Obesity is a critical health and social concern. Almost 40% of American adults are obese, creating more than $300 billion dollars in annual medical costs. While obesity is a public concern that has been on the policy agenda for some time, obesity policies have proven difficult to formulate, adopt and implement in practice. In this dissertation, I explore three obesity-related policies – adoption of obesity prevention policies by local health department, calorie labeling on restaurant menus and food assistance benefits – and find the importance of ideological and political considerations for obesity policies at different stages in the policy process …

The United States’ health care system has faced growing per capita use, and subsequent crowding, of the emergency department since the 1990’s, evidenced by longer wait times and the institution of ambulance diversions. Emergency departments are but one element of a complex system, with difficulties which persist despite policy efforts.

In an effort to address financial constraints and environmental concerns states have increasingly turned to a combination of un-tolled (HOV) and tolled (HOT) lanes. Public-private partnerships (3Ps) are a popular mechanism for this more sustainable approach to highway infrastructure that couples environmental sustainability (efficient utilization of existing lanes, less congestion) with financial sustainability (private investment). This chapter offers an approach to 3P contract writing for HOV/HOT facilities that is structured by a stakeholder analysis of actors in the project accountability environment. The purpose of this study was to explore school principals' accountability with student academic performance. Charter and public-school principals are responsible for the learning process and academic development. Previously published literature did not reveal a clear understanding of the policies and practices that contributed in obtaining the desired student academic outcomes. Parsons's theory of action served as the foundation for analyzing principals' decisions to achieve accountability and comply with the policies established by the regulating authorities. This chapter analyzes the experiences with tolling in the Hampton Roads region of Southeastern Virginia to better understand residents' and drivers' support for tolls and behavioral responses to tolls. The Hampton Roads region, with its population of 1.7 million and extensive network of highways, roads, bridges, and tunnels, has a long history of toll facilities that date back to the 1920s. The most recent tunnel tolls, associated with the Elizabeth River Crossing Project and introduced in February 2014, are the focus of this chapter. I examine whether Uber and Lyft are currently complements or substitutes of public transit, and how partnerships between cities and ride sharing companies can increase their complementary relationship and solve parking and mobility issues. The results suggest that transportation network companies (TNCs) like Uber and Lyft do not have a statistically significant effect on public transit ridership overall, but are complements of public transit for certain populations. Policies that give discounts for TNC rides taken to and from transit stops help solve the first mile / last mile problem, which consequently help increase transit ridership.

The processing of DNA recovered from felony crime scenes often causes delays in trials of up to 3 years, calling into question defendants' rights to a speedy trial. This chapter evaluates the 12 countries' capital management practices according to the systematic public capital management and budgeting process described in Chapter 1. The chapter characterizes and classifies the management practices of the twelve countries based on the authors' evaluation using the case study descriptions. The authors offer some initial observations based on comparisons across the case study countries and analysis of relationships between capital management and budgeting practices and political, economic, and public sector variables. This chapter focuses on how investment in the American rail infrastructure has shaped changes in the population and residential patterns. Specifically, the chapter examines the association between commuter rail systems, urban rail transit systems, and the movement of the college-educated young into the inner city. Two hypotheses are proposed about the characteristics of rail systems and the relationship to the growth in the percentage of young college graduates residing in close-in neighborhoods. In policymaking, evidence-based policymaking is an essential method for influencing policies and decisions by telling decision-makers “what works” (Head, 2008). Western sciences typically make up most of the evidence decision-makers use, but because people are boundedly rational in understanding and incorporating it—politics, values, and beliefs impact thought processes— scholars and policymakers also include other types of knowledge to make decisions.
