On 1 March 2008 Danish Demining Group (DDG) entered into a two-year agreement with the Swedish International Development Agency (Sida) to implement the project "Survey, Explosive Ordinance Disposal (EOD) and Mine Risk Education in Southern Sudan". The project aims to support the repatriation process for refugees and IDPs in South Sudan by providing a safe environment for the returnees and communities, and facilitating the work of humanitarian organisations. Many of today's challenging environmental problems, to the point of manifesting themselves on a scale that has global, political consequences, likely result from long-term evolutionary developmental processes. The degree to which humans can manage the evolution of these problems remains an open question. Faced with such challenges, since the mid 1980s, an increasing number of scholars have developed other forms of management, in particular, adaptive management. Scholars suggest that improving the performance of adaptive management requires that environmental problems be understood as 'complex', open, evolving systems of interacting social and environmental subsystems. On one occasion, I accompanied some of my African colleagues to a conference, the purpose of which was to begin visualizing post-apartheid South Africa. While the apartheid regime was still in power, it was clearly in hasty retreat, and it was equally clear that its days were numbered. The team leader [the Victim] was doing a QA check on one of the Foot Track already cleared by the deminer. Out of five mines laid only one M14 AP mine has been recovered from this FT. The team leader was trying to recheck the cleared area again with the metal detector trying to find the missing mine, during his QA check he stepped on one deep buried M14 AP mine in the area which has been already checked by the deminer and Team Leader.

Positive youth development could be an effective framework for designing general interventions for young offenders. Such a framework would encourage youth justice systems to focus on protective factors and risk factors, strengths, problems, and broader efforts to facilitate successful transitions to adulthood for justice-involved youth. The positive youth development approach supports youth in successfully transitioning from adolescence to early adulthood by encouraging young people to develop useful skills and competencies and build stronger connections with pro-social peers, families, and communities (Butts, Mayer, & Ruth, & Ruth, 2005). School Choice Demonstration Project

This is the third-year report in a five-year evaluation of the Milwaukee Parental Choice Program (MPCP). The MPCP, which began in 1990, provides government-funded vouchers for low-income children to attend private schools in the City of Milwaukee. The maximum voucher amount in 2008-09 was $6,607, and approximately 20,000 children used a voucher to attend either secular or religious private schools. The MPCP is the oldest and largest urban school voucher program in the United States. This evaluation was authorized by Wisconsin Act 125 enacted in 2005.

This report, designed as one component of the comprehensive evaluation of the Milwaukee school system being conducted by the School Choice Demonstration Project (SCDP), is based on focus group conversations with low-income families whose children attend Milwaukee public and private schools. The report seeks to elucidate the demand side of school choice from the perspective of the end users. More specifically, it describes the experiences of low-income families and uses their insights to better understand the strengths and limitations of their attempts to exercise parental school choice. With the passage of the 2005 Wisconsin Act 125, private schools participating in the Milwaukee Parental Choice Program (MPCP) have been required to administer annual standardized tests in reading, mathematics, and science to their MPCP students enrolled in the 4th, 8th, and 10th grades. The law further directs Choice schools to submit copies of the scores from those tests to the School Choice Demonstration Project for processing and reporting to the Legislative Audit Bureau. The city of Milwaukee is often called a laboratory for experimentation with parental school choice. Milwaukee is home to the first urban school voucher program, the Milwaukee Parental Choice Program (MPCP), which has grown over the past 19 years to enroll 19,803 students in 127 different private schools in 2008-09. A total of 59 public charter schools operate within the city’s boundaries, enrolling 17,158 students last year. Even students in the Milwaukee Public School (MPS) system have a variety of magnet, community, open enrollment, and inter-district school choice options available to them, so long as transportation funding holds out. School Choice Demonstration Project

In this report we analyze the movement of students to and from the Milwaukee Parental Choice Program (MPCP) and Milwaukee Public Schools (MPS). We also analyze student mobility between schools within each sector. The analysis rests on two separate sets of data: the administrative records we have collected as part of our separate analysis of academic achievement in MPCP (Witte , Wolf, Cowen, Fleming, & Lucas-McLean, 2010), and the results of an extensive set of surveys collected from parents of private and public school students.

This report outlines the technical support provided to the demining programme during the Austral summer of 2009/2010. The majority of the technical support provided fell into two categories:

• Detection: activities intended to enable the contractor to establish their detection capabilities against the minimum-metal mines.
• Exploitation: examination of recovered mines in order to observe the effects of aging and assess their implications.
