The most recent economic data shows that the three-legged stool is tilting under the weight of conflicting economic policies. National defense spending has continued to expand, and we expect that, as a result, defense spending in Hampton Roads will also rise in the coming years. Declines in federal civilian employment will limit these gains, and the defense industrial base in the region faces an existential threat from the rise of uncrewed systems on the modern battlefield. The Port of Virginia performed well, gaining market share, but higher tariffs have negatively impacted the dollar volume of trade flowing through the Port. …

The economic and social consequences of inadequate early childhood care and education (ECCE) are, by now, well known—but the problem is notoriously difficult to solve. To many working families, the quest for affordable, high-quality care seems hopeless. However, it is also true that our regional leaders are increasingly prioritizing this issue and are working together with early childhood experts to develop viable solutions. This chapter discusses ECCE from an economic perspective and explores why this market is so challenging to reform.

State of the Region Reports: Hampton Roads

In this chapter, we examine how the Hampton Roads Sanitation District (HRSD), in collaboration with localities, changed the regional approach to wastewater treatment, saving ratepayers from billions of dollars in additional costs. We discuss the SWIFT project and how it will inject treated, drinking quality water into the aquifer, partially offsetting the losses from residential and business use. We estimate the economic impacts associated with HRSD and SWIFT and note how HRSD serves as an example of how regional collaboration can produce innovative benefits to the residents of Hampton Roads.

In this chapter, we discuss the state of housing in Hampton Roads. We focus on the supply side of the market for reasons that will become apparent throughout the chapter. We start with single-family housing and then discuss multi-family housing. We then explore factors that influence the supply of housing across the region. We conclude with actions that Hampton Roads can take to address the supply and, by extension, the affordability of housing in the region.

We discuss the region’s economic performance in 2025 and provide an assessment of the prospects for growth in 2026 and beyond. We discuss how the resident population of Hampton Roads has grown this century and explore the components of population change. We examine measures of the region’s labor market, including its civilian labor force, individual employment, and nonfarm payrolls (jobs). While the evidence points to a continued expansion in 2026, we also note that the challenges to growth continue to mount.

This short report describes an interactive online diversity workshop for health and welfare professionals and university faculty in Japan. The workshop used Zoom and Mentimeter to support anonymous real-time participation and focused on bias related to poverty, mental illness, and LGBTQ+ issues. Forty-five participants attended; questionnaire completion and feedback submission were voluntary. Seventeen participants provided matched pre-post data and were included in the quantitative analysis. Forty-two post-workshop open-ended feedback comments were collected. The evaluation used the Japanese Acceptance and Action Questionnaire-Stigma, Feeling Thermometer ratings, and qualitative content analysis of feedback. Long-term Atlantic Ocean and Gulf Stream (GS) variability were linked in past studies to coastal sea level (CSL) change along the U.S. East Coast - a weakening GS can lead to rise in CSL and increased coastal flooding. However, high frequency variability (HFV) in CSL is, in most cases, attributed to atmospheric weather events. This study is focused on HFV (intraseasonal variations with periods between similar to 1 week and similar to 2 months) in the GS and in CSL. The challenge of protecting marine ecosystems, including biodiversity and manifold interactions in changing environments, has encouraged development of end-to-end models linking physical drivers through entire food webs to upper-level predators. Ideally such models should have temporal and spatial resolution adequate to capture important small-scale processes, while including scales large enough to encompass local food webs and movements of wide-ranging consumers. The need for component submodels to be manipulated and upgraded independently by scientists from different disciplines, and used selectively depending on questions addressed, favors modular structure allowing linkage of different submodels with varying strengths and weaknesses. The purpose of this qualitative study was to examine educator perceptions of intervention strategies designed to reduce student dropout rates and improve student engagement in rural school settings. Teacher attrition remains an ongoing challenge in secondary education, often linked to declining motivation or commitment. This mixed-methods sequential explanatory study aimed to explore high school teachers’ perceptions of administrative support, student behavior, and work environment factors, and how these elements impact job satisfaction and retention. Quantitative data were collected through an internal Teacher Working Conditions Survey distributed to high school teachers within a single public school district. Using a convergent mixed methods design, this study explored international teachers' perceptions of EdTech PD quality through the lens of Desimone's (2009) core features of effective PD and Expectancy-Value Theory (EVT). The purpose of this explanatory sequential mixed methods research was to investigate the relationships between school principal leadership competencies, school organizational culture, and school performance grades in elementary schools in one district in western North Carolina using Quinn and Rohrbaugh’s (1983) Competing Values Framework (CVF). This study measured the correlation between school organizational culture, as measured by the Organizational Culture Assessment Instrument; school effectiveness, as indicated by the NC Accountability Grading Scale; and principal behaviors at the elementary level, as measured by the Leadership Competencies Assessment. This qualitative research study examined the relationship between White teachers and students of color, focusing on how teachers' racial identity awareness influences their instructional practices and relationships. Using Helms's (1990) White Racial Identity Development Theory and principles of culturally responsive pedagogy, the study explored how teachers perceive their roles in advocating for the academic and relational needs of diverse students.
