches, & Discourse

The impact of Privatization on Sustainable Development is difficult to measure as it involves several complex and little understood transmission channels. To start with, successful privatization, if implemented properly, leads to efficiency in allocation of resources, higher productivity and innovation and entrepreneurship. These outcomes then impinge upon a country’s growth nexus and help accelerate the rate of economic growth. If the pattern of economic growth is such that it conserves depletable natural resources and preserves the environment then we are on path to sustainable development. It must be pointed out that none of these links are automatic or can be …

Bilirubin, Renal Hemodynamics, And Blood Pressure, David E. Stec, Peter Hosick, Joey P. Granger Sep 2012

Bilirubin, Renal Hemodynamics, And Blood Pressure, David E. Stec, Peter Hosick, Joey P. Granger

Department of Exercise Science and Physical Education Scholarship and Creative Works

Bilirubin is generated from the breakdown of heme by heme oxygenase and the reduction of biliverdin by the enzyme biliverdin reductase. Several large population studies have reported a significant inverse correlation between plasma bilirubin levels and the incidence of cardiovascular disease. Protection from cardiovascular disease is also observed in patients with Gilbert's syndrome which is a disease characterized by mutations in hepatic UGT1A1, the enzyme responsible for the conjugation of bilirubin into the bile. Despite the strong correlation between plasma bilirubin levels and the protection from cardiovascular disease, the mechanism by which increases in plasma bilirubin acts to protect against …

When Hope Grows Weary: An Arkansas Delta Town In Place And Time, Cindy Lynn Grisham Sep 2012

When Hope Grows Weary: An Arkansas Delta Town In Place And Time, Cindy Lynn Grisham

Student Theses and Dissertations

Tyronza is a small community located in the Delta region of northeast Arkansas. It served as the birthplace of the nationally known and highly contested Southern Tenant Farmers Union that drew strong local attention because of its socialist party support and its use of interracial locals. The town served as the union headquarters for a very short time before they were moved to nearby Memphis. The union created an intense emotional response among the townspeople, and though instances of brutality were hinted at over the years, no one would ever confess to the crimes. In 2001, Arkansas State University launched …

.Net High Performance Computing, Hsuan-Hsiu Ou

Student Theses and Dissertations

Graphics Processing Units (GPUs) have been extensively applied in the High Performance Computing (HPC) community. HPC applications require additional special programming environments to improve the utilization of GPUs, for example, NVIDIA's CUDA and Khronos group's OpenCL. This thesis will introduce a preprocessor framework called HPC.NET, which is deployed on the Microsoft .NET platform to meet demands of GPU programmers while utilizing familiar languages. Multiple .NET languages are supported as well as detected loops and .NET TPL methods are converted into NVIDIA CUDA code automatically using common language processing techniques. Moreover, HPC.NET is able to scale to utilize multiple GPUs in …

Biography Of Dr. Eugene W. Smith, Arkansas State University President 1984 To 1992, Glenda Newsom

Student Theses and Dissertations

A president of a university in the state of Arkansas would benefit from researching the roots of the educational system within the state. Even though the state now has a number of universities that have evolved and are on the cutting-edge of advanced technology, Arkansas was slow in growth and development. Since Arkansas was slow to expand public education and universities have had to compete for scarce resources from the state, a university president with knowledge of the state's political system and the financial operation of the university he/she represents would be successful in expanding the institution. Dr. Eugene W. …

What Do Schools Look For In Prospective Teacher? An Analysis Of Teacher Application Data, James V. Shuls, Sarah M. Burks, Gary W. Ritter Sep 2012

What Do Schools Look For In Prospective Teacher? An Analysis Of Teacher Application Data, James V. Shuls, Sarah M. Burks, Gary W. Ritter

Arkansas Education Reports

Across Arkansas, it is safe to say that districts are interested in hiring the best teachers; but how do district leaders attempt to recruit and hire the most effective teachers? How do district leaders attempt to identify which teacher candidates will be the most effective? Recently, a number of school districts have an even greater reason for their new hires to be excellent teachers, because these districts have schools that have been labeled as focus or priority schools, resulting from poor academic performance.

