Few policies carry more controversy than voter photo identification requirements. First passed in 2003, these laws require voters to present government-issued ID’s, such as a driver’s license, state identification card, military ID, or qualifying student ID. This paper examines the discursive politics in Wisconsin’s photo ID, seeking to understand how state policymakers justified the law against accusations of voter suppression. Put broadly, this paper seeks to understand the intersection of politics and policy, exploring how irrational policies are formed, implemented, and evaluated.

The goal of the Mine Ban Treaty (1997) can’t be clearer: a landmine free world and a safe environment for generations to come. But more than two decades after international community agreed to firm norms and objectives that were achieved through the Ottawa Treaty process, landmines and other explosive remnants of war still indiscriminately impact human victims, often years and decades after the end of armed conflicts. As of November 2018, sixty states and areas remain contaminated by antipersonnel mines, with worrying numbers of civilian casualties, especially children.

This critical interpretive study explores the relationship between public policy and visual culture. Drawing from five areas of research literature on (1) policy feedback theory, (2) the spectacle, (3) art and visual culture, (4) Black feminist theory, (5) and critical philosophies of resistance, images of contemporary antiracist activism are conceptualized as a form of policy feedback. One of the few bright spots for the health of West Virginians have been government-funded programs like Medicaid and the Children’s Health Insurance Program (CHIP). The Affordable Care Act (ACA), including the expansion of Medicaid under Governor Tomblin in 2014, has brought health coverage and access to care to hundreds of thousands of West Virginians. By closely examining the political behaviors of these groups, this qualitative expert study was designed to create understanding of how collaboration between them supported postconflict sustainable peace-building efforts. The maritime sector in particular has seen a number of maritime cluster organisations established in recent years as policy tools for regional development. This dissertation consists of three essays. The first essay, or Chapter 2, advances the literature by examining the conditional effects of lobbying on the relationship between policy learning and policy reinvention. Scholars have consistently shown that learning of successful policies in other states leads to higher likelihood of policy adoption. This essay extends this finding two ways. First, policy learning can also lead to more comprehensive adoption of successful policies. Second, the effect of policy learning on policy comprehensiveness is conditional on lobbying by interest groups, an alternative source of information about policy success. A multidimensional poverty index for the United States is designed, evaluated, and defended as a useful measurement tool for policymakers to evaluate poverty. Chapter 1 presents a normative case for the index. Chapter 2 reviews the literature on poverty measures. Chapter 3 constructs the proposed index. Chapter 4 is a statistical examination of the internal structure of the index. On April 4, 2011, the U.S. Department of Education issued a Dear Colleague Letter on campus sexual assault reaffirming the intent of Title IX, the 1972 law that prohibits discrimination sex-based under any education program or activity receiving federal financial assistance. In response to growing concern over due process rights for defendants, in September 2017 the guidance was rescinded. Public policy continues to evolve, leading to potentially lasting institutional changes on many college campuses.
