Many universities evaluate the costs and benefits of academic programs. An important decision is whether to offer a doctoral degree. Most articles and academics focus on the numerous benefits of a doctoral program. While many of the benefits that can stem from a doctoral program are summarized in this manuscript, the primary purpose is to highlight some of the hidden costs to creating and operating a doctoral program. Optimizing usage of unimpeded taxiways is a near-term operational change to mitigate emission impact on aviation and increase efficiency at airports. An unimpeded taxiway is a path for an aircraft to taxi around an active runway. Unimpeded taxiways provide benefits such as increased departure throughput, increased safety, reduced surface congestion, more efficient taxi-in procedures, and thereby also yield environmental benefits. Detecting Air Traffic Controller Interventions In Recorded Air Transportation System Data, Yul Kwon

In this study, I propose a systematic method of detecting aircraft deviation due to air traffic controller (ATC) intervention. The aircraft deviations associated with ATC interventions are detected using a heuristic algorithm developed from analyzing the actual positions of an aircraft to its filed flight plan when the aircraft trajectories were identified as having an encounter in a loss-of-separation incident. An actual (closed-loop) flight trajectory of the Cleveland Air Route Traffic Control Center (ZOB ARTCC) was collected from the FlightAware database. This was compared with the corresponding planned (open-loop) trajectory dataset generated by the Microsoft© Flight Simulator X (FSX). I …

The Financial Accounting Standards Board and the International Accounting Standards Board have set forth a proposal requiring companies to capitalize operating leases and include them as assets and liabilities on their balance sheets. The proposal is motivated by the fact that current methods accounting for operating leases hide a great deal of off-book leverage and thus are misleading to investors. The manuscript examines individual ethical decision making for common scenarios faced by transportation brokers, including unauthorized double brokering, booking and bouncing, and a failure to disclose all terms to a shipper. The results indicate significant discrepancies between what actions a broker would engage, what brokers perceive that others in the same industry would do, and what industry leaders perceive to be ethical.

The purpose of the “Freight Down the Middle” study is to assess the potential outcomes for New Orleans neighborhoods Hollygrove and Dixon residents if the Middle Belt option is implemented. The study analyzes current regulations, established data on health impacts, engineering specifications, demonstrated mitigation measures, and case studies to illustrate possible impacts on the neighborhoods. The study area focuses specifically on Hollygrove and Dixon, and statistical data at the census tract level is used to give context to the risk factors inherent to the population groups in the area.

The Moving Ahead for Progress in the 21st Century Act (MAP-21)—the legislation that currently provides funding for federal transportation—allows metropolitan planning organizations (MPOs) or eligible large, urbanized area (UZA) agencies to assume administrative responsibility for Federal Transit Administration (FTA) Section 5310—the Enhanced Mobility of Seniors and Individuals with Disabilities grant program. Caltrans engaged Mineta Transportation Institute (MTI) to conduct research and facilitate a dialogue with the State’s 5310 stakeholders. At 9:00 pm on March 1, 2014, six men and two women, dressed in black and wielding knives, arrived at the Kunming train station, one of the largest in southwest China, and began slashing people at random. Before authorities could stop them, the assailants had killed 29 people and wounded another 143. It was the second worst terrorist attack in the history of the People’s Republic of China, not including a series of bombings in Shijiazhuang in 1998, which killed 108 people. Printed subway maps, used often for metropolitan cities and areas, are limited in physical dimension and scale, carrying minimal information.