Advisory Programs: Evaluation Of The Planning For Implementation In An Urban High School, Laura Martin Sep 2012

Advisory Programs: Evaluation Of The Planning For Implementation In An Urban High School, Laura Martin

Theses and Dissertations

A major component of high school reform has been to support small, more personalized school structures, along with other complimentary strategies that enhance teaching and learning as being more likely to produce beneficial results. The major purpose of the small schools movement is to convert failing, comprehensive high schools, into smaller, personalized settings in order to increase positive school relationships, student engagement, and higher student achievement. The addition of advisory programs in high schools is at the heart of small schools' efforts to develop more personalization within small schools; especially those that contain small learning communities. Advisory programs are intended …

Development Of Scn Connectivity And The Circadian Control Of Arousal: A Diminishing Role For Humoral Factors?, Andrew J. Gall, William D. Todd, Mark S. Blumberg

The suprachiasmatic nucleus (SCN) is part of a wake-promoting circuit comprising the dorsomedial hypothalamus (DMH) and locus coeruleus (LC). Although widely considered a "master clock," the SCN of adult rats is also sensitive to feedback regarding an animal's behavioral state. Interestingly, in rats at postnatal day (P)2, repeated arousing stimulation does not increase neural activation in the SCN, despite doing so in the LC and DMH. Here we show that, by P8, the SCN is activated by arousing stimulation and that selective destruction of LC terminals with DSP-4 blocks this activational effect. We next show that bidirectional projections among the …

You Don't Get A Tour; Come Back Next June, John M. Rudy Sep 2012

You Don't Get A Tour; Come Back Next June, John M. Rudy

Interpreting the Civil War: Connecting the Civil War to the American Public

A friend of mine and former supervisor said something to me the other day. I deeply respect him; he taught me the very basics of interpretation. But his words shocked me. I still don't know exactly how to process them.

He said something like, "I saw you leading a tour on Friday with three visitors. It takes something to go out there when you know you're only going to get so few people. I respect you for it; I couldn't do it." [excerpt]

Startups And Patent Trolls, Colleen Chien Sep 2012

Startups And Patent Trolls, Colleen Chien

Faculty Publications

While patent assertion entities (or patent “trolls”) have received a lot of attention, little of it has focused on the distributional impacts of their demands. The impact on PAEs on startups is crucial, because startups contribute to job creation and innovation, making them potential targets and sources of patents. To assess the impact of trolls on startups, I analyzed a comprehensive database of patent litigations from 2005 to the present, conducted a non-random survey of 223 tech company startups, and interviewed nearly twenty entities with relevant knowledge of startup patent issues.

I find that although large companies tend to dominate …

Experimental Study Of The P11(1440) And D13(1520) Resonances From The Clas Data On Ep→E′Π+Π−P′, V. I. Mokeev, Gerard P. Gilfoyle, Et. Al. Sep 2012

Experimental Study Of The P11(1440) And D13(1520) Resonances From The Clas Data On Ep→E′Π+Π−P′, V. I. Mokeev, Gerard P. Gilfoyle, Et. Al.

Physics Faculty Publications

The transition helicity amplitudes from the proton ground state to the P11(1440) and D13(1520) excited states (vγpN* electrocouplings) were determined from the analysis of nine independent one-fold differential π+π−p electroproduction cross sections off a proton target, taken with CLAS at photon virtualities of 0.25 < Q2 < 0.60 GeV2. The phenomenological reaction model was employed for separation of the resonant and nonresonant contributions to the final state. The P11(1440) and D13(1520) electrocouplings were obtained from the resonant amplitudes parametrized within the framework of a unitarized …

Effective Measurement Of Reliability Of Repairable Usaf Systems, Louis J. Hogge Sep 2012

Effective Measurement Of Reliability Of Repairable Usaf Systems, Louis J. Hogge

Theses and Dissertations

The USAF generally does not know the reliability of its fielded repairable systems. The reported metric, Mean Time Between Failure (MTBF), is too lagging to be actionable in the best case, and is not representative of actual system reliability in the worst case. This thesis investigates the statistical techniques for measurement and analysis of the reliability of fielded repairable systems, which are very different than nonrepairables. To frame the investigation, a comparison is made between the generally accepted definitions and metrics and those used across the US Air Force (USAF). Reliability can be analyzed in four context areas: reliability prediction …

Individual Resistance To Change, Jeffrey C. Sandusky Sep 2012

Individual Resistance To Change, Jeffrey C. Sandusky

Theses and Dissertations

This thesis examines individual resistance to change and concludes that it is a constantly evolving process with many contributing factors. Defining resistance to change is a challenge within its own right. To account for the actions involved in change resistance is an even more complex undertaking. In this research, resistance to change is examined and explained using the influences of goals, participation, leadership effectiveness, and communication. These factors are expressed as the composition of what makes an individual resist or accept a change. Each of the four elements of resistance to change are examined independently and then synthesized into a …

Quantifying Performance Bias In Label Fusion, Alexander M. Venzin Sep 2012

Quantifying Performance Bias In Label Fusion, Alexander M. Venzin

Theses and Dissertations

Classification systems are employed to remotely assess whether an element of interest falls into a target class or non-target class. These systems have uses in fields as far ranging as biostatistics to search engine keyword analysis. The performance of the system is often summarized as a trade-off between the proportions of elements correctly labeled as target plotted against the number of elements incorrectly labeled as target. These are empirical estimates of the true positive and false positive rates. These rates are often plotted to create a receiver operating characteristic (ROC) curve that acts as a visual tool to assess classification …
