Almost all faculty, even those in graduate public affairs programs, will at some time encounter incivility in the classroom. How we respond sends an important message about how we as individuals, programs, and a profession value civility. Master’s of Public Administration and Master’s of Public Policy programs have a particular responsibility to graduate individuals who not only have substantive expertise but also meet the highest standards of civility. In this essay, we present a series of recommendations for how individuals, programs, and institutions might respond to incivility. The focus of this research is to find the differences of how each state’s welfare policies have changed since the welfare reform act of 1996, and also how recipients have responded to this change. In my analysis I combined data from the U.S Department of Health and Human Services, the Bureau of Economic Analysis, and the U.S. Department of Commerce. Preliminary results suggest that states with a higher percentage of recipients on welfare before the reform showed a greater change in number of recipients than states starting with a lower percentage as did states with stronger Democratic leanings, a more …

Is there a reason why a particular county might use asset forfeiture more than others? Asset forfeiture, in short, is law enforcement confiscating any items used in the act of committing a crime. As many governments face more budget crunches and deficits all means of revenue will become more vital to everyday operations. Everything gets reported back to the Minnesota State Auditor, where I was able to get complete data on every county. Every year each state comes out with a report on all the possible crimes that were committed and how many people were convicted for various crimes in a given state. The same goes for juveniles, as reported in the Juvenile Offenders and Victims 2006 National Report. I compiled data on the fifty states and their programs directed towards juveniles. I then compared the different crimes against the different programs to see if there was any significant difference in Crime rates between states having a specific juvenile justice program or not. One in five Americans lives with a disability, yet this group has one of the highest unemployment rates. Over the years, many surveys have been conducted to understand the reasons for the high unemployment rate facing this group. Nearly all these studies have concentrated on the private sector, indentifying various barriers to employment including: lack of knowledge and awareness among employers, legal and safety concerns, financial issues, lack of recruitment strategies, limited social relationships among people with disabilities, potential attendance problems, and conflicting government programs. However, the County lacks the ability to provide a comprehensive array of services to family members of homicide victims and other non-natural death cases. While various counseling and service programs exist in the area, there is no singular focus on the delivery of services to homicide survivors, families, and friends. Financing remains one of the greatest challenges facing public parks and recreation managers in the United States. Managers are confronted with the challenge of providing more services for a growing population with dwindling public financial support (Fretwell and Frost, 2006). Adequate funding has been described as the most important factor in the delivery of recreation at the local level (Gladwell, Anderson, and Sellers, 2003). While public recreation funding originally came primarily from general tax revenues at the federal, state and local levels, shrinking appropriations over the last few decades have caused agency managers to experiment with alternative funding sources.

Existing research explains reasons why nonprofit organizations and local governments collaborate in both formal and informal partnerships to increase the volume or speed of service delivery, reduce overhead costs, and maximize the efficient use of taxpayer dollars. In this focus, the author examines two methods utilized by Cobb County government to supply funding to local nonprofit organizations. Based on interviews with department and program directors of partnering agencies, the study found that Cobb County delivers between $15 and $17 million annually to nonprofit agencies via two unique partnerships.
