West Virginians disproportionately suffer from higher rates of illness, disease and disability. As a result, West Virginians also have some of the nation’s highest rates of pre-existing conditions. These are health conditions which were diagnosed or treated by a provider prior to the purchase of insurance. They are also those conditions undiagnosed by a physician for which a “prudent” person would have sought care.

Until the Affordable Care Act (ACA) established a series of consumer protections,¹ individuals affected by pre-existing conditions were generally unable to purchase insurance on their own. However, recently these protections have come under threat by …

Researchers have suggested that jails and prisons in the United States are becoming the new mental health clinics, contributing to the phenomenon of mass incarceration and costing upwards of $15 billion per year in public revenue. The problem is no conclusive evidence exists that treatment in these custodial environments is more effective than that provided by noncustodial programs; especially for substance users. Additionally, the continuing incarceration of people with mental health problems by the hundreds of thousands poses a difficult ethical dilemma regarding why this population does not receive noncustodial or hospital treatment instead. Qualified and capable working age autistics face an 83% unemployment rate, thus, straining the economy and deteriorating their quality of life. This research examines potential contributing factors by inquiring what hiring agents' beliefs may be influencing their selection of qualified autistic candidates. This quantitatively weighted, concurrent, mixed methods (QUAN > qual), multiple linear regression study measured the influence of hiring agents' control, normative, and behavioral beliefs upon their selection of qualified autistic candidates. The 1996 Personal Responsibility and Work Opportunity Act (PRWORA) significantly affected many families by changing public assistance from an entitlement program to a work program for recipients and imposing a 60 month maximum period for receiving assistance. Unanticipated outcomes created deleterious results for many single parents. This multiple case study explored the experiences of four African American single mothers in the mid-Atlantic region of the United States receiving assistance regarding welfare reform, the welfare system and their perceptions of welfare advocacy. Act 33 of 1995 is an amendment to Pennsylvania's Juvenile Act (2008). This amendment changed jurisdictional boundaries for juvenile offenders who committed violent crimes with weapons. As a result, youth who committed violent crimes with weapons were automatically transferred to the adult criminal justice system. Using punctuated equilibrium as the theoretical foundation, the purpose of this study was to determine if Act 33, as a punctuating event, resulted in an increase in the number of youth transferred to the adult criminal justice system and sentenced to life without the possibility of parole in an urban county in Pennsylvania. This paper explores the discursive development of taxation within budget speeches in two countries, the Republic of Ireland and the United Kingdom, from 1970 to 2015 by means of a corpus-assisted discourse analysis. We ask the following questions; how have discourses of taxation developed diachronically in both countries, what are the similarities and differences in the observable discourses across both countries, and for whom and how are these discourses legitimised? On August 25, 2017, President Trump announced a policy banning transgender individuals from military service. Transgender individuals had been banned from military service for most of history, but were given the right to serve in 2016 under Obama’s presidency. Trump’s ban was a reversal of this policy of inclusion. The ban on transgender military service has received both support and criticism. It has been challenged in the court system by transgender individuals currently serving in the military, though these cases have not yet reached the Supreme Court.
