Plan Mano Dura: A Punctuated Political Act? Addressing Gang Violence In El Salvador, Carlos A. Arias

On July 23, 2003, Salvadoran President Francisco Flores introduced a punitive and militaristic gang-prevention measure, Plan Mano Dura (Plan Iron Fist), in an attempt to solve the gang phenomenon plaguing El Salvador. Although it turned out to be an abject policy failure, its future effects and significance would far outweigh its intended impact, essentially dictating how El Salvador would combat gang violence for the next 20 years and beyond. Zoonoses are infectious diseases transmitted between animals and people that disproportionately affect low- and middle-income countries (LMICs). The One Health (OH) approach aims to integrate systems, incentivizing collaboration among animal, human, and environmental systems to address zoonoses and improve health. Innovative solutions for effectively and sustainably achieving systems integration are needed. Organizational theories can facilitate the study of the context of OH implementation, applying comprehensive approaches that recognize the interconnections among organisms, the environment, and social systems, including the diverse entities needing integration (e.g., policy, community, public organizations). This research explores hybristophilia (an individual’s sexual interest in and attraction to those who commit crimes) among Generation Z women, particularly through investigating how Gen Z female users interact with and feel about hybristophilic content and how this content impacts their attraction to offenders. Study 1 involved a content analysis of 66 videos and 91 comments on TikTok, identifying seven main themes: The Halo Effect, Actor-Offender Transference, Sympathy, Romance and APD, Protection and Loyalty, “I Can Fix Him,” Gen Z Irony, and Victim Fantasy. Drawing from the insights of community partners, this study explored the roles and benefits of arts-based approaches to foster civic learning, critical media literacy, and community engagement. It also uncovered approaches to promote kindness, prevent violence, and combat online extremism, offering insights into strategies that may enhance community engagement and create a positive impact. We presented our model framework, a detailed case study of our project, and qualitative methods incorporating 15 interviews with our community partners to capture a broad range of perspectives and experiences. Located approximately 4 km from Raya village in Garissa County, the Garissa Solar Park spans

85 hectares and was envisioned as a flagship renewable energy project. Yet, despite its scale and proximity, the marginalized pastoralist community of Raya continues to face acute energy poverty, limited irrigation capacity, and exclusion from the material and socio-ecological benefits of the green energy project. This study critically examines the systemic energy injustices embedded within the Garissa Solar Park—specifically procedural, distributive, and recognition-based inequalities—and critiques the project’s failure to deliver on principles of equity, local meaningful and democratic participation, and gender inclusion.

Background and objectives: Investigation of olfactory impairment, an early manifestation of Alzheimer disease (AD), in relation to plasma biomarkers of AD and neurodegeneration could provide insights into the disease's pathophysiology. Because few such studies based on large, diverse, community-based populations exist, we investigated associations of odor identification ability with plasma biomarkers of AD and other neurodegenerative pathologies in community-dwelling Black and White older adults.

In a nonpayment proceeding, the tenant successfully moved to vacate a pro se stipulation of settlement and subsequent order, and to dismiss the case. The court found good cause to vacate the stipulation because the tenant, unrepresented, improvidently entered into an agreement waiving viable defenses, particularly breach of warranty of habitability and the landlord's failure to properly plead the tenancy's regulatory status as a HOME TBRA recipient. Helix pomatia AMP deaminase (HPAMPD), an enzyme enriched in the foot muscle of the mollusk H. pomatia, exhibits deaminase activity on adenosine-5'-monophosphate (AMP). HPAMPD is the first member of the adenosine deaminase-related growth factor (ADGF) family to prefer the nucleotide AMP over the nucleoside adenosine. To investigate the substrate selectivity of HPAMPD, we determined its structure in both the apo form and in complex with the adenosine analogs pentostatin and pentostatin-5'-monophosphate. Structurally, HPAMPD adopts a fold similar to human ADA2, an ADGF family member. HPAMPD has acquired the ability to interact with the 5'-monophosphate group of AMP through polar and …

Objectives: Alzheimer's disease and related dementias significantly affect older adults' quality of life. The clock-drawing test (CDT) is a widely used dementia screening tool due to its ease of administration and effectiveness. However, manual CDT-coding in large-scale studies can be time-intensive and prone to coding errors and is typically limited to ordinal responses. In this study, we developed a continuous CDT score using a deep learning neural network (DLNN) and evaluated its ability to classify participants as having dementia or not.

