The Human Ortholog Of Archaeal Pus10 Produces Pseudouridine 54 In Select Trnas Where Its Recognition Sequence Contains A Modified Residue., Manisha Deogharia, Shaoni Mukhopadhyay, Archi Joardar, Ramesh Gupta Mar 2019

The Human Ortholog Of Archaeal Pus10 Produces Pseudouridine 54 In Select Trnas Where Its Recognition Sequence Contains A Modified Residue., Manisha Deogharia, Shaoni Mukhopadhyay, Archi Joardar, Ramesh Gupta

Articles

The nearly conserved U54 of tRNA is mostly converted to a version of ribothymidine (T) in Bacteria and eukaryotes and to a version of pseudouridine (Ψ) in Archaea. Conserved U55 is nearly always modified to Ψ55 in all organisms. Orthologs of TrmA and TruB that produce T54 and Ψ55, respectively, in Bacteria and eukaryotes are absent in Archaea. Pus10 produces both Ψ54 and Ψ55 in Archaea. Pus10 orthologs are found in nearly all sequenced archaeal and most eukaryal genomes, but not in yeast and bacteria. This coincides with the presence of Ψ54 in most archaeal tRNAs and some animal tRNAs, …

What Do You Know? Discovering Document Compilations In 39(B)(6) Depositions, Sara Leonetti Mar 2019

What Do You Know? Discovering Document Compilations In 39(B)(6) Depositions, Sara Leonetti

Washington Law Review

The work product doctrine emerged as a judicially created, practical solution to resolve problems inherent in the Federal Rules of Civil Procedure (FRCP). While the FRCP famously sought to broaden discovery and increase parties’ access to information, the rules infamously failed to prevent attorneys from discovering each other’s work product. For policy reasons—primarily to keep some semblance of the adversarial system—the U.S. Supreme Court created work product qualified immunity to prevent attorneys from discovering their opponents’ work, mental impressions, and legal strategies. At the end of the twentieth century, courts significantly extended the work product doctrine when they began to …

The Fight Over Columbia River Basin Salmon Spills And The Future Of The Lower Snake River Dams, Michael C. Blumm, Doug Deroy Mar 2019

The Fight Over Columbia River Basin Salmon Spills And The Future Of The Lower Snake River Dams, Michael C. Blumm, Doug Deroy

Washington Journal of Environmental Law & Policy

One of the nation’s most longstanding environmental-energy conflicts concerns the plight of numerous Columbia Basin salmon species which must navigate the Federal Columbia River Power System (FCRPS), a series of hydroelectric dams that make the basin one of the most highly developed in the world. Although the FCRPS dams produce a wealth of hydropower, the mortalities they cause due to the construction and operation of FCRPS dams led to Endangered Species Act listings for the basin’s salmon. Since those listings a quarter-century ago, the federal government has repeatedly failed to produce biological opinions that can survive judicial scrutiny. The latest …

The Use Of Big Data By Managed Care Organizations, Bojing Wang, Xiaoying Liu, Alberto Coustasse Mar 2019

The Use Of Big Data By Managed Care Organizations, Bojing Wang, Xiaoying Liu, Alberto Coustasse

Management Faculty Research

Big data have become available in all kinds of healthcare organizations. The application of big data analytics in Managed Care Organizations (MCOs) has the potential to improve health care, lower costs, save lives, and help to make better-informed decisions. The study illustrated the implication of big data in MCOs. Big data can help MCOs reduce patients’ relevance, analyze specific diseases such as asthma and diabetes. Big data also could help MCOs to reduce cost after collecting data and determined the specific patients’ situation. The implication of big data has benefited MCOs in reducing costs, improving the quality of healthcare care. …

From The Clean Power Plan To The Affordable Clean Energy Rule: How Regulated Entities Adapt To Regulatory Change And Uncertainty, Ryan B. Stoa Mar 2019

From The Clean Power Plan To The Affordable Clean Energy Rule: How Regulated Entities Adapt To Regulatory Change And Uncertainty, Ryan B. Stoa

Hofstra Law Review

Regulated entities often struggle to adapt to regulatory change and uncertainty. This is particularly true in the power and utilities sectors, where the scope and scale of project-level planning and management is broad, and changes to these processes can be highly disruptive. Regulatory disruption notwithstanding, some companies adapt to regulatory change and uncertainty better than others. Presently, there is a gap in understanding what these regulatory adaptation best practices might be for the power and utilities sectors.

When the federal Environmental Protection Agency ("EPA") publicly proposed the Clean Power Plant ("CPP") in 2014, stakeholders in the power and utilities sectors …

Suicide And Euthanasia: The International Perspective On The Right To Die, Zachary A. Feldman Mar 2019

Suicide And Euthanasia: The International Perspective On The Right To Die, Zachary A. Feldman

Cornell Law Review

Several countries across the globe have weighed their interests in preserving life, in preventing suicide, and in allowing terminally ill patients to end their lives at their own discretion with, or without, the help of a physician. This Note will highlight the inconsistencies in jurisdictions that treat suicidal ideations both criminally and medically, and ultimately argues for a uniform system of laws that govern mental illness internationally.

How Essential Are Standard-Essential Patents?, Mark A. Lemley, Timothy Simcoe Mar 2019

How Essential Are Standard-Essential Patents?, Mark A. Lemley, Timothy Simcoe

Cornell Law Review

In this study, we explore what happens when Standard-Essential Patents (SEPs) go to court. What we found surprised us. We expected that proving infringement of SEPs would be easy-they are, after all, supposed to be essential-but that the breadth of the patents might make them invalid. In fact, the evidence shows the opposite. SEPs are more likely to be held valid than a matched set of litigated non-SEP patents, but they are significantly less likely to be infringed. SEPs, then, don't seem to be all that essential, at least when they make it to court.

The Fair Labor Standards Act At 80: Everything Old Is New Again, Kati L. Griffith Mar 2019

The Fair Labor Standards Act At 80: Everything Old Is New Again, Kati L. Griffith

Cornell Law Review

On the eightieth anniversary of the federal wage and hour statute, the Fair Labor Standards Act of 1938 (FLSA), critics warn that it cannot keep pace with shifting business trends. More and more individuals engage in "contract work," some of which takes place in the much publicized "gig economy." These work arrangements raise questions about whether these workers are "employees," covered by U.S. labor and employment law, or "independent contractors." Subcontracting arrangements, or what some call domestic outsourcing, are also expanding. Indeed, more and more workers in the U.S. economy engage with multiple businesses, raising questions of which of these …

Energy Exactions, Jim Rossi, Christopher Serkin Mar 2019

Energy Exactions, Jim Rossi, Christopher Serkin

Cornell Law Review

Exactions are demands levied on residential or commercial developers to force them, rather than a municipality, to bear the costs of new infrastructure. Local governments commonly use them to address the burdens that growth places on schools, transportation, water, and sewers. But exactions almost never address energy needs, even though local land use decisions can create signficant externalities for the power grid and for energy resources. This Article proposes a novel reform to land use and energy law: "energy exactions"-understood as local fees or timing limits aimed at addressing the energy impacts of new residential or commercial development. Energy exactions …
