There is a problem with the availability of permanent housing for ex-offenders, which increases the number of homeless ex-offenders, increasing the potential for recidivism that leads to inflated federal, state, and local incarceration budgets and higher taxpayer burdens. However, not much is known regarding the barriers ex-offenders face when seeking permanent housing in Anchorage, Alaska. The purpose of this qualitative phenomenological study was to explore participants’ lived experiences regarding perceived barriers to the recruitment and retention of minority females in U.S. law enforcement agencies. This dissertation explores whether and how the re-election prospects faced by trial court judges in many American states influence criminal justice policy, specifically, state levels of incarceration, as well as the disparity in rates of incarceration for Whites and Blacks. Do states where trial court judges must worry about facing reelection tend to encourage judicial behavior that results in higher incarceration rates? In 2017, the Las Vegas, Nevada, Metropolitan Police Department (LVMPD) adopted a series of interventions designed to reduce gang and gun violence across Las Vegas. In partnership with the International Association of Chiefs of Police/University of Cincinnati (IACP/UC) Center for Police Research and Policy and with evaluation funding provided by the Laura and John Arnold Foundation, the LVMPD implemented three violence reduction strategies: (1) focused deterrence (offender notification session); (2) hot spot patrols; and (3) place network investigations (PNI), also known as place-based investigations of violent offender territories (PIVOT), which is the focus here.

This dissertation consists of three essays on the U.S. Health care policy. Each paragraph below refers to the three abstracts for the three chapters in this dissertation, respectively. I provide quantitative evidence on how much Prescription Drug Monitoring Programs (PDMPs) affects the retail opioid prescribing behaviors. Using the American Community Survey (ACS), I retrieve county-level high dimensional panel data set from 2010 to 2017. I employ three separate identification strategies: difference-in-difference, double selection post-LASSO, and spatial difference-in-difference. In this dissertation, I display the effect of punctuating events on the oil policy subsystem and network and, in turn, on the rulemaking process. Here I examine whether, and to what extent, the changes in the dynamics of the policy network and the composition of the subsystem caused by the punctuation could alter rulemaking outputs and whether these changes occur simultaneously or sequentially across the policy subsystem and network.

Federal government policies, while benefitting some urban areas, have historically been detrimental to African-American people. Years of welfare and housing policies have placed central city residents, especially African-Americans, at a disadvantage which they have not overcome. Policies that once denied benefits to Black people, such as public welfare and federally-insured mortgages, morphed into stigmatized policies which, when available to Blacks, became obstacles to their advancement. These same policies enabled the majority White population to do what they were initially designed to do – provide a toehold during a period of temporary economic decline after which personal advancement was possible.

The Affordable Care Act (ACA) sought to provide universal health insurance coverage for Americans through a combination of Medicaid expansions, insurance market policies, advance premium tax credits, among other reforms. Lawmakers intended to enforce Medicaid expansion through the ACA at the federal level. However, the June 2012 United States (U.S.) Supreme Court decision in National Federation of Independent Business v. Sebelius allowed states to opt-out of Medicaid expansion. Gaps between treatment guidelines and medical decisions persist despite interventions with physicians, which are mostly atheoretical. The purpose of this retrospective cross-sectional study was to compare atheoretical and theory-based logistic regression models of a binary outcome: potentially unsafe prescribing of attention-deficit hyperactivity disorder (ADHD) medications to adults. Social cognitive theory and self-determination theory provided the framework for the study. Emergency management (EM) leaders must relate to group members with whom they have no organizational relationship. However, little is known about whether certain leadership approaches are more conducive to a successful EM organization. The purpose of this correlational study was to explore whether emergency managers (EMs) who employ a servant leadership style instill greater confidence in emergency team members than EMs who employ a traditional paramilitary style of leadership.
