One information technology that may be considered by transportation managers, and which is included in the portfolio of technologies that encompass TMS. is artificial neural networks (ANNs). These artificially intelligent computer decision support software provide solutions by finding and recognizing complex patterns in data. ANNs have been used successfully by transportation managers to forecast transportation demand, estimate future transport costs, schedule vehicles and shipments, route vehicles and classify earners for selection. Based upon our research in Post-Katrina New Orleans, we define transportation resiliency as a system’s ability to function before, during and after major disruptions through reliance upon multiple mobility options. The importance of a resilient transportation system becomes more apparent during disasters where multiple options for mobility are necessary for both passenger and goods movement due to the potential loss of one or more modes.

This paper reviews and summarizes current literature by Theofanis P. Mamuneas (2008) and Mamuneas with M. Ishaq Nadiri (2003) on the returns to highway investments. This paper first provides an overview of the conceptual relationship between highways and output. The next section describes the highway capital stock estimated by Fraumeni and used by Mamuneas. Next, the paper describes the study conducted by Mamuneas and analyzes the results for consistency within the modeling framework and in context with other studies. Children’s ability to walk or bike to school depends largely on where they live. Surprisingly, we know very little about how families make choices about where to live in relation to school travel. Existing school travel research has generally focused on the effects of environmental characteristics on the likelihood of children walking or biking to school. This project took a more comprehensive approach by examining the relationships between transportation to school, neighborhood walkability and where families choose to live.

Battery Technology For Electric And Hybrid Vehicles: Expert Views On Prospects For Advancement, Erin D. Baker, Haewon Chon, Jeffrey M. Keisler

In this paper we present the results of an expert elicitation on the prospects for advances in battery technology for electric and hybrid vehicles. We find disagreement among the experts on a wide range of topics, including the need for government funding, the probability of getting batteries with lithium metal anodes to work, and the probability of building safe Lithium-ion batteries. Averaging across experts we find that U.S. government expenditures of $150M/yr lead to a 66% chance of achieving a battery that costs less than $200/kWh, and a 20% chance for a cost of $90/kWh or less. In 2010, an interdisciplinary team from the National Policy Consensus Center at Portland State University and the Department of Planning, Public Policy and Management at the University of Oregon conducted a study examining the arrangements and mechanisms for integrating land use and transportation in metropolitan regions and assessing these arrangements based on current practice and future potential. The four case study regions were: Portland, Oregon; Puget Sound, WA; San Diego, CA, and Denver, CO.

This research seeks to understand the characteristics of transitions as freeway traffic changes from one state to another. This study addresses the features of two types of transitions; transitions near a merge and transitions along shock waves during the onsets and dissipations of queues at several freeway sites.

Individual vehicle trajectory data were analyzed for studying the transitions near a merge. The length of a transition zone was measured by analyzing the spatial changes in flow, density and speed along kinematic waves near a merge. The U.S. Department of Energy (DOE) and the National Renewable Energy Laboratory (NREL) commissioned this survey to collect and analyze experiential data from U.S. transit agencies with varying degrees of compressed natural gas (CNG) bus and station experience. This information helps DOE and NREL determine areas of CNG transit bus success and priority areas for which further technical or other assistance might be required to enable success.

Traffic oscillations are typical features of congested traffic flow that are characterized by recurring decelerations followed by accelerations (stop-and-go driving). The negative environmental impacts of these oscillations are widely accepted, but their impact on traffic safety has been debated. This report describes the impact of freeway traffic oscillations on traffic safety. This study employs a matched case-control design using high resolution traffic and crash data from a freeway segment. Traffic conditions prior to each crash were taken as cases, while traffic conditions during the same periods on days without crashes were taken as controls. These were also matched by presence …

The Institute of Service Excellence at Singapore Management University rolled out the Customer Satisfaction Index of Singapore for companies in 8 key economic sectors in 2007. 2010 marks the introduction of a quarterly measure-and-release system. Each quarter, end-users of companies from two economic sectors are surveyed. The results are estimated and analysed for release in the same quarter. The national score will be released in the first quarter of the following year. Sectors measured in the second quarter of 2010 are Transportation & Logistics and Education. This report summarizes the program evaluation findings of a Boston-based organization’s Medical Escort program. This “door-through-door” service strives to provide medical transportation, physical assistance, and emotional support to elders on their way to the doctor’s office, during medical appointments and on the way back home again. By offering added assistance the program attempts to remove environmental barriers associated with access to health care. This evaluation combines previously collected program statistics with surveys (32) from program volunteers and phone interviews (78) with recipients.

Adequate access to employment is a primary factor in providing a means to self-sufficiency for disadvantaged populations. In order to secure and retain employment, people must enjoy a degree of mobility.
The Job Access and Reverse Commute (JARC) program enhances mobility for low-wage workers and low-income individuals by offering federal funding for locally planned and developed access projects. Funding for JARC projects is a combination of federal and local funding, with local funding derived from local sources, such as dedicated taxes, other local-level government-funded programs for disadvantaged populations, businesses or general accounts.

Research suggests that driving while talking on a mobile telephone causes drivers not to respond to important events but has a smaller effect on their lane-keeping ability. This pattern is similar to research on night driving and suggests that problems associated with distraction may parallel those of night driving. Here, participants evaluated their driving performance before and after driving a simulated curvy road under different distraction conditions. In experiment 1 drivers failed to appreciate their distraction-induced performance decrements and did not recognize the dissociation between lane-keeping and identification.
