Opioid abuse has become a global epidemic and is now a huge public health concern here in the US. Non-medicinal use of opioid prescription drugs is at the forefront of the epidemic and considered the "gateway" drug to other illicit opioid use. As opioid prescribing has increased over the last decade in the US, so has opioid-related deaths, surpassing car accidents and suicide as the leading cause of injury-related deaths. The twin notions of exclusion and possession dominate our cultural and legal conceptions of property. This Article uses the lens of hedonics—the emergent science of happiness—to make a case for the less appreciated notions of inclusion and dispossession. Evidence from this new field shows that owners maximize their welfare, not when they amass land and chattels and keep others away from them, but when they pursue the polar-opposite strategies of inclusion and dispossession, such as sharing their property, donating it to charity, or giving it away. This Article contemplates the validity of theft rhetoric in relation to the right of countries to grant compulsory licenses from an unconventional perspective; that of biblical teachings on what it means to steal.

Part I describes the use of theft rhetoric in relation to IP infringement broadly and drug-patent compulsory licenses in particular.

Part II challenges the contention, suggested by theft rhetoric, that compulsory licenses are morally wrong as a form of stealing, by considering the meaning of theft in the context of its Judeo-Christian origins.

Relationships among demographic, socioeconomic and person factors and Opioid Use Disorder diagnosis, treatment, and recidivism were explored. Data from a sample of 4,860 adults with substance use difficulties were analyzed. A program evaluation was conducted on Gateway Community Services to explore the use of Medication Assisted Treatments (MATs) and Psychosocial (PS) treatments to address Opioid Use Disorder. Using archival data, a chi-square analysis and independent sample t-test was performed. The results expressed that a relationship among race, type of substance use diagnosis, and treatment type and recidivism rate was found. Schools Uniting Neighborhoods (SUN), a collaborative initiative in Multnomah County, Oregon, combines the increasingly popular community school model with an innovative organizational structure to further two key goals: sustainability as an initiative and furthering racial equity. This thesis situates SUN within the context of American public education reform and existing literature on the positive outcomes, organizational structures, and leadership components of community schools. A multidimensional poverty index for the United States is designed, evaluated, and defended as a useful measurement tool for policymakers to evaluate poverty. Chapter 1 presents a normative case for the index. Chapter 2 reviews the literature on poverty measures. Chapter 3 constructs the proposed index. Chapter 4 is a statistical examination of the internal structure of the index. Chapter 5 explores the index across states, over time, and among population subgroups, as well as presenting policy applications.

Registered nurses (RNs) are essential to providing care in the healthcare system. To date, research on the relationship between healthcare provider supply and population health has focused on physician supply. This study explored the effect of RN supply on population health outcomes in the U.S. This is a retrospective, cross-sectional study of U.S. counties and county equivalents using national data. Seven population health outcomes (total and disease specific mortalities and low infant birth weight rate) were the response variables. The research focused on two aspects of political involvement among social workers. The first was the direct political involvement of social workers on behalf of their clients, and the second, the social workers’ encouragement of their clients’ involvement in political activity. The main purpose of the research was to identify the factors that explain these two types of political involvement among social workers. The data were collected by means of a structured questionnaire from a research sample of 165 social workers in 50 social services departments in Israel. This study investigates whether and how support for welfare state arrangements for the old relate to the stereotypes of the young and the old within society. It is hypothesized that the social status that these groups have in society affect these attitudes through different mechanisms, relating to the deservingness criteria that citizens apply. An empirical analysis of Round 4 of the European Social Survey (including 50,009 individuals from 29 European countries) shows that: (1) the social esteem of people over 70 predicts support for welfare state arrangements for the old; and (2) the social esteem of people in their 20s …

By the mid-1990s, the post-war, Keynesian welfare state that had typified much the landscape of service provision in North America had already begun seriously to corrode in the presence of a resurgent classical liberalism. This meant, among other things, an increased role for civil society organisations in the provision of social welfare to citizens in need. Based on the stress process model of family caregiving, this study examined subjective stress appraisals and perceived schedule control among men employed in the long-term care industry (workplace-only caregivers) who concurrently occupied unpaid family caregiving roles for children (double-duty child caregivers), older adults (double-duty elder caregivers), and both children and older adults (triple-duty caregivers). Survey responses from 123 men working in nursing home facilities in the United States were analyzed using multiple linear regression models. Results indicated that workplace-only and double- and triple-duty caregivers’ appraised primary stress similarly. Adult foster homes (AFH) are small, residential settings that are licensed to provide assistance to older persons or adults with disabilities. These settings may offer a home-like setting in which residents’ independence, personal choice, and decision-making are promoted. Homes may be licensed for one to five residents and must be staffed 24-hours daily to respond to residents’ scheduled and unscheduled needs or requests. Adult foster homes offer a variety of services, including daily meals, housekeeping and laundry, assistance with personal care needs, medication administration, monitoring of health conditions, communication with residents’ health care providers, and social and recreational activities.

Raptors are considered to pose one of the greatest aviation bird strike risk. We investigated raptor bird strikes reported at the largest Spanish airport (Adolfo Suárez Madrid Barajas; AS-MB) from 2009 to 2016 to determine the factors contributing to the increased incidences and develop recommendations to mitigate the risks. We hypothesized that increased raptor bird strikes resulted from changes in foraging and dispersal patterns of Iberian Peninsula vultures (Aegypius spp. and Gyps spp.) after 2004-2005. Western donors have dominated third sector developments in contemporary Eastern Europe in efforts to replicate their own institutional models as a way of reconstructing the region’s post-totalitarian civil society. These efforts resulted in limited success, frustrating the donor community and puzzling scholars. Civil society in the region has long been labeled as weak based on a general lack of citizen participation in formal organizations. This dissertation argues that such assessment of civil society fails to recognize the role of below-the-radar civic engagement in contexts where informal practices permeate economic, political and social spheres.
