Understanding human driving decisions is crucial for intelligent transportation research. Most existing studies focus on individual vehicles in limited contexts, which restricts broader applicability of results. Leveraging Vehicle-to-Everything (V2X) infrastructure, this study introduces a machine learning framework to model driving actions and detect outliers across diverse environments. This approach features a semantically enabled clustering method that groups similar driving behaviors based on speed and actions. It also adds a time-series learning model to identify typical driving behaviors across various contexts, thereby enabling detection of abnormal driving actions. Bridge-pier scour is a leading cause of flood-induced bridge failure, yet practice still lacks transparent, physics-informed tools that link data-driven prediction with design guidance. This study develops an interpretable, physics-aware machine-learning framework to predict equilibrium scour depth and translate those predictions into actionable strategies for flood-resilient infrastructure. Using the 2014 U.S. Geological Survey Pier-Scour Database (569 laboratory cases), five models: Gradient Boosting, AdaBoost (Tree), XGBoost, Gaussian Process (RBF kernel), and Kernel Ridge (polynomial), were trained and evaluated with K-fold cross-validation. A stable supply of qualified seafarers is a critical component of the global maritime logistics industry, which relies heavily on maritime transportation. According to the 2021 BIMCO Manpower Report, an additional 89,510 officers will be needed by 2026. In 2021 alone, there was already a deficit of 26,240 STCW-certified officers, clearly indicating that demand continues to outpace supply. The report also noted a 45.8% increase in the number of female seafarers since 2015, although they still represent only a small share of the overall workforce. Accurate estimation of traffic state under oversaturated conditions is fundamental to a wide range of transportation applications. While intuitive, volume-to-capacity (q/qc) ratio-based link performance functions (LPF) are challenged by the U-shaped pattern of real-world speed-flow plots, which contradict the monotonic assumptions of link performance models such as the Bureau of Public Roads (BPR) function, particularly when q/q_c ≥ 1. This study addresses this critical gap by proposing an enhanced demand estimation method grounded in the Greenshields model, incorporating a real-time inflow correction factor to more accurately capture traffic demand at bottlenecks. This Article examines a prominent idea in the law and technology literature: that algorithms and big data can be used to make law dynamic and personalized. As currently envisioned by legal scholars, “algorithmic law” entails laws that adjust in real time to changing conditions and vary across individuals, improving welfare by tailoring legal rules and standards to personal characteristics.

This Article argues that this vision of algorithmic law is incomplete—and often counterproductive. This thesis analyses the practice of documenting and uploading roadside memorials in the Western United States as a socially transformative process facilitated between two distinct kinds of noticing. Drawing on (auto)ethnographies of roadside memorial sites in Colorado and California, interviews with photographers and cartographers working primarily in the American Southwest, and Google Street View media, this research examines how recognition of the social negotiations involving memory and mortality that are already present in the physical shrines evolves when documenters capture and transpose them online. This thesis explores the embodied experience of cycling in Richmond, emphasizing the importance of centering firsthand, lived experience in cycling research and urban planning. While traditional transportation planning can often myopically prioritize efficiency and safety metrics to evaluate infrastructure, this project argues that such approaches overlook essential experiential, sensory, and emotional dimensions of cycling that determine how infrastructure is perceived, used, and ultimately succeeds or fails.

Transit-Oriented Development (TOD) is a cornerstone of California’s climate and land use policy, promising walkable, compact neighborhoods near high-quality transit. However, these benefits are not always distributed equitably. This study introduces a scalable framework for identifying and scoring Affordable Transit-Oriented Development (A-TOD) across the state’s High-Quality Transit Areas (HQTAs). The goal is to equip policymakers, planners, and housing agencies with tools to evaluate station areas based on their physical form, affordability, and equity outcomes. This dissertation presents a comprehensive analysis of factors influencing crash injury severity across diverse road and work zone environments. Using advanced statistical modeling techniques, it examines crash outcomes in four critical contexts: general road crashes, work zone crashes, truck-involved crashes, and high-speed rear-end collisions. A mixed logit modeling framework with random parameters, incorporating heterogeneity in parameter means and variances, is employed to capture unobserved heterogeneity in crash data. Rapid advancements in crash modeling have yet to fully integrate multiple behavior-driven crash types and their severity outcomes within a single, scalable framework, specially in a way that captures the sequential nature of these behaviors where one risky action may amplify another. This study proposed an integrated multivariate econometric framework to jointly model crash frequency and severity outcomes for three major behaviorally driven crash types: alcohol-related, distraction-related, and aggressive-driving-related crashes.
