Marginalized Stakeholders And Performative Politics: Dueling Discourses In Education Policymaking, Celina Su

American urban education policy debates pivot around dueling lines of discourse on what ails inner-city youth; such students are portrayed as emblems of a largely African-American and Latino ‘culture of failure’, even as their voices remain largely absent from debates about them. In response, youth-led organizations attempt to forward youth as political stakeholders. I draw upon ethnographic data from two such organizations to examine the performative aspects of their campaign work. I focus on how they engaged in (1) counter-scripting, to imagine themselves as political stakeholders and substantively prepare themselves for their new roles, and in (2) counter-staging, to gain …

On the 13th Dec 2010 at 10:37, the deminer [Victim No.1] was operating in his clearance lane excavating a detected signal, his prodder touched on a subsurface tripwire of POMZ mine which caused it to explode. According to the investigation report the signal was not pinpointed correctly and the de-miner has used pick in contrary to set procedure, during the excavation, he pulled the subsurface tripwire connected with POMZ mine. The accident resulted in superficial injuries to deminer’s hands, left thigh and left side of abdomen.

The deminer was busy with clearance in M/F No3, Lane No1 and had an indication from his F3 mine detector. He then carried out the prodder drill investigating the signal and the mine detonated. It is unclear at present why the No4 A/P mine detonated. It appears that the mine was slightly outside the 10cm overlap of the basestick but this could not be confirmed due to the movement of the marking rocks and base stick when the blast occurred.

In February 2008 and March 2009, the School Choice Demonstration Project (SCDP) issued its first report and subsequent update on the fiscal impact of the Milwaukee Parental Choice Program (MPCP) on taxpayers in Milwaukee and the state of Wisconsin. These reports covered the period 1993-2009, and addressed two distinct questions: 1. What is the net impact of the MPCP on state and local public funds? That is, what is the difference between the public funds expended on Wisconsin students, including MPCP students, and the amount that would have been spent without the MPCP? 2. School Choice Demonstration Project

The general purpose of this evaluation is to assess the effectiveness of independent charter schools in promoting two desirable student outcomes: student achievement growth and educational attainment. Independent charter schools are authorized by non-district entities and are considered “independent” because they are not a part of the Milwaukee Public School District. We will estimate achievement growth of independent charter school students in grades 3-8 over four years in reading and math on the Wisconsin Knowledge and Concepts Examination (WKCE). Similarly, in later reports we will track student attainment, specifically whether uppergrade cohorts in our evaluation graduate from high school. Case …

Massachusetts policy makers decided to go beyond existing ARRA federal reporting requirements and collect additional data in order to gauge the effectiveness of ARRA’s fiscal policy by counting the number of individuals who have received an ARRA-funded paycheck. In addition, policy makers wanted to look at some of the demographic characteristics of this population. This report provides an in-depth analysis of the data that the MA Recovery Office collected during the first and second quarters of 2010, with a particular focus on job creation and retention by race, ethnicity, gender, disability status, and geographic location.

Economists are often called on to help address pressing problems of the day, yet many economists are uncomfortable about disclosing the values that they bring to this work. This essay explores how an inadequate understanding of the role of methodology, as related to ethics and human emotions of concern, underlies this reluctance and compromises the quality of economic advice. The tension between caring about the problems, on the one hand, and writing within the existing culture of the discipline, on the other, are illustrated with examples from U.S. policymaking, behavioral economics, and the economics of climate change and global poverty. …

Land rights in conflict and post-conflict contexts are an increasing area of concern within the humanitarian and development communities. Conflict can often result in dramatic changes to a country's land tenure regime and administration. Even when conflicts end, land rights may be threatened, especially for women, Internally Displaced People (IDPs), returning refugees, migrants and farm labourers. Secure land rights are, therefore, a critical issue for humanitarian response, sustainable peace-building and longer-term economic recovery, particularly in countries where a significant proportion of the population relies on agriculture as their main source of livelihood. After years of cutbacks to housing programs in Canada, there has emerged a consensus that a progressive housing policy requires significant construction of new social housing units to address both the problems of housing affordability and homelessness. This paper argues that large scale social housing should not be the focus of progressive housing policy in the 21st century. We should use the progressive goals of the original welfare state, but we should modify the programs designed to meet these goals. In response to drought and regional growth in the arid western United States, urban water demand management is increasingly important. Single family residences use approximately 60% of their water consumption to irrigate landscapes often in excess of plant water requirements. This study utilized a quasi-experimental design to investigate outdoor water consumption and assess the effectiveness of a landscape water check conservation program. Study objectives included describing a contextualized landscape system to reveal variables influencing water use, identifying better ways to evaluate landscape water use, and more effectively targeting and delivering water conservation programs.

The primary question at issue in this paper is the following: given the similarities between the two countries with regard to welfare state institutions, why have the United States and the United Kingdom diverged on the issue of health care? Drawing on sociological institutionalism, a branch of the new institutionalist paradigm, this paper provides an answer to this question: during the formative years of the health care stories in the two countries, variations in institutional and cultural conditions produced contrasting policy outcomes. The recent housing foreclosure crisis has had devastating impacts on individuals, communities, organizations and government. In response, several community development corporations (CDCs) have sought new ways to assist neighborhoods suffering from the myriad effects of high foreclosures, including neighborhood instability, increased vandalism and crime, lower property values, and economic disinvestment. This research project focuses on activities of community-based organizations that acquire and redevelop foreclosed properties to support neighborhood stabilization and revitalization. The nature of landmine and ERW contamination in Cambodia is highly complex. Access to sustainable sanitation systems is a determining factor in human health and economic development. However, more than a third of the world’s population lives without access to improved sanitation facilities. To meet the sanitation United Nations Millennium Development target, "halve, by 2015, the proportion of people without sustainable access to safe drinking water and basic sanitation", a wide range of non conventional sanitation technologies have been implemented in developing countries, including waterless systems.
