State systems responsible for administering employment services and supports to people with intellectual and developmental disabilities (IDD) must acclimate to changing demands, address new regulations, and continue to meet needs in an era of high workforce turnover and uncertain funding. While improvements have been made across the U.S., there are still far too many individuals seeking meaningful employment and contributory roles in the community who are not supported to achieve those goals. A key success factor is providing publicly funded state systems with the information needed to strategically pivot toward priorities and ensure smooth transitions of organizational change. Our country’s …

How Shale Boom-Era Municipal Debt Could Undermine Community Resilience During The Energy Transition, Brandon Charles
Center for Policy Research
Local governments in oil and gas-producing regions took on significant municipal debt during the U.S. shale boom to build schools, water systems, and other infrastructure to accommodate rapid population growth. This brief uses Mergent municipal bond issuance data and interviews with local government officials to describe debt accumulation in shale boom communities (N=2,519 counties; 2004–2015) and its implications for the energy transition. The author finds that shale boom communities accumulated approximately $782 more in municipal debt per capita than comparable communities, a 26% increase totaling $1.9 billion across 58 shale boom counties. If production declines and newer residents leave, the …

The Human Side Of Humanitarian Work: Well-Being And Performance Among Aid Workers In Egypt, Mai Osama Kenawy
Theses and Dissertations
Well-being and productivity are widely recognized as central to the work performance of humanitarian aid workers. Despite increasing attention to staff well-being, performance within the humanitarian sector in Egypt remains stagnant or, in some cases, declining. This study examines why expanded well-being initiatives have not yielded sustained performance improvements by examining how actors' external roles, organizational factors, and individual factors affect humanitarian workers’ well-being and work performance. A mixed-methods approach was adopted, combining ten in-depth interviews with humanitarian workers from international organizations, INGOs, and local NGOs, as well as a survey of eighty workers operating in the same context. The …

Mobilizing Social Capital In Social Entrepreneurship: Strategies, Networks, And Growth In The Egyptian Context, Doaa Alaa
Theses and Dissertations
This thesis examines how social entrepreneurs in Egypt strategically mobilise social capital to access resources, legitimacy, and opportunities within a fragmented and institutionally ambiguous ecosystem. Drawing on qualitative case studies of eight legally registered, mission-driven for-profit enterprises, the study analyses how founders build and leverage offline and online networks through practices such as emotional bonding, community formation, knowledge sharing, symbolic positioning, ecosystem engagement, and digital presence. Through thematic analysis of semi-structured interviews and secondary data, the research identifies a set of relational strategies that function as core mechanisms for entrepreneurial growth in contexts where formal support structures and legal definitions …

Parental Gender Bias In Youth Employment Standards: Evidence From Upper Egypt, Mahmoud Saeed
Theses and Dissertations
Youth unemployment remains a critical challenge in Egypt, with female labor force participation among the lowest globally. While structural factors such as limited job creation and public sector contraction are well-documented, the role of family-level decision-making in constraining women's labor market entry has received limited quantitative attention. This thesis examines parental gender bias in employment standards in Upper Egypt, investigating whether and how parents impose systematically different job requirements for daughters compared to sons. Using primary survey data from 17,284 unemployed youth aged 18-35 across six governorates, paired with responses from their parents, this study analyzes parental preferences across six …

Strategic Anti-Transgender Policy Diffusion: Interest Groups, Courts, And The Two-Track Politics Of Gender Regulation, Henry Danford
University Honors Theses
This thesis analyzes the strategic diffusion of anti-transgender policy in the United States following the passage of Idaho House Bills 500 and 509 in 2020. It argues that conservative lawmakers and advocacy organizations employed a coordinated "two-track" policy strategy in which transgender sports bans served as highly visible and politically popular mode legislation while identity-document restrictions advanced more quietly through courts and administrative policy. Drawing on policy diffusion theory, the Advocacy Coalition framework, and minority stress theory, the study combines qualitative policy analysis with quantitative analysis of Household Pulse Survey mental health data and Media Cloud new coverage data from …

Policy Solutions In The Ev Battery Supply Chain Addressing Unethical Social And Environmental Practices, Mateo Mazariego-Halpern
Undergraduate Theses, Capstones, and Recitals
California should adopt a phased supply chain accountability framework for electric vehicles sold in the state, combining the immediate implementation of a voluntary Fair Trade Decal program with the mandatory adoption of COFFEE (Corporate Operations Free From Environmental Evil) Standards based on CAFÉ standards, by 2035. This thesis identifies a critical gap in U.S. EV policy: current federal legislation regulates where batteries are sourced but not how cleanly or ethically they are produced. The consequences of this regulatory gap are severe, with emissions simply shifting further down the supply chain rather than being eliminated, child labor and indigenous displacement going …

