Disaster victims and vulnerable populations are audiences that communications professionals and scholars have ignored. Public relation practices dominate current disaster communication policy. This study examines the disaster communication network, including policy and practice, of the Thai Red Cross, before, during, and after the Asian tsunami. Disaster communication(s) is defined as the sharing and exchange of information with the victims immediately affected by a disaster. This definition focuses specifically on the vulnerable audience and allows response efforts to emerge from multiple disciplines. Focusing response efforts on victims' assessed needs and abilities allows for a multi-disciplinary approach to mitigate further suffering. The …

Moving object tracking is a difficult field with no "best" solution. The documents contained here detail software that was developed in order to perform tracking of objects that are in the line of sight of multiple cameras. Some of the software developed is already in use by the US Army Dugway Proving Ground. Other software represents prototype or early development code. This software was written by Jeremy Pack, who was the lead programmer, and Luke Andrew at the Space Dynamics Laboratory in Logan, Utah.

The focus of this study was to elucidate the molecular and cellular mechanisms whereby fibroblast growth factors (FGFs) mediate outgrowth of the limb. Specifically, we examined the epistatic relationship between FGF and Wnt/Planar cell polarity (PCP) signaling in establishing cell polarity as a mechanism for outgrowth. By implanting beads into embryonic limbs and lateral plate mesoderm, we established that FGF activates Wnt5a in a gradient fashion. Once it was established that Wnt5a was expressed at the right time and place to turn on PCP signaling, we investigated the ability of Wnt5a to influence cell migration and/or cell polarity. Phytochromes are photoreceptors that provide plants with circadian, seasonal, and positional information critical for the control of germination, seedling development, shade avoidance, reproduction, dormancy, and sleep movements. Phytochromes are unique among photoreceptors in their capacity to interconvert between a red-absorbing form (absorption maximum of ∼660 nm) and a far-red absorbing form (absorption maximum of ∼730 nm), which occur in a dynamic equilibrium within plant cells, corresponding to the proportions of red and far-red energy in ambient light. Because pigments in stems and leaves absorb wavelengths below about 700 nm, this provides plants with an elegant system for detecting their position …

Puberty, which is markedly delayed in male Siberian hamsters (Phodopus sungorus) born into short day lengths, is controlled by an interval timer regulated by the duration of nocturnal melatonin secretion. Properties of the interval timer were assessed by perturbing normal patterns of melatonin secretion in males gestated and maintained thereafter in 1 of 2 short day lengths, 10 h light/day (10L) or 12L. Melatonin secretion of short-day hamsters was suppressed by constant light treatment or modified by daily injection of propranolol to mimic nocturnal melatonin durations typical of long-day hamsters. This study explores the implementation of MST’s pedagogy of conscientização (conscientization) within Acampamento (camp) Luiz Carlos in order to better understand the role that dialogue plays in raising the collective consciousness of peasants newly engaged in the occupation of the land. The approach I took to understanding this process was heavily influenced by Paulo Freire’s works on literacy and revolution, as well as James Scott’s theories of the quotidian resistance of peasants and other subordinate groups. This research project addresses the reality of contemporary slavery in the Amazon of Maranhão. Through observations at the Center of Defense of Life and Human Rights (CDVDH) in the municipality of Açailândia, it gains a sense of the combat against the usage of slave labor today. Interviews with staff members at the Center and its Cooperative explain their objectives and methods in this struggle. Imperiled species that have been translocated or established in captivity can show rapid alterations in morphology and behavior, but the proximate mechanisms of such phenotypic changes are rarely known. Devils Hole pupfish (Cyprinodon diabolis) are endemic to a single desert pool and are characterized by a small body, large head and eyes, and lack of pelvic fins. To lessen the risk of extinction, additional populations of C. diabolis were established in artificial refuges. Yet, pupfish in these refuges rapidly shifted to a larger body, smaller head and eyes, and greater body depth. Here we examined how food availability …

There is no single approach to government procurement regulation among Asian countries. While some are signatories to the WTO's Government Procurement Agreement (GPA), others are not. Some have deliberate policies which confer preferences on domestic suppliers of goods and services. Even so, some have embarked on changing their GP regimes independently of WTO requirements. Yet others appear to be prepared to make changes in tandem with the negotiation of bilateral or regional free trade agreements. This article examines government procurement from these varied perspectives of Asian countries.

Nuclear transfer from adult somatic cells is an advanced reproductive biotechnology. This technique can be applied in animal production for producing a high genetically identical copy for endangered species conservation and for therapeutic cloning for human medicine. Our three-year preliminary study indicates the possibility of somatic cell cloning by using the rabbit as model of technical development. Later, interspecies cloning in wild cats and domestic cats was performed successfully in terms of cloned embryo production. Meanwhile, goat cloning served as the model for farm animals.

Behavioral differences can evolve rapidly in allopatry, but little is known about the neural bases of such changes. Allopatric populations of Amargosa pupfish (Cyprinodon nevadensis) vary in aggression and courtship behaviors in the wild. Two of these wild populations were recently found to differ in brain expression of arginine vasotocin (AVT)—a peptide hormone shown previously to modulate aggression in pupfish. These populations have been isolated for less than 4000 years, so it remained unclear whether the differences in behavior and neural AVT phenotype were evolved changes or plastic responses to ecologically dissimilar habitats. The case follows the development of a plan for a new village center in Storrs, the central village of Mansfield, Connecticut. A process that was transparent and inclusive of the community members yielded a plan that gained the approval of the Town, the landowner (the University of Connecticut), and the citizenry. The process relied on the mending of fences, the leadership of key participants, and an innovative strategy that included development of a nonprofit corporation and creative use of grant money. While zoning changes are still in the works, the first stage of building goes forward.

Supporters of sports stadium construction often defend taxpayer subsidies for stadiums by suggesting that sports infrastructure can serve as an anchor for local economic redevelopment. Have such promises of economic rejuvenation been realized? The City of Chicago provides an interesting case study on how a new stadium, U. S. Cellular Field, has been integrated into its southside neighborhood in a way that may well have limited local economic activity. This economic outcome stands in stark contrast to Wrigley Field in northern Chicago which continues to experience a synergistic commercial relationship with its neighborhood.

The village of Peace Dale in the town of South Kingstown, Rhode Island, developed around several mills that commenced operations in the 1800s. One mill, known as the Palisades, is still partially active and in excellent condition, but much of its square footage is unutilized. A citizens’ group of artists and business people joined with the mill owners and the town of South Kingstown to develop new zoning regulations to make more flexible the permitted uses for the mill site.
