In Loper Bright Enterprises v. Raimondo, the Supreme Court discarded the four decades old Chevron deference regime and circumscribed the authority of federal agencies to choose among multiple interpretations of ambiguous statutes. In justifying its ruling, the Loper Bright majority argued that Chevron deference had generated unnecessary regulatory uncertainty by allowing agencies to switch from one interpretation of an ambiguous statute to another. In this respect, Loper Bright marks a move toward temporal uniformity in federal law: Once the courts recognize a certain reading of a statute as “best,” that reading will reign under Loper Bright unless and until Congress …

Courts once trusted federal agencies for their expertise in administering complex statutory schemes, particularly regarding science and technology. Unlike judges, agency officials can narrowly focus on a specific area of law and have access to experts to inform their decision making. In Chevron U.S.A., Inc. v. Natural Resources Defense Council, the Supreme Court created a presumption that, absent language to the contrary, Congress intends for agencies to interpret statutory ambiguities. Chevron allowed agencies to utilize their varied forms of expertise while ensuring oversight from generalist judges. This court–agency partnership abruptly ended, however, in Loper Bright Enterprises v. Raimondo. The Court …

This Article examines the implications of the Supreme Court’s decision in SEC v. Jarkesy for the Securities and Exchange Commission (“SEC” or “Commission”). In Jarkesy, the Court held that Congress cannot assign the adjudication of securities antifraud violations seeking civil penalties to an administrative agency without a jury trial, for such punitive actions involve “private rights.” Although this ruling might suggest a reduction in SEC enforcement actions due to the higher costs of federal jury trials, the SEC had already adjusted its practices following Lucia v. Loper Bright, overruling Chevron, is unmistakably part of administrative law’s current “Grand Narrative,” which sees contemporary administrative agencies with suspicion, as a product of successive breaches of Article I, II, and III of the Constitution. The decision should be seen as our Marbury v. Madison—an effort to insist that it is emphatically the province and duty of the judicial department to say what the law is. This review aims to identify evidence-based quality improvement strategies and practical operational solutions to boost pharmaceutical supply chain performance in tertiary care hospitals in the Caribbean. This integrative review synthesizes empirical and non-empirical sources related to pharmaceutical supply chain systems and is grounded in Lean Six Sigma methodologies and supply and demand theory. The articles reviewed, published between 2014 and 2025, were appraised using the Johns Hopkins Evidence-Based Practice Model. We report 3 adolescents who presented to a tertiary care hospital in Houston, Texas, with cutaneous skin lesions after contact with sheep and/or goats. The cases presented a diagnostic challenge initially but were later suspected or confirmed as orf virus infection after consultation with infectious diseases specialists.

We introduce a robotic system designed to function as a lightweight, modular, and reconfigurable structure on the Moon. This robust system consists of truss-like robotic triangles, each formed by a continuous inflated fabric tube routed through two robotic roller units and a connecting unit. When deflated, these triangles can be compacted to roughly the volume of the roller units, offering an advantageous stowed-to-deployed volume ratio of 1 to 6.24. Upon inflation, the roller units pinch the tubes, creating corners by reducing the bending stiffness of the tube. Once fully deployed, electric motors move the robotic roller units along the tube, …

BACKGROUND: Mouse models of myocardial ischemia with subsequent heart failure are common approaches to examine heart failure pathology and possible treatment strategies. We sought to establish a high-throughput approach for echocardiography-guided induction of myocardial ischemia/reperfusion (IR) in mice.

METHODS: After visualization of the left coronary artery with high-resolution ultrasound imaging and echocardiographic definition of the level of coronary occlusion, the left anterior descending artery was temporarily occluded with 2 micromanipulator-controlled needles. Functional and molecular changes were assessed and compared with commonly performed surgical techniques.

COVID-19 highlighted the longstanding systemic and structural racism that produced poor health outcomes in Black communities. Black minorities in the United States were disproportionately affected by the COVID-19 pandemic, with less access to health resources, low vaccine rates, and mistrust of healthcare providers and organizations. This interpretative phenomenological analysis (IPA) explored trust-related health beliefs with medical systems among Black Americans since COVID-19. The study explored the trust-related health beliefs through the six constructs of the health belief model—perceived susceptibility, perceived severity, perceived barriers, perceived benefits, cues to action, and self-efficacy. This dissertation addresses two major facets of trustworthy AI: reliable control through formal guarantees and alignment against adversarial manipulation. The first part of the dissertation focuses on provably stable, robust, and safe control for nonlinear systems using learning based methods. Background: Viral genomes contain records of geographic movements and cross-scale transmission dynamics. However, the impact of regional heterogeneity, particularly among rural and urban centers, on viral spread and epidemic trajectory has been less explored due to limited data availability. Intensive and widespread efforts to collect and sequence SARS-CoV-2 viral samples have enabled the development of comparative genomic approaches to reconstruct spatial transmission history and understand viral transmission across different scales.

People with dementia are often hospitalized from the emergency department (ED) for "borderline cases," where outpatient or inpatient management may be clinically reasonable. We sought to investigate how ED physicians make and communicate about decisions in borderline cases. Through cognitive interviews, we asked attending ED physicians from an academic hospital to share their approach to scenarios representing borderline cases with people with dementia and verbalize communication about ED disposition with patients and care partners. Bioidentical hormone replacement therapy has gained increasing attention as an alternative to traditional hormone replacement therapy (BHRT), yet research on self-efficacy related to BHRT adherence remains limited. Guided by Bandura’s social cognitive theory, this quantitative study examined the applicability of the hormone replacement self-efficacy (HRT-SE) scale in a population of BHRT users. Using factor analysis, this study assessed the reliability and validity of the HRT-SE scale in measuring self-efficacy among women using BHRT. The study recruited a convenience sample of 628 participants through online peri/menopause and hormone therapy support groups, collecting self-reported data on confidence in managing BHRT regimens. LGBTQ individuals face a distinct set of societal issues that can lead to intimate partner violence (IPV) and animal abuse together. Grounded in minority stress theory, the purpose of the study was to reduce animal abuse in LGBTQ male and female same-sex relationships by examining the co-occurrence of internalized homophobia, degree of outness, and IPV. The hypotheses for the study include whether internalized homophobia and degree of outness predict animal abuse in LGBTQ same-sex relationships experiencing IPV. This project evaluated the effectiveness of short educational videos on CAR T-cell therapy, cytokine release syndrome, neurological toxicities, and prolonged pancytopenia for blood cancer patients. At Stanford Health Care in California, in the ambulatory clinic of Blood and Marrow Transplantation and Cellular Therapy (BMT-CT), we obtained a convenience sample of individuals with multiple myeloma or lymphoma preparing for CAR T-cell therapy. A pre-and post-questionnaire assessed the patients' knowledge of CAR T-cell therapy and its side effects. Wilcoxon signed-rank tests were used to determine changes in knowledge.
