Assessing Public-Sector Readiness For Artificial Intelligence In Egypt, Renad Ahmed Anwar

Artificial intelligence (AI) is increasingly adopted in public-sector contexts, yet successful implementation depends on organizational readiness, particularly in developing countries. This study assesses the readiness of Egypt’s public sector for AI adoption using a qualitative expert opinion methodology. Semi-structured interviews were conducted with senior professionals from global technology firms with extensive experience working with public-sector entities in Egypt.

Guided by by an integrated framework combining organizational readiness theory, the Technology–Organization–Environment (TOE) framework, and public value and governance perspectives, the study examines strategic, organizational, human, technological, societal, and governance dimensions of AI readiness. It analyzes how governance structures, data governance arrangements, and interoperability frameworks influence the extent to which digital transformation initiatives result in integrated, scalable, and citizen-facing public services. Access to safe and appropriate medications is a critical component of public health, particularly in low- and middle-income countries. In Egypt, self-medication and informal pharmaceutical dispensing have become deeply embedded practices shaped by systemic, economic, and cultural factors. This research explores the complex interplay between self-medication behaviors, pharmaceutical regulation, and healthcare access in Egypt. A south-suburban Cook County, IL city lacks grocery stores with high-quality food options, which contributes to food insecurity. Residents often rely on highly processed, low-nutrient foods, contributing to nutritional vulnerability. Friendship Church’s food bank sporadically serves this food desert, but sustaining its operations is challenging. Using community-based participatory action research design and the food security theory, data were collected from 25 semistructured interviews with food bank beneficiaries and church staff/volunteers and analyzed using reflective thematic analysis. This thesis examines the wellbeing of project-based development practitioners in Egypt, revealing how systemic pressures—bureaucracy, job insecurity, and fragmented workloads—undermine both wellbeing and productivity. The study employed a mixed-approach, combining 10 in-depth interviews with subject matter experts and practitioners and 75 surveys with development practitioners in Egypt. Data revealed that while many practitioners are driven by purpose, structural challenges erode resilience and motivation over time. Social support networks and personal coping strategies help but cannot replace institutional protections. In this study, we examine the existence of a reciprocal pattern of performance bias shared between citizens and street-level bureaucrats, which we term as ‘shared pessimism’, assumed to implicate public service reform. Primary data were collected using surveys administered to 207 public service providers and 248 citizen recipients across six Indonesian public service agencies operated in two regional governments. Statistical analysis was then conducted to examine bureaucrats’ self-enhancing bias and their pessimistic view of citizen ratings, as well as to clarify citizens’ tendency to underrate the performance of bureaucrats in public service organizations.
