Like any healthy professional community, the transportation safety community is not homogenous or without constructive conflict. The increased attention on systems thinking – most commonly known, if not necessarily well understood, under the “Vision Zero” approach – has sparked debate among engineers, planners, academics, public health professionals, advocates, and others about where our attention should be focused to reduce the epidemic of traffic violence. The original report includes data on the largest 100 metros in the United States. This fact sheet reports on the overall percentages of affordable zip codes in nine major metropolitan areas in the Mountain West and changes in affordable zip codes for Black, Latinx, and white households in Mountain West metros from 2013 to 2019. Transit-oriented development has been a widely accepted tool among transportation planning practitioners; however, there are concerns about the risk of increasing residential property values leading to gentrification or displacements. While public policy studies tend to focus on national levels, cities, and states can also be major sites of theoretical and policy formulation that are adopted globally. The moral ethics that are involved in public policy are especially important because these policies have a direct impact on society. Neighborhood governance systems have been developed as a way to enhance citizen engagement in local government, particularly in major cities. Scholarly research on these systems is quite limited, and most articles focus on neighborhood councils in Los Angeles, California. Our study extends this research to another system in a different city – specifically, community councils in Cincinnati, Ohio. Based on Li, Wen, and Cooper (2019), we surveyed their governing board members and analyzed relationships between three aspects of board performance (internal capacity, attention-action congruence, external networking) and three dimensions of community council effectiveness (promoting civic engagement, resolving neighborhood issues, advising …

This fact sheet explores data from the 2022 Brookings Institution report by Joseph W. Kane, Adie Tomer, Caroline George, and Jamal Russell Black called “Not according to plan: Exploring gaps in city climate planning and the need for regional action." The original report analyzes decarbonization plans for 50 of the largest U.S. cities and comparatively ranks each plan using a point system of 5 categories. This fact sheet focuses on Mountain West cities (Denver, CO; Phoenix, AZ; Las Vegas, NV; Salt Lake, UT; and Albuquerque, NM) included in the original study.

Urbanization may influence physical activity (PA) levels, although little evidence is available for low- and middle- income countries where urbanization is occurring fastest. We evaluated associations between urbanization and total PA, as well as work-, leisure-, home-, and transport-specific PA, for 138,206 adults living in 698 communities across 22 countries within the Prospective Urban and Rural Epidemiology (PURE) study. The 1-week long-form International PA Questionnaire was administered at baseline (2003-2015). We used satellite-derived population density and impervious surface area estimates to quantify baseline urbanization levels for study communities, as well as change measures for 5- and 10-years prior to PA …

This study examines the low-income energy efficiency programs funded by Virginia’s participation in the Regional Greenhouse Gas Initiative (RGGI). Its goal is to understand the extent to which those programs can address the problem of high energy burdens among Virginia’s low-income residents, and to estimate the impacts that those energy efficiency investments could have on the broader Virginia economy.

Our report begins with a review of existing research on “energy burdens,” or the concept that some residents, particularly those in lower income brackets, spend a disproportionate percentage of their incomes on home energy costs (heating, cooling, etc.). We then discuss …

The industrialization of the late 19th and early 20th centuries in Berlin and Vienna led both cities to initiate a social housing program to create affordable housing for the masses moving into the cities. The cities share many characteristics and developed in similar directions at their early stages. Nevertheless, a century later, their social housing systems look far apart. While Vienna’s system continues to thrive and withstand pressures from the international and federal level, Berlin’s citizens showed their resentment towards housing in their city in a radical referendum demanding the expropriation of several real-estate companies. The El Paso-Ciudad Juárez (EPJ) region has a history of nonattainment for ozone and particulate matter. Given transboundary air pollution in the EPJ region is not confined to the U.S.-Mexico border, it is important to implement a transnational response that accounts for the health and safety of everyone, including marginalized communities in EPJ. This thesis assesses the state of air quality and transboundary air pollution in the EPJ region through a multidisciplinary perspective that focuses on issues of data monitoring, environmental governance, and transnational environmental justice. Current traffic management strategies are based on expected conditions caused by recurring congestion (e.g., by time of day, day of week), and can be very effective when provisions are also given for reasonable variations from such expectations. However, traffic variations due to non-recurrent events (e.g., crashes) can be much larger and difficult to predict, making also challenging efforts to identify, measure, and forecast their disruptive effects.
