Latine immigrant households often face housing instability due to language barriers, immigration status, and limited access to government resources. Oregon farmworkers experience additional obstacles to safe and stable housing caused by low wages, a lack of affordable housing options, and social isolation. In light of the identified needs and lack of equitable access to resources that this group experiences, the Evicted in Oregon research team conducted focus groups with Latine immigrant and farmworker tenants in Multnomah, Washington, and Marion Counties. My dissertation is a collection of three essays that assess the nature of government attention in young democracies. Theories of the policy process focus on policy dynamics in Western democracies with little application to non-Western democracies. This dissertation bridges this gap by studying policy dynamics in the neopatrimonial democracies of Ghana and South Africa. The dissertation sheds light on how the unique features of young democracies (centralization, clientelism, and powerful executives) shape government attention, responsiveness to public opinion, and the importance of elections in policy change. The study sought to explore the impact of the New York State “Bail Reform Act of 2019,” in rurality. It examined some of the legislative goals of the law, the claim that it caused crime, and offender experiences in rurality. Secondary data was used to map the rural crime landscape and primary data was collected from offenders during face to face interviews. The study was framed using deterrence and opportunity approaches and situated within the broader field environments; legislative, courtroom, and community. The research failed to find support for the claim that bail reform caused crime. Instead, it revealed that …

Urban farming can enhance the lives of communities and help reduce food scarcity. This paper presents a conceptual prototype of an efficient urban farming community that can be scaled for a single apartment building or an entire community across all global geoeconomics regions, including densely populated cities and rural, developing towns and communities. When deployed in coordination with smart crop choices, local farm support, and efficient transportation then the result isn’t just sustainability, but also increasing fresh produce accessibility, optimizing nutritional value, eliminating the use of ‘forever chemicals’, reducing transportation costs, and fostering global environmental benefits.

The Family Safety Program (FSP) is the child welfare program that serves the Eastern Band of Cherokee Indians, under the tribal Division of Public Health and Human Services. FSP was established in 2015 with around 10 staff members and has grown to about 60 staff, all located in one office in Cherokee, North Carolina. Cardiovascular disease (CVD) is the leading cause of death in the United States, but there are large disparities in CVD death rates across the country. Air pollution also plays an important role in shaping geographic disparities in CVD mortality, as air pollutants can become absorbed in human circulation systems, and cause inflammation, damage nervous systems, and trigger poor CVD outcomes. This brief reports the results of a study that used data on air pollution and from death certificates to estimate the association between fine particulate matter and cardiovascular disease mortality rates in the U.S. in 2016-2018. This multivariable analysis of the Economic Development Administration’s allocation decisions examines the EDA’s post-pandemic impact through cross-state funding discrepancies. This research uses a comparative case study design focusing on two states, Texas and Vermont, that have different economic characteristics and receive varying levels of EDA funding. The key variables analyzed include the amount and programmatic category of EDA funding received, and the relationship between funding and broad economic indicators, such as employment statistics, economic output, and industry growth. This green paper, written in the Commonwealth of Kentucky and applicable to any jurisdictions in the U.S. and abroad, provides policy guidance to state and local authorities that wish to bring their building and energy conservation codes to more current technological and methodological standards. Specifically, this green paper presents the case for cycle-based adoption of model building and energy conservation codes published every three years by the International Code Council (ICC). In doing so, the paper also discusses the numerous benefits and challenges to implementing such a policy.

In early 2020, the global COVID-19 pandemic closed schools for the rest of the 2019-20 school year (fiscal year 2020 or FY20). The United States Congress deployed funds to help K-12 schools adjust and plan for reopening via the Coronavirus Aid, Relief, and Economic Security (CARES) Act, including the initial $13.2 billion installment through the Elementary and Secondary School Emergency Relief Fund (ESSER I) and initial $2.95 billion installment through the Governor’s Emergency Education Relief (GEER I) Fund. A successful local government exemplifies inclusivity, innovation, and deliberate decision-making, all advancing responsible management of taxpayers' resources. In this qualitative investigation, a phenomenological approach is employed to delve into the lived experiences of local elected officials. The aim of this study was to gain insights into the capacity of these local elected officials for success in governance. Subsequently, the insights from these local elected officials' experiences are harnessed to evaluate their influence and impact on municipal performance.
