Due to December 2024 regulatory changes made to 14 CFR Part 61.195(h)— Qualifications to provide ground or flight training to initial flight instructor applicants—a new training program, titled the Flight Instructor Enhanced Qualification Training Program (FIEQTP), must be developed under 61.195(h)(3).

The purpose of this packet is, in response to regulatory changes, to conduct a thorough training needs analysis, and utilizing its conclusions, develop a new 14 CFR Part 141 course and assessment plan that meets the requirements of Part 61.195(h)(3) Flight instructor enhanced qualification training program.

Early universe measurements of the Hubble constant usually find the best-fit value for H0 given a specific data set and a particular cosmological model. Planck’s all-sky survey of the Cosmic Microwave Background is a common choice for this data, and is often supplemented with additional constraints from other measurements of cosmological phenomena. For example, the SH0ES collaboration’s measurement of H0 from local type Ia supernovae is a common constraint to include, in the hope of reconciling the tension between late and early universe measurements. International media play a powerful role in shaping global perceptions of political legitimacy, particularly in states where authoritarian governance coexists with economic success. Vietnam—often described as a one-party socialist state with rapid economic growth—has attracted increased attention in international news coverage, yet little research has examined how its leadership is discursively constructed through media narratives. This study investigates the representation of foreign husbands in South Korean television by analyzing the reality TV show *My Neighbor, Charles*, which features intermarried couples of Korean women and foreign men. It examines the narrative patterns associated with white and non-white foreign husbands. Utilizing the three-act narrative structure theory as an analytical framework, Stuart Hall's concepts of representation and Dyer's work on Whiteness, this research reveals how Korean media, particularly television, reflects unbalanced and racially biased portrayals of foreign husbands. This study examines the relationship between language choice, especially the use of the form of address gue lo, and the disclosure of the cultural identity of Javanese students at Universitas Indonesia. This study adopts a descriptive mixed-methods approach, combining quantitative and qualitative data collected through a survey of 52 Javanese student respondents. The results indicate that most respondents used the form of address gue lo when interacting with peers from outside Java, whereas alternative forms were more commonly used with other Javanese students. This paper examines the historical and contemporary dynamics of the Blok M area in Jakarta as a public space undergoing a process of spatial, cultural, and symbolic transformation. Despite efforts to curtail tuberculosis (TB) in Nigeria, the country has not yet attained the global target. This study explored the dynamics of access to information about TB control and prevention among nomadic Fulani and their host communities. We used a mixed-methods approach and multistage sampling technique to recruit 812 respondents for the survey, and we conducted 18 in-depth interviews across six local government areas. The results indicated generally low access to TB information and services, with only 2% of nomadic Fulani engaging in TB prevention activities compared to 6.7% of host community members. The differentiation and suppressive functions of regulatory CD4 T cells (Tregs) are supported by a broad array of metabolic changes, providing potential therapeutic targets for immune modulation. In this study, we focused on the regulatory role of glycolytic enzymes in Tregs and identified phosphoglycerate mutase (PGAM) as being differentially overexpressed in Tregs and associated with a highly suppressive phenotype. Pharmacologic or genetic inhibition of PGAM reduced Treg differentiation and suppressive function while reciprocally inducing markers of a pro-inflammatory, T helper 17 (Th17)-like state. Bacteria-mediated cancer therapy represents a novel and promising strategy for targeted drug delivery to solid tumors. Multiple studies have demonstrated that various Bifidobacterium species can selectively colonize the hypoxic microenvironments characteristic of solid tumors. Leveraging this property, Bifidobacterium has been explored as a delivery vector for a range of anti-cancer approaches such as immunotherapy, nanoformulated chemotherapeutics, and gene therapy. Notably, anti-angiogenic genes such as endostatin and tumstatin have been successfully delivered to colorectal tumors using Bifidobacterium infantis and Bifidobacterium longum, respectively. Recreational fishing provides sociological and economic benefits, and fish populations are managed by state agencies to meet angler expectations. One of the most popular species in Midwest reservoirs are walleye (Sander vitreus), and most of these fisheries have established restrictions on the number and sizes of fish harvested. Regulations are set based on population structure and dynamics and management goals, but often agencies have incomplete information needed to establish regulations. This study proposes an adaptive backstepping control approach integrated with a real-time fuzzy logic parameter selection algorithm to enhance the robustness and stability of a permanent magnet synchronous motor (PMSM) controller under parametric uncertainties and external disturbances. Although backstepping control performs well under varying disturbances, it must be supported by an adaptive control algorithm to effectively handle both variable disturbances and parameter uncertainties. High Spatial Resolution Crop Type And Land Use Land Cover Classification Without Labels: A Framework Using Multi-Temporal Planetscope Images And Variational Bayesian Gaussian Mixture Model, Minh Tri Le

Previous studies often combined high spatial resolution data (e.g., PlanetScope) with wider spectral range data (e.g., Sentinel-2) and relied on supervised classification methods to produce land use and land cover (LULC) maps. This study proposed a new unsupervised framework to generate crop type and LULC maps at high spatial resolution (< 5 m) using available PlanetScope data solely without requiring ground truths. We used PlanetScope surface reflectance images and their derived spectral indices during growing seasons to create multi-temporal input features, which were fed into an unsupervised Variational Bayesian Gaussian Mixture Model (VBGMM). The VBGMM, unlike the traditional unsupervised classification methods, (1) first estimated optimal parameters that are most suitable based on the input features and then (2) assigned pixels to the cluster with maximum posteriori probability of a mixture of several Gaussian distributions. The crop type and LULC maps were then generated by labeling the derived clusters using the best possible assignment method, referring to the existing crop type or LULC products. We evaluated the produced PlanetScope-based crop type and LULC maps using true labels, corresponding reference maps, and other unsupervised classification methods. The results demonstrated the robustness and effectiveness of the proposed framework in mapping crop types and LULC at 3–5 m pixels across various ecosystems, climate zones, and human-managed landscapes. The spatial patterns of PlanetScope-based maps were (1) highly comparable with all the reference datasets at 10–30 m spatial resolution and (2) better than the traditional GMM and K-means clustering methods. The VBGMM produced classification maps with high confidence, yielding class probabilities above 0.9 for over 90 % of all study areas. The area percentage for all crop type and LULC classes agreed well with their reference maps, with R2 of 0.95 and RMSE of 1.04 %. The confusion matrices using true labels indicated that PlanetScope-based maps achieved a higher overall accuracy of 84 % than the supervised referenced maps of 81 %. Besides, the entropy comparison showed that our framework-based maps were better at capturing fine-scale features such as developed areas within cities that commonly mix with open space and vegetation, deforestation and cropland conversion in South America, smallholder croplands in Africa and Asia, and generating homogeneous crop fields in North America. This study further highlighted the potential for future research to implement our proposed framework to generate timely and extensive annotated datasets, which can be used for operationally training machine learning models to map crop types and LULC, track deforestation, detect wildfires, and delineate flooded areas at larger scales using medium/coarse Earth observations.

Although moderate-to-vigorous physical activity (MVPA) is a widely used construct in physical activity (PA) research, the lack of standardized assessment methods- particularly with the growing use of consumer-grade wearable activity trackers- poses challenges for comparability. Consumer-grade devices tend to rely on heart rate (HR)-based estimation methods to classify PA intensity, which contrasts with traditional research-grade accelerometers that use count- or raw-acceleration metrics.