This staff education project focused on enhancing nurses’ knowledge of urinary tract infections (UTIs) and antibiotic and antimicrobial resistance intended to promote screening for UTIs. The practice problem addressed was lack nurses’ knowledge of UTI screening and antibiotic resistance. Inadequate screening contributed to increased UTI rates, re-occurrences, and complications such as delirium. It was essential to address the issue because nurses are at the frontline regarding educating, screening, and providing care to patients with UTIs. Knowledgeable nurses can implement standard practices to ensure adequate screening for UTIs. Affective polarization threatens American democracy, as polarized citizens become increasingly unwilling to trust cross-partisans, hold their political leaders accountable, or support the results of free and fair elections. Harmful alcohol use has continued to be one of the largest negative impact factors of daily living worldwide. Despite the pervasive use of alcohol and negative impacts that it has on the individual and society there is large disagreement on how to know when someone has “recovered” from AUD (El-Guebaly, 2012), with much of the literature focused narrowly on negative indicators (e.g., return to heavy drinking, re-occurrence of AUD symptoms). PURPOSE: Hematopoietic stem cell transplantation (HSCT) is used as consolidation for pediatric patients with high-risk AML in first complete remission (CR1). The definition of high-risk AML has evolved considerably over the past two decades with the successive identification of new unfavorable risk factors. We conducted a cross-study analysis to determine whether HSCT improves the outcomes of patients with contemporarily defined high-risk AML.

This study explores the integration of immersive technologies, specifically virtual reality (VR), to enhance tourist experiences in the rapidly expanding religious tourism sector. Despite VR’s potential, limited research has examined its impact on religious tourism. This study addresses this gap by investigating the role of emotional attachment in influencing VR presence during pre-, on-site, and postexperiences of VR-mediated religious tourism. A quantitative survey was conducted with 201 respondents who participated in VR religious tourism activities. Background: Low-complexity automated nucleic acid amplification tests (LC-aNAATs) are molecular World Health Organization (WHO)-recommended rapid diagnostic tests (also known as mWRDs) widely used to diagnose tuberculosis disease. The lateral flow urine lipoarabinomannan assay (LF-LAM) is recommended by the WHO to assist in diagnosing tuberculosis disease amongst people with HIV. Previous systematic reviews have assessed the diagnostic accuracy of LC-aNAATs and LF-LAM used in isolation for the detection of tuberculosis, but in clinical practice the tests may be used in parallel (i.e. LC-aNAAT in combination with LF-LAM).

In an Article 78 proceeding regarding a Major Capital Improvement (MCI) rent increase, the appellate court reversed a lower court's denial of the landlord's petition. The court held that while DHCR's retroactive application of the HSTPA to the landlord's pending MCI application was rational, the agency failed to establish a rational basis for its determination that certain installations exceeded the scope of necessary work. The matter was remanded to DHCR because the agency also failed to address the merits of the landlord's argument that the disputed costs were required for code compliance.

In a licensee holdover involving a HUD Section 236/Low Income Housing Tax Credit apartment, the court dismissed the respondent's succession claim, granting the landlord a final judgment of possession and money judgment for use and occupancy. The court acknowledged that federal regulations and caselaw for subsidized apartments do not mandate the fixed co-residency periods of rent-regulated contexts nor require inclusion on household compositions. However, the respondent's testimonial evidence of co-residency with her deceased father for "a suitable duration" to establish membership in the family unit was found lacking in credibility and consistency, failing to prove her succession rights.