Explaining Variation In Medical Aid In Dying Policy Across U.S. States, Abigail Hopper
Undergraduate Theses, Capstones, and Recitals
This paper asks why Medical Aid in Dying (MAiD) policy in the United States does not follow a simple partisan pattern between states. Existing scholarship on morality policy emphasizes ideological conflict and partisan alignment, but this framework cannot fully explain why states with similar political compositions have adopted different MAiD policy outcomes, indicating that some key mechanisms shaping the variation have been overlooked. To address this, this paper combines a national dataset of MAiD policies across all fifty states with a comparative case study of Montana, Colorado, and West Virginia, focusing on differences in institutional venues, framing strategies, and coalition …

The Disproportionate Impact Of Legal Deserts: A Policy Proposal To Address The Legal Needs Of Rural Nevadans, Madelyn Wold
Undergraduate Theses, Capstones, and Recitals
Despite the large number of attorneys in the United States, the disproportionate concentration of attorneys in urban areas leaves rural residents to navigate the complex legal system on their own. This uneven distribution creates ‘legal deserts’, or areas where residents lack access to attorneys. The Southwestern United States has especially dire legal deserts, and Nevada is no exception. While defendants in criminal matters are guaranteed legal representation, parties in civil legal issues are not granted the same right to representation. Civil legal issues largely impact vulnerable populations and can have profound impacts on individuals’ family, economic circumstances, and physical wellbeing. …

Educational Governance And Policy Implementation In Conflict-Affected Contexts: The Case Of Hadhramout, Yemen, Naa'ma M. Al-Hendi
Theses and Dissertations
Education remains a vital component of societal resilience and development in a world increasingly defined by conflict and instability. Education during conflict is crucial for academic learning and providing essential life skills and psychosocial support to children affected by war. Yemen is being plagued by political upheaval and a lack of economic flow to keep education running efficiently. Although Hadhramout, a governorate in Yemen, remains relatively stable, its education sector continues to face persistent challenges that hinder the quality and effectiveness of education. This study investigates the key challenges facing K-12 education in Hadhramout and examines the extent to which …

Shaping Egypt’S Transition To Sustainable Electric Transport: Current Policies And Future Directions, Noha A. Ragab
Theses and Dissertations
Egypt has enacted policies to promote the adoption of electric vehicles (EVs) in order to reduce their overall carbon footprint. However, the pace of transition remains limited, so the research aims to answer the following question: “How do current policies shape Egypt’s transition towards sustainable electric transport, and what additional measures can support this transition?" The study employs a qualitative analysis methodology, based on diffusion of innovation theory and conceptual framework, to analyze current policies in Egypt and identify challenges and gaps in their implementation. It also analyzes responses from 23 interviews with experts in the field, manufacturers, dealers, EV …

Beyond Emergency: Charting Pathways To Sustainable Development In Fragile And Conflict-Affected Settings: A Case Study Of Yemen, Sharif Abdurabu Salem Farid Alsahbool
Theses and Dissertations
For nearly a decade, Yemen's eastern governorates of Hadramawt, Shabwah, and Al‑Mahrah have been relatively stable, yet the international aid system has kept delivering short‑term humanitarian relief like food baskets and water trucking instead of shifting to sustainable development that could rebuild people's lives, create jobs, fix infrastructure, and strengthen local government. This thesis investigates why this transition has taken so long. Based on 21 interviews with government officials, international NGO staff, and local NGO managers in these three governorates, the study develops a new way of understanding the problem. It introduces three ideas: the 'emergency mentality', which is a …

Determinants Of Corporal Punishment And Severe Physical Punishment In Egypt: A Mixed-Methods Analysis For Child Protection Policy, Marwa Moustafa Nassef
Theses and Dissertations
Corporal punishment (CP) and severe physical punishment (SPP) remain a major public health, child rights, and child protection policy concern. In Egypt, despite legislative reforms, survey-weighted analysis of the 2021 Egypt Family Health Survey (EFHS) 2021 (CAPMAS, 2022) reveals prevalence rates of 60.5% for CP and 27.4% for SPP among children aged 1–14 (author’s calculations using EFHS-2021, n=7623), yet evidence distinguishing the determinants of routine corporal punishment from escalation to severe physical punishment remains limited in low- and middle-income contexts. Guided by Bronfenbrenner’s ecological framework, this mixed-methods study identifies key drivers of CP and its escalation to SPP among Egyptian …

Deficit-laden language like ‘behavior problem,’ ‘not college material,’ ‘won’t fit in’, ‘not a cultural fit’, operates as a systemic form of implicit bias and microaggression in school settings. Despite decades of research on school belonging and well-being, school psychology has yet to integrate these exclusionary discursive practices into a coherent health-determinant model that also accounts for the current anti-diversity, equity, and inclusion (DEI) policy environment. This conceptual paper proposes a testable framework linking deficit discourse and school-based microaggressions to student identity suppression, academic impostor phenomenon, and educator moral injury, with downstream effects on school mental health outcomes. We situate these …
