#Shiftthepower: Community Giving As A Critical Consciousness-Raising Tool, Susan Wilkinson

This article proposes that foundations committed to community-led development must be prepared to invest in efforts that empower the community. In particular, there is potential for funders willing to challenge the top-down nature of the current aid and development system through use of critical conscious-raising to claim a transformative role in shifting from a “recipient” to a “citizen” approach to community development.

For foundations to assist communities in criticizing this power imbalance and using the insights that result to challenge the system requires the “three-legged stool” of community philanthropy — strengthening capacities, developing assets, and building trust — to become …

Russia’s “back country” — remote, nonindustrial areas that are home to almost 40 percent of the population — was largely excluded from the changes brought about by perestroika. People who live in these areas, where NGOs are almost never present, are often unaware of the resources available to address local issues. These regions require new development models that focus on fostering community engagement, and the community foundation model has proven to be the most useful and adaptable.

Vietnam’s steady economic growth over the past two decades interacted with existing patterns of inequity, social exclusion, and geographic disparities to widen the gap between those who can and cannot obtain quality education, a stable income, and access to quality basic services. Meanwhile, after the World Bank classified Vietnam as a lower middle-income country in 2010, several international and bilateral donors announced plans to gradually decrease their development assistance.

In 2011 the Census Bureau released a special set of tabulations that showed common statistics by race and ethnicity, ancestry, and country of birth for the 2006-2010 timeframe. This special product provided more detail than was available otherwise. For example, standard tables often only list a category for “Subsaharan African” but these tables listed figures specifically for those from the country of Somalia or listing a Sudanese ancestry. The Census Bureau plans to release updated tabulations for the 2011-2015 timeframe over the summer. This paper re-examines and updates a theoretical urban political-economic perspective, presented 40 years ago by David M. Gordon1 and other scholars in his “Problems in Political Economy: An Urban Perspective (1977).” This theoretical understanding and narrative (termed “radical” at the time), maintains that both conservative and liberal approaches to poverty and related social problems, have failed and will ultimately continue to fail for a singular, underlying reason. The goal of this dissertation is to uncover how policy entrepreneurs use narratives to influence policy change. Prior studies have attributed scientific evidence to policy change and neglected narratives as an attributing factor. Primarily, narratives have been considered value-laden and unsystematic. However, this study hopes to enrich the policy change literature by using the Narrative Policy Framework to examine systematically how powerful actors use beneficial and failure narratives to influence policy change. This study will demonstrate that policy change does not solely occur due to exogenous events and can be ascribed to the story lines created by powerful actors to …

The New Jersey Cultural Competency and English Language Learners Summer Institute and Mentoring Program hosted its 10th Anniversary, Three-Day Learning Institute, Aug. 23-25, 2016, with the theme, World Changers: Inspiring Cultural and Linguistic Excellence for Children, Parents and Teachers. After the Three- Day Learning Institute, classroom teachers were assigned a mentor who provided monthly supports to the classroom teachers in the adoption English language learners and cultural competency strategies with the goal of creating culturally and linguistic responsive classrooms. Twenty-three teachers from Trenton Public Schools were recruited and received 21 hours of training in best practices for engaging diverse …
