The North Atlantic Aerosols and Marine Ecosystems Study (NAAMES) is an interdisciplinary investigation to improve understanding of Earth's ocean ecosystem-aerosol-cloud system. Specific overarching science objectives for NAAMES are to (1) characterize plankton ecosystem properties during primary phases of the annual cycle and their dependence on environmental forcings, (2) determine how these phases interact to recreate each year the conditions for an annual plankton bloom, and (3) resolve how remote marine aerosols and boundary layer clouds are influenced by plankton ecosystems. In many respects, PD4 is a helpful synthesis of the law, likely to provoke less controversy than drafts of earlier Chapters. Nevertheless, we remain concerned about this draft’s, like its predecessors’, inconsistent treatment of legal issues. As in earlier drafts, this one sometimes traverses the line between restating positive law and “improving” it. In several instances, these departures from positive law adopt policy positions we would endorse in a different kind of endeavor, such as a “Principles” project, or an acknowledged advocacy piece. But we do not believe it accurate to characterize these departures, however substantively desirable, as “restating” the …

The paper presents a comparative study of top-ranked Asiatic region journals of the Library and Information Science discipline. SCImago Journal and the country rank was used to determine the top-ranked Asiatic journals in the domain of library and information science. Initially, the top 10 journals were considered which filtered based on the coverage and SJR Ranked. A total of 6 Journals were considered for further evaluation and comparison, which meets different parameters and criteria. A comprehensive scientometric study was also presented of these six journals. Further, the paper presents the publication patterns of these six top-ranked journals.

Business opportunities in the European High North (EHN) are accompanied by the danger of cyber-threats, especially to critical infrastructures which in these Arctic regions become “extra critical” because of the harsh environmental climatic conditions and remoteness of distances. Shaping The Far-Zone Intensity, Degree Of Polarization, Angle Of Polarization, And Ellipticity Angle Using Vector Schell-Model Sources, Milo W. Hyde Iv

This paper presents a method to control both the shape and polarization of a beam in the far field using a vector Schell-model source. Given a desired far-zone beam shape and polarization, and applying Fourier and statistical optics theory, we derive the requisite second-order moments of said source, discuss what aspects of the far-zone beam can be controlled, and develop a step-by-step procedure for synthesizing the required random vector field instances. We validate this approach with Monte-Carlo wave-optics simulations. The results are found to be in very good agreement with the desired far-zone beam characteristics. On June 29, 2018, a federal district court found that the US Department of Health and Human Services (HHS) did not properly approve Kentucky’s application for a controversial Medicaid waiver, the first to require work as a condition of eligibility.1 Because HHS’s approval was vacated, Kentucky’s Medicaid program was required to continue as if no waiver existed, but 3 other states had already received HHS approval to proceed with work requirements. Objective: Whereas the metabolic consequences of obesity have been studied extensively in the rhesus macaque, corollary genetic studies of obesity are nonexistent. This study assessed genetic contributions to spontaneous adiposity in this species.
Methods: Phenotypic variation by age class and sex for BMI, waist to height ratio, waist to thigh ratio, and waist circumference was assessed in 583 macaques. Total and sex-specific heritability for all traits was estimated, including waist to thigh ratio adjusted for BMI, as well as genotypic and phenotypic correlations. This art practice-based thesis addresses the ocularcentric approach inherent in Western representations of ‘otherness’ with a view to expanding notions of the ‘portrait’ as a culturally specific practice. Drawing on a selection of projects conducted over two decades across diverse cultural contexts, together with written publications, the thesis explores possible ways to identify and theorise alternative methodological and analytical frameworks through which the Other can be represented. Music Performance Science (MPS), sometimes termed systematic musicology in Northern Europe, is concerned with designing, testing and applying quantitative measurements to music performances. It has applications in art musics, jazz and other genres. It is least concerned with aesthetic judgements or with ontological considerations of artworks that stand alone from their instantiations in performances. Musicians deliver expressive performances by manipulating multiple, simultaneous variables including, but not limited to: tempo, acceleration and deceleration, dynamics, rates of change of dynamic levels, intonation and articulation. The Laurentian Great Lakes are one of the most prominent hotspots for the study of climate change induced lake warming. Warming trends in large, deep lakes, which are often inferred by the observations of lake surface temperature (LST) in most studies, are strongly linked to the total lake heat content. In this study, we use a 3D hydrodynamic model to examine the nonlinear processes of water mixing and ice formation that cause changes in lake heat content and further variation of LST. STUDY QUESTION: Are early signs of metabolic disorder in late adolescence associated with features of impaired testicular function many years before the majority seek parenthood?
SUMMARY ANSWER: Adolescents with features of metabolic disorder at 17 years, or insulin resistance (IR) at 20 years of age, show impaired testicular function and altered hormone levels compared to those without metabolic disorder.
WHAT IS KNOWN ALREADY: Controversial evidence suggests a recent decline in sperm production potentially linked to environmental influences, but its cause remains unclear. The use of rules-of-mixture to predict the elastic modulus and strength of natural fibre-reinforced composites is often compromised by the fibre properties used in the calculations being derived with an assumption of circular cross-section, when real fibres have polygonal cross-section. A fibre area correction factor (FACF) has been proposed to address this inaccuracy and has been demonstrated to improve the predictions.

