Haguruka is a Rwandan NGO founded in 1991 that works to ensure Rwandan women and youth’s access to their legal rights. In addition to providing free legal aid, Haguruka runs educational and capacity building programs across the country to combat gender-based violence (GBV).1 When the Rwandan government instituted lockdown measures to prevent the spread of the COVID-19 pandemic in January of 2020, many of Haguruka’s programs were no longer feasible under the new guidelines. Concerns about social distancing have resulted in the cancellation of therapy and doctor’s appointments, leaving those with serious mental health issues without treatment. The need for social distancing amidst the pandemic has particularly affected children seeking treatment from Children’s Advocacy Centers (CACs), many of whom have witnessed or experienced abuse. In order to treat children who cannot physically go to a center, many CACs have begun using teletherapy, which is the use of interactive, synchronous technology to provide counseling services. Staff from the Louisiana Department of Children and Family Services, Child Welfare Division (CWD), like many other child welfare professionals from across the country, have been heavily affected by the COVID-19 pandemic. CWD caseworkers had to adjust to working at home, interacting with families differently, and remaining connected to colleagues via technology. Louisiana’s job redesign includes the creation of permanency teams (formerly known as the foster care program). Permanency teams consist of pairs of caseworkers who work together on a shared caseload, with one worker assisting parents and the other focusing on the care and needs of the children. Permanency teams are supported by a child welfare team specialist (CWTS) who assumes more of essential administrative tasks such as gathering documentation and transporting children, so the child welfare worker can focus on more clinical tasks. A psychological contract is defined as “individual beliefs, shaped by the organization, regarding terms of an exchange agreement between individuals and their organization” (Rousseau, 1995, p. 9, as cited in Zhao, Wayne, Glibkowski, & Bravo, 2007, p. 649). Psychological contracts do not necessarily involve legal contracts; they reflect promissory expectations that are the upshot of perceived implicit or explicit promises by one’s employer (Robinson, Kraatz, & Rousseau, 1996, p. 575). As the opening vignette illustrates, many college students reported severe housing and food insecurities as a result. Nevertheless, not all college students experienced COVID-19’s effects and consequences equally. In mid-March, Oregon leaders ordered unprecedented ‘stay home’ measures to slow the spread of the pandemic Covid-19 virus. The economic impact was immediate, with entire sectors of business in ‘shut down’ mode and others limiting their activity. These emergency orders, necessary for public health, had a dual impact for workers: many were quickly laid off from temporarily closed businesses, while others deemed essential were at risk of viral transmission. This report presents findings from Portland State University’s first housing and food insecurity survey of students and employees. It was conducted by The Homelessness Research & Action Collaborative (HRAC), a center formed to help address homelessness and its negative impact on individuals, families, and communities, with an emphasis on communities of color. Reducing homelessness in the PSU community was one of the foundational goals of the center, and this survey is an important step in that work.
