Rubrics As A Foundation For Assessing Student Competencies: One Public Administration Program’S Creative Exercise, Billie Sandberg, Kevin Kecskes

Since implementation of the Network of Schools of Public Policy, Affairs, and Administration (NASPAA) standards for accreditation in 2009, public administration programs have been developing programmatic competencies that reflect NASPAA’s universal standards. Likewise, myriad efforts have analyzed data related to student and program progress toward achievement of these competencies. This article adds to that conversation by recounting the approach to assessing competencies used in the Department of Public Administration at Portland State University. To develop and apply goals for future sustainability, we must consider what people care about and what motivates them to engage in solving sustainability issues. Sense of place theory and methods provide a rich source of insights that, like the socialecological systems perspective, assume an interconnected social and biophysical reality. However, these fields of research are only recently beginning to converge, and we see great potential for further engagement. Current and immediate information about the increasingly unpredictable weather conditions are needed to augment conventional knowledge in local communities. Policy analysis on climate information services (CIS) provisioning in the agriculture sector is vital and warranted. This paper describes the global and national CIS policies as well as the institutions involved in provisioning through the characterization of pathways from data generation to dissemination. Further, it identifies the various intermediary users of the CIS and how CIS are ultimately disseminated to the municipal agricultural offices and the farmers. Secondary data sources were searched. Diabetes Miletus (DM) is one of the major health problems in the United States. Despite all efforts made to combat this disease, its incidence and prevalence are steadily increasing. One of the common and serious side effects of treatment among people with diabetes is hypoglycemia (HG), where the level of blood glucose falls below the optimum level. Episodes of HG vary in their severity. The Great Recession that officially began in December 2007 nationally resulted in a loss of income on the part of many families with children who in turn, relied on a variety of safety nets, including cash assistance from Temporary Assistance for Needy Families (TANF) program. Loss of income has been recognized as a major risk factor of child maltreatment, in particular child neglect. During its 2007 recession, Arizona shortened its TANF lifetime limits substantially which resulted in transfer income losses for many families with children on TANF. Using time-series analysis, the present study determines the relative impact of TANF’s shorter …

The McKinney-Vento Homeless Assistance Act was passed in 1987 as the first landmark legislation to combat the national homelessness epidemic. Since its inception, the McKinney- Vento Act has been amended six different times. The McKinney-Vento Act has failed to address the causes of homelessness and provide adequate funding for public school districts across the country to meet the growing demands of the homeless youth population.

The Census Bureau estimates the July 1, 2016 population of Nebraska to be 1,907,116. The state hit a new population milestone, exceeding the 1.9 million mark for the first time. Seven years passed between exceeding 1.8 million for the first time in 2009 and this new milestone in 2016. This 7-year timespan ties for the shortest such duration to gain 100,000 persons with the 7-year period from 1992 to 1999, when the state rose from 1.6 million to 1.7 million residents. Historically, there has been a critical imbalance in the way history and preservation organizations are civically supported in comparison with the amount of funding that is available to arts organizations in the United States. To correct this imbalance in San Francisco, I propose the creation of a San Francisco Department of Culture that would place the San Francisco Arts Commission equally alongside a San Francisco History Commission within a department that absorbs responsibilities currently managed by other divisions with in city government, such as the Planning Department and the Office and Economic and Workforce Development. “There's all different forms of bullying,” says Steven Gray, a Lakota rancher and former law enforcement officer living in South Dakota. In this look into Gray’s life, we learn about two instances of bullying: the psychological and physical harassment that pushed his son, Tanner Thomas Gray, to commit suicide at age 12; And the controversial construction of an oil pipeline in an ancient tribal land that belongs to the Lakota people by rights of a treaty signed in 1851, which Gray sees as an institutional abuse infringing on the sovereignty of his people. We continue support the Federal Bank of Boston “Working Cities” challenge which aims to support social and economic recovery of underperforming small and mid-sized cities in the New England region. We continue to extend our data profiles of these cities located in Massachusetts, Rhode Island and now Connecticut. It is our hope that these data ‘rich” profiles which includes key indicators on health, population and demographic changes, industrial growth, and educational performance can not only support policy development in these targeted areas, but also help in monitoring the progress these cities make over time.
