This research project examines resources and services to prevent families and children from entering the child welfare system in a rural town in Southern California. There is constant struggle to get the adequate services, resources and trained staff in this rural area because it is isolated and it takes about two hours’ travel time to get to the metropolitan cities. Imagine agents having uncertain needs for a resource when the resource has to be divided before uncertainty resolves. In this situation, waste occurs when an agent's assignment turns out to exceed his realized need. How should the resource be divided in the face of possible waste? This is a question out of the scope of the existing rationing literature. Our main axiom to address the issue is no domination. Funding higher education is among the critical financial decisions made by individuals and families. There are myriad options. Yet, the conventional wisdom—namely using Section 529 Plans—may not be the optimal vehicle to effectuate this goal. Therefore, this Article discusses various strategies to plan, save, and pay for higher education. It compares various savings methods including gifts, UTMA accounts, Section 529 Plans, trusts, and other vehicles. The analysis explores both tax and non-tax considerations, including the effect of different strategies on financial aid, transaction costs, investor control, income taxes, gift and estate taxes, flexibility, and creditor protection. This study is a systematic review to examine homeless veterans identified to be most at risk of unsuccessfully completing the VA’s housing program (HUD-VASH), which promotes the use of Housing First (HF) as it’s model for treating homelessness. The literature review identified those who were rural and experiencing comorbid substance use disorders (SUD) and mental health issues to likely be those who were most at risk. There were multiple reasons why this subgroup was most vulnerable including limited access to resources, higher levels of substance use and more serious mental health diagnoses, and chronic health needs. Educators, researchers, advocates, and others agree that effective family-school partnership is an important component in best supporting the academic outcomes and future success of students. However, schools and educators struggle in forming constructive partnerships with racially and economically marginalized and oppressed parents and families, particularly low-income Black parents and families. This compromises support for low-income Black students that are already served in underfunded and under-resourced schools compared to their White middleclass counterparts. I approach Bolivian coca policy under Evo Morales, Bolivia’s first indigenous President, as a site to examine the broader issue of decolonization. My paper argues that the new General Law of Coca, passed in March 2017, is part of a larger systemic pattern of violence towards historically disenfranchised communities in Bolivia, despite Morales’ indigenous Aymara identity and pro-coca activism. Drawing on interviews I conducted and a postcolonial theoretical framework, I analyze how although Morales has rhetorically advocated for indigenous communities and decolonizing Bolivia, colonial legacies supplanted in the subjectivity of Bolivians and institutions of its government have persisted. “How to be the Perfect Asian Wife” critiques exploitative power systems that assault female bodies of color in intersectional ways. This work explores strategies of healing and resistance through inserting one’s own narrative of flourishing rather than surviving, while reflecting violent realities. Three large drawings mimic pervasive advertisement language and presentation reflecting the oppressive strategies used to contain women of color. Created with charcoal, watercolor, and ink, these 'advertisements' contrast with an interactive rice bag filled with comics of my everyday experiences. These documentations compel viewers to reflect on their own participation in systems of power.
