It is the purpose of this paper to report the effects of thermal-neutron irradiation of maize and barley kernels on subsequent germination, plant establishment, and early plant development. Comparisons are made with equivalent neutron treatments of maize pollen, results of which have been reported in part in previous publications.

The chief purpose of these studies has been to determine the normal growth changes that occur in the corn plant at successive intervals when growing in the field, and to observe annual yield variations in relation to prevailing weather conditions. Aside from supplying information regarding the physiology of this crop, the data are of interest to the corn grower because they indicate comparative yields, shelling percentages, moisture contents, and feed constituents at various stages of development. Some data also are presented concerning the effects of frost, drouth, day length, and the economic value of tillers and seminal roots.

One purpose of the present research project was to contribute further toward an adequate knowledge of the relative merits of urban and rural environments. In this bulletin the three general home settings already mentioned, namely the farm in the open country, the small town (600 to 1,300 in population), and the city, are compared as to their "favorableness" in regard to the personality development of the children who grow up in them. The recent legislation providing for housing and slum clearance raises the interesting and practical problem of whether a taking of land for such housing and slum clearance purposes by means of an eminent domain proceeding is condemnation for a "public use," within the meaning of that term in eminent domain proceedings. Such a taking was held to be for a public use in the recent case of Spahn v. Stewart.

Plaintiff corporation brought suit against the collector of internal revenue for federal income taxes paid under protest. The taxes were assessed upon the net income derived from the sale of oil and gas produced on lands which the plaintiff held under lease from the state of Texas. The relation of climate to the growth and development of vegetation is of profound importance in both practical and experimental agriculture. It is extremely useful to know the cause of successful growth and establishment, or of partial success or failure, of various species in different plant associations and under widely contrasted climatic conditions. The speakers at this conference were Professors Condra, Caldwell, Stout, Phillips, Bengtson, and Gov. George L. Sheldon, with Dean Charles E. Bessey presiding. The principal object of the meeting was to make known reliable information in regard to the Missouri river, concerning which there is widespread interest and in some instances a tendency to magnify the future possibilities of the river. This paper is an account of the conference.