Undaria pinnatifida, a kelp species native to East Asia, has become cosmopolitan and drawn increasing attention due to its worldwide spread in recent decades. Floating fragments of this alga were found washed ashore on Sylt in 2016, the first record of this species in Germany. Thalli attached to local oyster reefs were detected in 2017. The genetic relationship between the floating and attached thalli on Sylt, as well as their relevance to the populations from northern Europe and native regions, was hitherto unknown. La Bicicletta was written in the fall of 2018 and edited for the Illinois Wesleyan Symphony Orchestra in early 2019. It is a narrative about an accident the composer endured while in Milan, Italy. While cycling home, he was struck by a motorcycle and spent a night in an Italian hospital and was released the next day with minor injuries. The main idea of the piece is to reflect the mundane tasks of daily life, and this motif is presented in each of the four sections that make up La Bicicletta.

Procedure aspires to lofty goals: fairness, efficiency, and speedy adjudication, or so says Rule 1. The rule states the aims of the Federal Rules of Civil Procedure in admirably succinct terms: “They should be construed and administered to secure the just, speedy, and inexpensive determination of every action and proceeding.” Who could oppose any of these goals? Yet for all its virtues as a concise summary of what the Federal Rules seek to achieve, this provision cannot be taken literally as a guide to interpretation. Overcriminalization and overpunishment are the two key features of federal criminal law today, yet the “federalization” of criminal law has accomplished precious little in terms of public safety. The failed drug war proves as much: federal prosecutors have filled the nation’s prisons with low-level drug dealers and drug users serving long sentences, but drugs remain widely available at greater purity and lower prices throughout the land—and drug overdoses are at record highs. The Tax Cuts and Jobs Act of 2017 (TCJA) made many changes to federal income tax law, but none of them may be as important to the functioning of our federal system as the changes the Act made to the deduction for state and local taxes. The Act, by decreasing taxpayer savings for state and local tax expenditures in both obvious and obscure ways, has substantially increased the burden of paying state and local taxes and is a major threat to state and local government ability to tax for public benefits. A special counsel is appointed to investigate and potentially prosecute any criminal activity involving those in the Executive Branch. When an attorney general makes such a decision, the individual should consider not only the scope of the appointment but whether the special counsel will protect the fundamental rules of law upon which the Constitution rests; no one person is above the law. Recent history illustrates the abuses of the special prosecutor’s role where it was used as a political weapon or for low level officials. This Article defends a system with a greater variation in the number of standards of proof than we currently have as both normatively and descriptively valuable. Standards of proof are mechanisms for allocating the risk of factual error between parties. For example, the heightened “beyond a reasonable doubt” standard in criminal cases reflects an aspiration for a legal system erring more in favor of mistaken acquittals than mistaken convictions. Surprisingly, we then assign the same standard to very different cases under the justification that we accept, or should accept, the same error-distribution for those cases. The Supreme Court lacks a coherent approach to deciding how much to defer to state legislatures when reviewing allegedly unconstitutional legislation. The Court grants very little deference to state legislatures in dormant Commerce Clause cases but significant deference to state legislatures in Fourteenth Amendment cases. The Court has never acknowledged this divergence, let alone justified it. Scholars have also failed to note this divergence or explore whether it can be justified. By ignoring this divergence, the Court and scholars have ignored a situation that exacerbates existing power imbalances and fails to recognize a more promising approach to judicial deference.

Social harm is one of the most potentially potent and transformative concepts currently available to the social sciences. However, scholars have struggled to define social harm, puzzled by enigmatic questions and tensions around the issue of how to establish clear conceptual parameters which take advantage of social harm’s broader critical focus, whilst preventing the concept from becoming so nebulous that it loses all utility. This paper proposes a new method to localise and profile the movement of social network users through OSINT and machine learning techniques. All animals use sensory systems to monitor external events and have to decide whether to move. Response times are long and variable compared to reflexes, and fast escape movements. The complexity of adult vertebrate brains makes it difficult to trace the neuronal circuits underlying basic decisions to move. To simplify the problem, we investigate the nervous system and responses of hatchling frog tadpoles which swim when their skin is stimulated. Studying the neuron-by-neuron pathway from sensory to hindbrain neurons, where the decision to swim is made, has revealed two simple pathways generating excitation which sums to threshold in these neurons …

For practical reasons, most human-robot interaction (HRI) studies focus on short-term interactions between humans and robots. However, such studies do not capture the difficulty of sustaining engagement and interaction quality across long-term interactions. Many real-world robot applications will require repeated interactions and relationship-building over the long term, and personalization and adaptation to users will be necessary to maintain user engagement and to build rapport and trust between the user and the robot. © 2018 Elsevier Ltd The honeycomb worm Sabellaria alveolata is capable of building extensive bioconstructions, including what are currently considered Europe's largest biogenic reefs. The size and volume of these bioconstructions, however, vary greatly, such that not all habitats engineered by S. alveolata may be easily identified as reefs. Given that European environmental legislation protects marine habitats that are classified as “reefs” it is important to identity a clear set of definition criteria. Furthermore, quantifiable and unequivocal criteria are also needed to evaluate the ecological (health) state of these reefs, in order to best monitor and protect them. Here we …
