"Oceans of Space" relates my observations of the 2016 EnviroLab Asia Clinic Trip to Singapore and Sarawak, Malaysia. In this meditation, the concept of space serves as a lens to examine assumptions of geopolitical, historical, and philosophical positioning—regionally and globally. At the center of my inquiry is EnviroLab's connection to the Dayak communities in Baram, Sarawak. This region is experiencing dramatic social and ecological change as a result of industrial development. This research sheds light on issues associated with the "dark side" of digitization in the Global South. We examine the hollowness in the Global South’s digitization initiatives that is associated with a poor cybersecurity. Slavery, Migration, And Local Development In The Western Us, Colin Q. Sharpe

This paper examines the effects of migration from eastern slave states in the 19th century on the subsequent development of counties in the Western US. I find that increased migration from slave states has a large, statistically significant negative effect on 2010 income, and no significant effect on racial inequality or overall income inequality. These findings are robust to a variety of specifications, including controls for geographic factors, state fixed effects, and various county level social and economic conditions. Data on individual migrants suggest that the cause of the negative income effect is the lower average human capital endowment of …

Local governments typically insure themselves against all kinds of losses, from property damage to legal liability. For small- and medium-sized governments, this usually means purchasing insurance from private insurers or participating in municipal risk pools. Insurance for regulatory takings claims, however, is generally unavailable. This previously unnoticed gap in municipal insurance coverage could lead risk averse local governments to underregulate and underenforce existing regulations where property owners threaten to bring takings claims. This seemingly technical observation turns out to have profound implications for theoretical accounts of the Takings Clause that focus on government regulatory incentives. Axon regeneration in adult central nervous system (CNS) is limited in part by a developmental decline in the ability of injured neurons to re-express needed regeneration associated genes (RAGs). Adult CNS neurons may lack appropriate pro-regenerative transcription factors, or may display chromatin structure that restricts transcriptional access to RAGs. Here we performed epigenetic profiling around the promoter regions of key RAGs, and found progressive restriction across a time course of cortical maturation. These data identify a potential intrinsic constraint to axon growth in adult CNS neurons. Neurite outgrowth from cultured postnatal cortical neurons, however, proved insensitive to treatments that improve …

Hypoxia inducible factors (HIFs) are central mediators of cellular responses to fluctuations of oxygen, an environmental regulator of stem cell activity. Muscle satellite cells are myogenic stem cells whose quiescence, activation, self-renewal and differentiation are influenced by microenvironment oxygen levels. However, the in vivo roles of HIFs in quiescent satellite cells and activated satellite cells (myoblasts) are poorly understood. Expression analyses indicate that HIF1α and HIF2α are preferentially expressed in pre- and post-differentiation myoblasts, respectively. Interestingly, double knockout of HIF1α and HIF2α (HIF1α/2α dKO) in embryonic myoblasts results in apparently normal muscle development and growth. However, HIF1α/2α dKO in postnatal …

Over development, these vocalizations differentiate into the well-defined, categorical signals that characterize adult vocal behaviour. Is Ecuador’s adoption of Article 422 in the 2008 Constitution properly viewed as a “re-statification”1 of Investor State Dispute Settlement (ISDS)? And, since its implementation, has the constitutional article been effective in institutionally insulating Ecuador from the jurisdictional reach of international ISDS? This paper answers both questions in the negative—but qualifies such an outlook by balancing the drawbacks of Article 422 against its successes. [Excerpt] Resurgent interest has been manifested among development economists in trickle-down, i.e., the view that the more rapid the rate of economic growth, the more rapid the improvement in employment and income distribution. Throughout this paper, the term ‘income distribution’ will refer to the location and dispersion of the pattern of incomes, i.e., to ‘absolute incomes and poverty’ and to ‘relative income inequality’. Empirical evidence supports trickle-down in some cases, but the evidence is contrary to trickle-down in others.

The current research builds on these findings and aims at determining the extent to which infants possess the sociomoral distinction of “good” and “mean” agents. One aspect of executive function, cognitive flexibility, is necessary for implementing the appropriate and efficient adaptation of cognitions in the face of changing environments. In a recently proposed framework, cognitive flexibility is thought to involve multiple component functions: stimulus-driven attention and two related executive functions, working memory and inhibition. These executive functions commonly recruit the frontal, cingulate, and parietal brain regions, but it is unclear whether cognitive flexibility and its component functions arise from specific connectivity profiles within this superordinate fronto-cingulo-parietal network.
