The protection of civilians against all types of explosive weapons is at the core of the GICHD mandate. I am pleased to see that the United Nations Secretary-General, in his latest report on the protection of civilians in armed conflict of 22 May 2012, has urged relevant actors to undertake and support further collection and analysis of data related to the humanitarian impact caused by explosive weapons. In this vein, the GICHD has started to work on a classification scheme for explosive weapons.

In 2012, APOPO’s Mine Action Mozambique program delivered beyond set requirements and exceeded the expectations of the country’s national demining authority. APOPO fi nished its work in the Gaza province and declared it free of known minefi elds a year ahead of the initial schedule of 2013. This excellent achievement was realized due to the successful expansion of the program’s capacity. During the handover ceremony, HRH Princess Astrid of Belgium commended the work in Gaza as “a shining example of how national priorities can be achieved with the right partnerships, sustained effort and, most importantly, sheer human intent”.

In 2011, in Afghanistan, where we have the largest UNMAS programme, over 880,000 explosive items were destroyed, thus facilitating security and development initiatives. In the Democratic Republic of the Congo, more than 6,000 kilometres of roads were verified safe, contributing to freedom of movement and development. In Western Sahara, 6.8 square kilometres of land were released, marking a 242 per cent increase from 2010. In Sudan, the mine action programme was transitioned to national ownership. Newly-independent South Sudan acceded to the Anti-Personnel Mine Ban Convention. UNMAS is also engaging in ammunitions and weapons management, as endorsed by the General Assembly …

This paper investigates the inner workings of the Bagmati Action Plan and how the implementation of this project impacts the established squatter communities that reside in the city’s floodplains. Deemed as a contributor to the rivers polluted state, the composed plan looks at both evicting all riverside squatters and finding alternative housing for affected citizens by working jointly with the country’s Ministry of Urban Development and Building Construction. In 2012, the British Columbia government announced a plan to fund a program that will result in the creation of open access textbooks for 40 lower-year university courses — the first such program in any of the provinces. This paper will argue that Ontario should follow British Columbia’s lead and invest in the development of a project to create and promote the use of open textbooks. The introduction will discuss the concept of open textbooks and the various initiatives and legislation that have been introduced in the United States, and British Columbia’s plan will be described in more detail. During the nineteenth century, legislatures proved “excessively generous” in granting railroad corporations property rights in publicly owned, commercially vital municipal streets and harbors. Jacksonian jurists, suspicious of corporate influence, invoked the public trust doctrine to rescind grants of privilege inconsistent with the public interest. In Illinois Central Railroad Co. v. Illinois, the “lodestar” of the modern doctrine, the Supreme Court refused to recognize the Illinois legislature’s authority to convey the submerged lands of the Chicago Harbor to a railroad corporation, a conveyance that empowered a private enterprise to “practically control . . . for its own profit” a publicly …

This dissertation focuses on mortgage defaults in Southern California during the housing bubble of the 2000s. The rapid decline in the housing market that precipitated the current recession has been accompanied by an unprecedented number of loan defaults and foreclosures. Recent studies have identified two major theories of default--the "double trigger" hypothesis, where negative equity and an income shock are necessary conditions for default--and "strategic default" where negative equity is a sufficient condition for default. This paper adds to the default literature by adding short sale as another possible outcome of mortgage default.

This study investigated the aviation screening process and sought to determine if the federalization of the screening process had any effect on the number of firearm confiscations at civilian aviation screening checkpoints. The hypothesis of the study was that airport screening firearms confiscations (per one million screenings) were lower before the U.S. government (TSA) took over screening in 2001-2002. This quantitative research required the performance of an interrupted time series analysis. Discourse creates the world of policy. Discourse plays a key role within policy formation; political discourse is made visible within particular discursive (spoken and written) practices. Hence, mental health policy is the endpoint of a discursive process and that it is, in itself, an institutional process. The shared understanding necessary to formulate policy is crucial to persons who are responsible for policy decisions and recommendations. Since the public perception is that public policy problems are too complicated for ordinary people to deal with, the policy problem is reframed into manageable "bits." Presented the question: How have successful community-level sustainable development efforts undertaken under crisis conditions drawn upon indigenous knowledge to achieve positive outcomes? The study is a cross case analysis. The three cases addressed in this study have explained some of the ways that indigenous knowledge has played significant positive roles in promoting sustainable development for communities living under crisis conditions in Palestine. A key issue in the decades-long struggle over US health care spending is how to distribute liability for expenses across all market participants, from insurers to providers. The rise and abandonment in the 1990s of capitation payments—lump-sum, per person payments to health care providers to provide all care for a specified individual or group—offers a stark example of how difficult it is for providers to assume meaningful financial responsibility for patient care. Several studies have been devoted to determine the causes of ED use growth but few of them have examined impacts of public policies on ED visits.
