This study evaluated the utility of a newly developed employee training initiative within a U.S. government disaster recovery agency. The purpose of the professional administrative study was to examine the existing training architecture and recommend improvements aligned with the agency’s mission. A general qualitative approach was employed, using interviews and surveys with government personnel to elicit their perceptions of the training’s effectiveness. The research aimed to identify key elements to incorporate into a revised employee training program, with the goal of enhancing disaster response readiness and policy implementation. Juvenile recidivism persists in the U.S. justice system, highlighting the need for effective reentry programs. However, limited research exists on juvenile justice professionals’ perceptions of program success. The purpose of this qualitative study was to explore these professionals’ perceptions regarding the effectiveness of juvenile reentry programs in reducing recidivism. Guided by Bandura’s social learning theory, the study examined how observation and modeling influence youth behavior during reentry. The purpose of this study was to examine the ways that social media affects stress and anxiety levels within college students. A self-administered, anonymous survey was used to assess college students’ perceptions of social media’s impact on mental health. The 14- item survey included questions on social media use, stress, anxiety, social interaction, and demographics. Data were collected both online and in person at St. John’s University. Online surveys were shared through student groups using Google Forms. In-person surveys were conducted at campus locations such as the cafeteria, student lounge, library, and events. This study investigates the extent to which individuals exhibit consistency in their preferences during sequential budget simulation exercises, as well as the factors that shape these preferences. Grounded in behavioral and citizen participation frameworks, the analysis demonstrates that the simultaneous use of priority-setting and budget-balancing modules encourages participants to allocate resources in ways that reflect their previously articulated priorities. While instances of inconsistency remain common, preference consistency is associated with participants’ sustained support for their favored programs, their commitment to ensuring adequate resource allocation, and, to some extent, their willingness to finance these programs. This study examines the extent to which the Sendai Framework for Disaster Risk Reduction and a human rights-based approach (HRBA) are reflected in local level hazard mitigation plans in the United States. This study utilizes a directed qualitative content analysis of a local hazard mitigation plan, using McLean County, Illinois, as a single case study. The Sendai Framework and a HRBA are moderately reflected in McLean County’s hazard mitigation plan, with the most significant omission being a comprehensive discussion of the disproportionate risks faced by vulnerable populations. The COVID-19 pandemic created unprecedented challenges for human services agencies, disrupting the interdependent systems of volunteer engagement and donor support essential to nonprofit sustainability. This study integrates insights from literature, theory, and empirical analysis to examine how nonprofit organizations adapted their volunteer and donor management strategies during this prolonged crisis. This mixed-methods case study on Osceola County, Florida examines how participatory barriers shape planning outcomes for Latino communities within single member district systems. Demographic transformation has shaped Osceola into one of three Hispanic/Latino majority counties. For Latinos, unique barriers to civic access exist, with the potential for exclusion in planning processes. The CMC Grant Program remains a vital statewide investment in equitable access to justice and community well-being in Massachusetts. In FY2025, the Commonwealth allocated $3,100,202 to the Program, with $2,376,002 awarded directly to 12 community mediation Centers for operational support, technical assistance, and participation in statewide initiatives. These funds continued to serve as the financial foundation of the community mediation system, accounting for half of Centers’ collective revenue and enabling them to leverage an additional $2,435,797 from private, municipal, state, and federal partners—demonstrating strong public return on state appropriations. I examine how financial education shapes students’ financial knowledge, college financing decisions, and longer-term financial behavior.

The first chapter studies whether taking high school financial education in Kentucky affects students’ college financing decisions using linked administrative records on high school course-taking and postsecondary financial aid. Using school-level financial education course availability as an instrument, the chapter evaluates whether exposure to financial education is associated with differences in student loan borrowing and receipt of need-based aid.

This paper will evaluate how security governance contributes to both the development of democracy and the establishment of stable institutions within newly independent post-colonial states in Africa. Security governance is examined here as it relates to the long-term influence of colonial legacy, military presence, and the politicization of the security services. The authors have based their analysis of this issue on qualitative data gathered from Nigeria, Ghana, South Africa, Democratic Republic of Congo, and Kenya. This report presents a programmatic evaluation of the Richmond Resilience Initiative (RRI), a guaranteed income program designed to support economic stability among Richmond Residents experiencing financial hardship. The evaluation focuses on participants in Cohort Two and Cohort Three, examining program impacts over the two-year periods during which participants received cash transfers. Guaranteed income (GI), the provision of recurring, unconditional cash transfers, has grown in popularity as a significant policy innovation for addressing economic insecurity and inequality in the United States.

Decentralized wastewater treatment (DWT) systems, such as onsite greywater recycling and septic systems, have been demonstrated to be a potentially more sustainable, cost-effective, and disaster-resilient alternative to traditional centralized systems by treating wastewater at or near the source. However, many barriers exist that have prevented the widespread implementation of DWT, such as public opposition, lack of resources, government regulations, public health concerns, and capital costs. Centralized governance has predominantly characterized Latin America, with few countries adopting decentralized systems or federalism. This study explores why decentralization and federalism remain uncommon in the region, focusing on Ecuador’s persistent centralist traditions. Despite federalism being proposed as an alternative governance model, its adoption has been limited due to structural constraints and historical legacies. Ecuador’s centralized authority, rooted in its independence, has shaped institutional arrangements and political dynamics over time.
