Major urban public transportation agencies in the United States are often under pressure to engage stakeholders in order to improve both the legitimacy and effectiveness of their transit systems. Based on qualitative methods of directed content analysis, this dissertation answers three related questions: (I) How do internal organizational qualities affect stakeholder engagement? (II) How do external socioeconomic factors affect stakeholder engagement? and (III) Does stakeholder engagement lead to better performance? This article identifies the games Clausewitz discusses, allowing for a more accurate interpretation of his original meaning for the study of war. Since Clausewitz’s ideas underpin strategy development within service education systems, it is critical his ideas are fully understood in context.

In an evolving and expanding biothreat landscape caused by emerging biotechnologies, increases in global infectious disease outbreaks, and geopolitical instability, the Department of Defense now faces challenges that alter its traditional approach to biothreats and prompt the need for modernized, improved preparedness for—and response to—potential biothreat scenarios. These challenges further complicate specific weaknesses revealed by the COVID-19 pandemic, including the Department’s inability to sustain the military mission while meeting intragovernmental expectations to assist with civilian public health resources and services.

Burnout is a problem among workers in Nigeria, especially among nurses (Ozumba, & Alabere, 2019). This study examined whether there was a significant relationship between the employee perception of the servant leadership behaviors of the nurse supervisor and the employee’s self-rating of burnout: exhaustion and disengagement, and servant leadership behaviors of the nurse supervisor, and engagement: vigor, dedication, and absorption. Exhaustion refers to an intensive physical, affective, and cognitive strain while disengagement refers to the distancing of oneself from one’s work, and experiencing negative attitudes toward the work object, work content, or one’s work in general (Demerouti et al., 2001). …

Many studies have been conducted to prove the threat of violence against children and women during COVID-19. Unlike other studies, this study focuses more on government services in receiving complaints from victims of violence experienced by women and children during the COVID-19 pandemic. Using case studies as a qualitative method, documentary studies and in-depth interviews have been conducted on 13 informants from various parties in Bandung Regency, West Java, Indonesia. This changing nature of the Chinese government’s ideology leads one to believe that its core beliefs are not dogmatic, despite the foundation for their ideology being rooted in specific societal and economic theories. Starting with Mao Zedong to modern day, the Chinese government officials will continue to support the original tenets (and, no doubt, future presidents’ additions to the tenets). An institutional dilemma exists between the Clean Water Act (CWA) and the Safe Drinking Water Act (SDWA). US surface waters are protected from point-source pollution by the CWA. Community Water Systems (CWSs) that draw from these surface waters for potable purposes are required to treat that water to a level that meets SDWA health standards. Therefore, decreases in CWA regulations could lead to surface water quality declines and, thus, higher SDWA compliance costs for CWSs. Noncompliance with the Davis-Bacon Act (1931)—the accidental or intentional disregard of a federal prevailing wage law—is among the most unethical crimes committed against a business’s own workforce. With the threat of sanctions unpersuasive to preventing fraud, a more forbearing eye may be required to understand the understudied construction companies pressed to ‘serve two masters’ in public-private partnerships. This dissertation uses nested data from 26,903 highway and bridge construction- and construction-adjacent firms, funded by the Federal Highway Administration (FHWA) and contracted by 28 state Departments of Transportation between 2010-2019, to answer the overall question: do firms that feel like government comply …

Sino-American bilateral trade relations have increased significantly in the past four decades since China started its economic reforms in 1978. The bilateral expansion in trade has been accompanied by increased complexity and tensions, which emerged in the form of a trade war during the President Trump administration. After a series of tit-for-tat tariff increases, in an attempt to address concerns through negotiations, both sides reached a Phase One agreement. The effects of Hurricane Katrina and other natural disasters have increased the focus on nursing homes, particularly nursing home emergency preparedness. Nursing home administrators and direct care employees have described the challenges faced when responding to an emergency event. Due to numerous emergency preparedness insufficiencies, requirements were implemented to protect the vulnerable population of older adults who reside in nursing homes. In 2016, the Centers for Medicare & Medicaid (CMS) added specific emergency preparedness requirements to the existing fire safety requirements for regulated nursing homes. This dissertation, through a public policy lens, examines life after U.S. military service as it relates to reintegration, the ability of state-level veteran-specific mental health programs to address veterans’ mental health challenges, and states’ ability to address veteran homelessness. First, I use 2019 Centers for Disease Control and Prevention (CDC) Behavioral Risk Factors Surveillance Survey data, along with various measures of state-level characteristics, to examine the influence of relevant state-level policies on veterans’ mental health outcomes. On May 13, 1985, Philadelphia police dropped a military grade bomb on 6221 Osage Avenue, a row house in a Black neighborhood in West Philadelphia. This home was occupied by a revolutionary group called MOVE. The bomb started a fire that the police and firefighters decided to “contain” rather than put out, resulting in the deaths of eleven people and the destruction of sixty-one homes. Only two MOVE members survived the fire. Using court records, documents from the investigation conducted by the Philadelphia Special Investigation Commission (PSIC), and other interviews regarding MOVE and the bombing, this paper reconstructs different perspectives …

According to the 2020 U.S. Office of Personnel Management’s Federal Employee Viewpoint Survey, the National Park Service (NPS) was ranked the 353rd best place to work out of the 411 government agencies surveyed, with an engagement score of 61.3%, which was lower than the 69.0% average amongst government agencies. This survey is performed annually and asks employees to score their employer in the following categories: leadership, empowerment, pay, teamwork, innovation, recognition, response to COVID-19, and work-life balance. The scores are divided by a quartile key. In every category except “innovation,” the NPS landed in the lower quartile, causing the need …

This article examines public sector leadership during the economic crisis caused by the coronavirus pandemic in Ghana. It focuses on the Bank of Ghana–the nation’s central bank responsible for monetary policy and financial sector leadership–and examines the critical leadership attributes that the central bank demonstrated through its administrative and policy responses to the crisis. The findings from textual analysis of monetary policy committee press briefings show that the central bank demonstrated several criteria of effective public service leadership during the crisis, namely sensemaking, critical decision-making, communication, accountability, adaptability and, to an extent, learning.
