In this year’s edition of To Walk the Earth in Safety, we highlight the many ways that U.S. conventional weapons destruction assistance promotes post-conflict recovery. For example, our humanitarian demining funding enhances food security by helping to revitalize agricultural fields in countries like Sri Lanka and Vietnam. This funding is especially critical in Sri Lanka where more than 6 million people—nearly 30 percent of the population—are currently food-insecure. In Vietnam, our commitment to promoting agricultural security is a key component to successful post-conflict recovery, even decades after war ended.

Local ownership has become a basic tenet of post-conflict peacebuilding strategies sponsored by the International Community. However, research on peacebuilding underlines a gap between policy discourse and actual practice. This paper illustrates the challenges and opportunities posed by the promotion of local ownership by assessing the case of Sierra Leone. This West African country is often labelled as one of the most successful peacebuilding interventions thus far. Integral peace leadership is an emergent framework that creates space for just change by challenging violence and aggression while building positive systems and structures. This article utilizes a deductive qualitative analysis strategy to critically examine the proposed concepts of integral peace leadership to determine their saliency for peacebuilding practice. Utilized to study these concepts are 10 Women PeaceMakers’ narratives. Results indicate that 25 of the 35 concepts studied across four quadrants were relevant in the women’s peace leadership work, with an additional six concepts revealed. This document lays out standard definitions and guidelines for measuring recording and reporting beneficiary numbers for EORE, land release, victim assistance and explosive ordnance disposal (EOD) spot tasks. The guidelines do not include beneficiary definitions for the two remaining mine action pillars: advocacy and stockpile destruction.

It is hoped that this document can be used as a guide for other mine action operators donors and national authorities, to share best practice and contribute to international standards for the sector in beneficiary reporting.

The Rebel Crusher is a commercial mobile soil sifter and rock crushing plant modified for demining operations. It is designed to operate in areas where a significant fraction of the soil is composed of mine-sized objects (rocks) which make sifting difficult, or where dense metallic clutter makes mines undetectable. Modifications to the system include hardening the crushing chamber to withstand anti-personnel mine blasts, and increasing the capacity of the sifting mechanism. The light/sandy soil sifting project is evaluating the feasibility and operational suitability of using commercial beach-cleaning technologies to remove mines and clutter from sandy and mechanically prepared soils. Demining applications envisioned for these systems are removal of mines from sandy and other light soils, raking surface soil to collect clutter, and assisting with inspection and quality assurance behind mechanical clearance equipment. Traxx is an extremely compact, remote controlled vehicle capable of working in and around slopes of up to 60 degrees. It is equipped with a variety of commercial vegetation cutting implements and custom designed mine clearing tools. At less than 1.3 tons Traxx is easily transported to remote sites and capable of climbing and working on the most challenging hillsides. Sierra Leone experienced an 11-year civil war, brutalizing its people and destroying its communities. With the cessation of violence, international organizations helped to secure peace, deliver aid and supplies, and, after, assist with development projects. This grounded theory study, which aims to understand the role these organizations played from the viewpoint of community members in 2 communities, posits that community members’ regard of international organizations lessened as their efforts transitioned from securing the peace and relief efforts to aid for development. Highlighted are the successes and challenges of this work and a broad discussion of implications and recommendations.

This research examines the causes and impacts of victimization as experienced by rural populations displaced by conflict living in Quibdó, Colombia. It draws upon Bourdieu’s social theory to understand how the distribution of various forms of capital structure the lives of the displaced. The Bocas del Toro archipelago of Panama has seen a rapid growth in its tourism industry since the 1990s. From a neoliberal perspective, tourism development is beneficial for all. Alternatively, I analyze the recent, rapid tourism development in Bocas from a critical development theoretical perspective, identifying its positive and negative implications, as well as who they accrue to. While there are economic benefits to tourism in Bocas, only foreign investors, the Panamanian government and English-speaking residents appear to earn them.
