Bilingual Program Implementation And Programming In The Midwestern And Southeastern United States: Lessons Learned For Application In Arkansas, Susan Wallace

As of 2025, the state of Arkansas has no state-approved bilingual or dual-language education programs, despite passing legislation in 2021 to allow for their creation. This literature review synthesizes findings from recent empirical studies conducted in the Midwestern and Southeastern United States—regions with demographic and policy contexts more similar to Arkansas than states with long-time bilingual programs. This literature review explores both beneficial and complicating factors in bilingual program implementation, addressing themes such as policy, leadership, stakeholder involvement, program design, and prevailing ideological mindsets, before summarizing lessons learned from these studies. Developing a non-toxic, high-performance fluorescent nanomaterial is crucial for overcoming the environmental and health restrictions of current cadmium, and lead based quantum dots (QDs), which limit the application of quantum dots in optoelectronics and bioimaging. In this thesis, we synthesized environmentally friendly AgInS2 QDs by a colloidal method, systematically altering the In/Ag precursor ratio from 2 to 6 to study the impact on their optical and photophysical properties. Our goals were to find the optimal stoichiometry for maximum quantum efficiency and stability. We also investigated further improving optical and photophysical properties through shelling with ZnS. This research focuses on how ballads play a central role in the cultural and spiritual life of the Alevi-Bektashi community in Türkiye. These ballads, performed by folk poets known as aşık (minstrel) with the stringed instrument bağlama are the inseparable elements of their daily life and sacred rituals. As rooted in the path of Ali, the fourth Caliph of Islam, and the teachings of 13th-century Sufi saint Haji Bektash Veli, Alevi-Bektashi ballads express shared emotions, struggles, and hopes. This dissertation investigates how the confluence of community change and water politics in the American West shapes a discussion about a Wild and Scenic designation for the Crystal River on Colorado’s Western Slope. Ideas about the “Wild West,” influence how many people think about wilderness and small mountain towns, driving growing populations, housing prices, and, as a result, social inequality in many of these areas. Is R&D Rivalry Slowing The Growth Of Productive Firms?, Yoshiki Ando, James Bessen, Xiupeng Wang

The reallocation of jobs to more productive firms is a substantial component of aggregate productivity growth, yet job reallocation rates have declined substantially in the United States. This paper explores the hypothesis that greater technological rivalry has exacerbated adjustment costs, slowing reallocation. Using microdata at the US Census and estimates of technological rivalry in firm growth regressions, we find that technological rivalry slows firm responses to productivity shocks. Firms do not expand as rapidly in the face of higher obsolescence risk. Estimating counterfactual firm growth from 1997-2018, we find that growing technological rivalry accounts for most of the decline in …

Bobko et al. (2024) responded to Sackett et al.'s (2022) compilation of meta-analytic evidence for the validity of a wide variety of measures used as predictors of overall job performance, offering a set of alternative methodological choices which they term “considered estimation” to counter the Sackett et al. approach of “conservative estimation.” Here we offer a rebuttal to Bobko et al. A primary concern is that Bobko et al. apply the label “conservative estimation” to the full range of methodological choices made by Sackett et al. In Haris Ibrahim [2023] 2 MLJ 296, the Federal Court of Malaysia discussed the legal limits to executive authorities’ powers to investigate judges on suspicion of crime. The case is a rare contribution to the jurisprudence on judges’ criminal liability at common law, as well as a case study in the challenges of reconciling judicial independence with other principles of the constitutional framework and other actors’ roles therein. Multi-agent reinforcement learning (MARL) has demonstrated remarkable success in collaborative tasks, yet faces significant challenges in scaling to complex scenarios requiring sustained planning and coordination across long horizons. While hierarchical approaches help decompose these tasks, they typically rely on hand-crafted subtasks and domain-specific knowledge, limiting their generalizability. We present L2M2, a novel hierarchical framework that leverages large language models (LLMs) for high-level strategic planning and MARL for low-level execution. L2M2 enables zero-shot planning that supports both end-to-end training and direct integration with pre-trained MARL models. Storage collision vulnerabilities, a significant security risk in upgradeable smart contracts, often arise when a user-facing proxy contract and a backend logic contract share storage space. While static analysis techniques can detect such issues, they often over-approximate program states, leading to false positives and requiring developers to manually verify each issue, giving attackers time to exploit any overlooked vulnerabilities. To address this, we propose COLLISIONREPAIR, an automated patching technique for mitigating storage collision risks. The rumen microbiome plays a critical role in ruminant health and performance. As a consequence, many studies investigate microbial community composition using 16S rDNA based sequencing. As such, data quality and data filtering are critical to accurately identify microbial community composition. In this study we use mock communities to empirically select data filtering parameters to reduce artifact populations and compared the effect of filtering using different bioinformatic pipelines using rumen bacterial community data. The filtering parameters identified provides consistent estimates of rumen microbial diversity, regardless of bioinformatic pipeline utilized and provides a more accurate view of microbiome structure and composition. …

Model-based class incremental learning (CIL) methods aim to address the challenge of catastrophic forgetting by retaining certain parameters and expanding the model architecture. However, retaining too many parameters can lead to an overly complex model, increasing inference overhead. Additionally, compressing these parameters to reduce the model size can result in performance degradation. To tackle these challenges, we propose a novel three-stage CIL framework called Localized and Layered Reparameterization for Incremental Learning (L3Net). Generating high-quality Multiple Choice Questions (MCQs) remains challenging for educational tools due to the need for contextual relevance and plausible distractors. Existing methods still struggle with these dual requirements, leading to questions that lack depth and distractors that are either too obvious or irrelevant. In this paper, we propose BiFlow, a novel framework that integrates bidirectional reasoning perspectives: teacher reasoning generates contextually relevant questions and plausible distractors, while student reasoning evaluates question clarity and the misleading nature of the distractors. Graph neural networks (GNNs) have become a mainstream technique for graph-based applications, but their performance heavily relies on abundant labeled data. To reduce labeling requirement, pre-training and prompt learning has become a popular alternative. However, most existing prompt methods do not distinguish between homophilic and heterophilic characteristics in graphs. Event-based eye tracking holds significant promise for fine-grained cognitive state inference, offering high temporal resolution and robustness to motion artifacts, critical features for decoding subtle mental states such as attention, confusion, or fatigue. We present Prism, an UI hardening technique for an Android app to safeguard its widgets against a corrupted kernel. Prism ensures secure interface rendering and allows for visual authentication, which developers could use to enable user intent confidentiality protection. Our design leverages the recent Android Virtualization Framework with minimal changes to the existing UI framework and graphics subsystem. Discussions of juries in democratic systems often frame the jury as a symbol of democracy, an essential safeguard for an accused, and a legitimizer of state authority. However, the context in which the jury operates has evolved, and there is a widening gap between our empirical understanding of juries and our commitment to their theoretical value. Piecemeal reforms of the jury have also moved the system away from the historical model, with the consequence of undermining the remaining aspects. The intertwining complexities of child protection, domestic violence, and firearms pose profound challenges for families and the legal system. This paper examines their interplay, focusing on how these issues can subject children to harm, with a specific focus on case law and relevant legislation from Nova Scotia, Manitoba, and Ontario.
