The opioid epidemic in the United States has increased opioid use in women of reproductive age, leading to in utero exposure causing withdrawal symptoms in newborns known as neonatal opioid withdrawal syndrome (NOWS). State perinatal quality collaboratives (SPQCs) have been used in hospitals with quality initiatives (QIs) to improve standardization for NOWS; however, there remains a gap in knowledge in interventions to support the mother-infant dyad such as infant massage. The coronavirus (COVID-19) pandemic has affected a number of institutions – one of which is Kennesaw State University (KSU). In the fall 2020 semester, KSU implemented safety protocols following the Centers for Disease Control and Prevention (CDC) as well as the University System of Georgia (USG) guidelines. A cross-sectional survey was sent out for faculty to complete at their own will regarding their thoughts on how the new guidelines are affecting their work as well as their safety while on campus. The city identified issues of unsheltered individuals due to the increase housing cost and unaffordable housing. AbstractAfrican American women are underrepresented in executive/senior-level positions in public and nonprofit organizations. The purpose of the study was to identify how workplace culture characteristics inform the career development of African American women. The conceptual framework incorporated Hegel’s standpoint theory and Collins’ Black feminist thought, emphasizing the importance of perspective differences stemming from social or professional experiences. The research questions addressed the workplace culture characteristics that assist or hinder African American women’s career development in northern California. Public administration scholars have long believed that bureaucratic whistleblowers help make bureaucracies more democratic, effective, and accountable. With these firm convictions, the U.S. federal government has introduced a series of whistleblower protection systems to balance administrative power and external political accountability of public organizations. Building on this intellectual history of public administration scholarship on whistleblowing, this dissertation aims to: 1) understand bureaucratic whistleblowing at the theory-level, 2) examine the effects of whistleblower protection laws on bureaucrats at the individual-level, and 3) investigate how whistleblowing outcomes can reshape bureaucracies at the organizational-level.

This research study is a qualitative inquiry into Latino public servants in Central California. Drawing from the knowledge of 60 Central Valley Latinos, the study provides details of their inside accounts of their public service paths and political journeys. The public servants shared personal stories of successes and barriers from their experiences and lessons learned through in-depth interviews and focus groups. The findings translated into recommendations for potential Latino leaders to seek public life as volunteers or to run for political office. The problem that was addressed in this study is the high cost that communities pay when African American men returning home from prison do not receive proper resources to prepare them for returning to the community and then end up reincarcerated due to criminal behavior and violations of parole or probation.
