Carbon credits issued in the voluntary carbon market are an important source of funding for projects in developing countries designed to reduce greenhouse gas emissions, such as forest preservation and renewable energy. Beyond their potential to provide billions of dollars of private sector financing for decarbonization, carbon credits can generate economic opportunity, employment, and biodiversity. But they are controversial, mainly (but not only) because it is difficult to confirm and to quantify their emissions benefits. Despite President Reagan’s historic foreign policy success in ushering in the collapse of the Soviet Union and liberation of Eastern Europe, the loss of life during the Beirut Marine barracks bombing marks a substantial failure in Reagan’s foreign policy record. Reagan’s foreign policy failure in Beirut that resulted in the deaths of 241 Americans merits further examination amongst students of international relations as this peacekeeping mission illustrates the dangers of sending American troops into harm’s way without a clear and decisive goal and exit strategy. Data from a September 2023 ProPublica publication titled, “Nursing Home Inspect” are presented including the total number of nursing homes, homes with serious deficiencies, homes with infection related deficiencies, the amount nursing homes paid in penalties and the number of payment suspensions for nursing homes in the Mountain West.

Serving Those Who Served: Renegotiating Support And Benefits For U.S. Military Veterans With Less Than Honorable Discharges, Mariah Brennan, Emily Graham

Population Health Research Brief Series

Approximately 1 in 7 veterans are discharged from the military under less than “Honorable” conditions. Veterans with less than “Honorable” discharges experience bias and stigma related to their discharge, which can lead to elevated risk for behavioral and mental health challenges and homelessness. This brief summarizes the different military discharge types, explains how less than “Honorable” discharges can affect veteran health, identifies groups of veterans who are at risk of receiving a less than “Honorable” discharge, and makes policy recommendations for the Department of Defense (DoD), civilian employers, and community healthcare providers.

Education in the correctional environment is endorsed as an effective rehabilitative tool linked to reducing recidivism and improving reintegration. Unfortunately, while researchers from the Global North are particularly active on the subject of the accessibility of digital education in corrections, the same cannot be said for the Global South. Of further concern is that few of the studies conducted have focused specifically on incarcerated women’s access to education. The Eastern Band of Cherokee Indians (EBCI) is a federally-recognized tribe. The Family Safety Program (FSP) is the child welfare program that serves the Eastern Band of Cherokee Indians, under the tribal Division of Public Health and Human Services. FSP was established in 2015 with around 10 staff members and has grown to about 60 staff, all located in one office in Cherokee, North Carolina. The Louisiana Department of Children and Family Services (DCFS) Child Welfare Division (CWD) is a state-operated child welfare system. Louisiana has 64 parishes statewide organized into nine regions. The local parish offices provide child protective service (CPS), family services (FS), foster care (FC), and adoption services. CWD has approximately 1,500 employees including about 640 frontline caseworkers. In 2017, when Louisiana applied to become a QIC-WD site, CWD estimated its turnover rate across the state to be 24%, with one region having a turnover rate of 51%, while another had a turnover rate of only 8%.
