Ways in which the implementation of the Patient Protection and Affordable Care Act (ACA) affect parents with chronically ill children are not well understood. The purpose of this phenomenographic study was to gain greater insight into the perceived experiences of parents of chronically ill children regarding implementation of the ACA in a southern state. Argyris's intervention theory provided the framework for the study. Face-to-face interviews were conducted with a purposeful sample of 12 female parents who are caregivers of chronically ill children. Data were analyzed and coded to identify categories and themes. Police officers endure various threats ranging from verbal abuse to physical attacks, which can escalate and lead to police officer stress. Despite the abundant research exploring the relationship between high-stress occupations and environmental health, adequate exploration of the relationship between officer stress and hot spot policing (HSP; area with an above-average level of crime) has yet to occur. I contribute to the literature by providing additional factors that could affect the incremental budgeting theory and punctuated equilibrium theory (PET) within a budgetary context. Because of the fluctuation in the price of natural resources, I argue that dependence on natural resources could lead to less stable budgets than ones not dependent on natural resources. I also argue that democracy is another source that leads to stability in the budget, relative to countries that are not democratic. I theorize that countries with no democracy and heavy dependence on natural resources will have budgets with more volatility than the rest of …

This dissertation aims to reclassify municipal structures of the U.S. municipalities and investigates the effect of municipal structures on government fiscal management outcomes, including fiscal conditions and fiscal slack balances. This dissertation is comprised of four chapters. The first chapter briefly introduces, and each of the remaining three is an independent research article. The second chapter investigates seven essential structural characteristics of the U.S. municipalities and constructs a municipal structure political-administrative index. It then examines the determinants of municipal structures on a political-administrative dimension. False confessions are the most difficult type of confession to detect. Because the Reid interview and interrogation technique is the global gold standard for interviews, interrogations, and confessions, it is used to obtain confessions from suspects. However, the Reid method has been untested in regard to if it can detect false confessions to potentially eliminate wrongful convictions. Civil gang injunctions (CGIs) are bans on nuisance behavior that have been enacted against gang members. Using rated responses from nonprofit CEOs who participated in the 2016 BoardSource national survey, this study investigates whether nonprofit board inclusive behavior or board inclusive practices are positively correlated with nonprofit board effectiveness. It further examines whether a critical mass of racial and ethnic minority or women board members may moderate the relationship stated above. To answer these questions, the study tested six hypotheses using principal component analysis, followed by hierarchical regression analysis, and found no evidence of statistical significance in main or moderator effects. With the increasing amount of police calls involving persons experiencing a mental health crisis (PICs), agencies are looking for ways to reduce the overuse of emergency services and criminal confinement. In policymaking, evidence-based policymaking is an essential method for influencing policies and decisions by telling decision-makers “what works” (Head, 2008). This thesis aims to unpack the impact the legalization of street vending and the subsequent regulation had on sidewalk vendors. Although legalization occurred state-wide through Senate Bill 946 in September of 2017, the rules and regulations for vending were passed at a city-level, and I am focusing on the City of Los Angeles specifically. This thesis explores barriers to widespread adoption of electric vehicles and proposes possible policy solutions. It analyzes main barriers including awareness, upfront cost, and range anxiety, as well as existing policy solutions, and a detailed case study examining policy differences in high adopting versus low adopting states. Awareness and eduction surrounding electric vehicles and their capabilities, financial incentives and market mechanisms for reducing costs, and charging infrastructure and efficiency improvements are examined. The purpose of this correlational panel study was to test Shaw and McKay’s theory of social disorganization by examining the relationship between demographic diversity and hate crime rates. The study focused on the relationship between the level of diversity, residential mobility, unemployment, family disruption, proximity to urban areas, and population density in all 21 New Jersey counties and hate crime rates. The existing data of Federal Bureau of Investigations’ hate crime rates and the U.S. Census Bureau’s demographic diversity were operationalized as the percentage of Whites over all other races, and social disorganization from the 21 counties of New Jersey …

This thesis investigates how and why U.S. policies and agencies are ill-equipped to respond to narco-terrorism and offers some policy recommendations for remedying that. Narco-terrorism is the merging of terrorism and drug trafficking. Terrorist organizations and narcotics traffickers each have much to offer the other; there is potential for symbiosis in the form of cooperation and even hybridization. Examination of the dynamics between terrorist organizations and drug traffickers, combined with an evaluation of the US responses to narcoterrorism in Colombia and Afghanistan, makes it clear that current US policy responses fail to recognize narcoterrorism as a unique challenge, and instead …
