Scholarship on foundations has tended to focus on the organizational level or their societal roles. Less attention has been given to foundations’ internal dynamics. Thus, how the roles of foundation staff have developed and evolved has been largely overshadowed. To better understand this development, this article focuses on the individual professional. After a review of a century of research on foundation staff roles, this article maps and synthesizes four research periods highlighting the impact of philanthropic events on role evolution, demonstrating a movement from amateur traditions to emerging professional influences. This article explores the theory and implementation behind Child Care Works, Pennsylvania's child care subsidy program. The article then studies and evaluates the policy through three criterion: effectiveness in providing families with low cost but high quality child care, efficiency in how it uses resources dedicated to childcare in the state, and the equitable distribution of access to childcare. Child Care Works has the potential to increase access to childcare and employment in Pennsylvania, but the current budget does not allot enough money to the program for it to be as helpful as it could be.

In an evolving and expanding biothreat landscape caused by emerging biotechnologies, increases in global infectious disease outbreaks, and geopolitical instability, the Department of Defense now faces challenges that alter its traditional approach to biothreats and prompt the need for modernized, improved preparedness for—and response to—potential biothreat scenarios. These challenges further complicate specific weaknesses revealed by the COVID-19 pandemic, including the Department’s inability to sustain the military mission while meeting intragovernmental expectations to assist with civilian public health resources and services.

Scholars have been using the wrong card games to analyze Carl von Clausewitz’s analogies in On War, which has led to errors in understanding his ideas. This article identifies the games Clausewitz discusses, allowing for a more accurate interpretation of his original meaning for the study of war. Burnout is a problem among workers in Nigeria, especially among nurses (Ozumba, & Alabere, 2019). This study examined whether there was a significant relationship between the employee perception of the servant leadership behaviors of the nurse supervisor and the employee’s self-rating of burnout: exhaustion and disengagement, and servant leadership behaviors of the nurse supervisor, and engagement: vigor, dedication, and absorption. Exhaustion refers to an intensive physical, affective, and cognitive strain while disengagement refers to the distancing of oneself from one’s work, and experiencing negative attitudes toward the work object, work content, or one’s work in general (Demerouti et al., 2001). …

Many studies have been conducted to prove the threat of violence against children and women during COVID-19. Unlike other studies, this study focuses more on government services in receiving complaints from victims of violence experienced by women and children during the COVID-19 pandemic. Using case studies as a qualitative method, documentary studies and in-depth interviews have been conducted on 13 informants from various parties in Bandung Regency, West Java, Indonesia. English philosopher and political economist John Stuart Mill argued that people learn by choosing: this is how they become creative and productive individuals. For this reason, and because he felt that individuals are typically the most capable people to make their own choices, Mill was highly skeptical of restrictions on choice placed by a third party, such as the state.
