The Journal of Public Management and Social Policy, beginning its sixteenth volume, aims to continue bringing together a collection of articles and research that review polices and cases underscoring the area of social policy and management throughout the United States and around the world. The issue’s contributors provide contemporary analyses of public management and social policies in areas ranging from perceptions of diversity and law enforcement to health care policy and issues. The issue brings together four general articles, and a book review to begin the first issue in this sixteenth volume of JPMSP.

يهدف البحث الى دراسة الأسس التي تعتمدها الجامعات والكليات الأهلية العراقية عند تسعيرها للخدمة التعليمية وبيان أسباب التفاوت في رسوم الخدمة التعليمية وتحديد الأساليب المناسبة التي يجب تطبيقها عند تسعير الخدمة التعليمية. وتم جمع البيانات عن طريق الاستمارة الإلكترونية المحكمة من قبل مختصين والتي وزعت على الجامعات والكليات الأهلية العراقية بواقع (4) جامعات أهلية ، (18) كلية أهلية لتحقيق اهداف البحث. وتوصل البحث الى مجموعة من الاستنتاجات أهمها : تركز الجامعات والكليات الأهلية على تحديد رسوم الخدمة التعليمية وفق أساس واحد للتسعير دون دراسة جميع العوامل المؤثرة على قرارات التسعير ،مما قد يؤدي الى زيادة العائد في اختصاصات معينة ولكن …

يجري التأكيد على دور الصناعات الصغيرة والمتوسطة باعتبارها النمط الأكثر فعالية في تحريك القوى العاملة شبه الماهرة وغير الماهرة باتجاه عملية التصنيع، وهو ما يأتي تزامنا مع الاهتمام الذي يعطى عادة إلى مسألتي: توفير فرص العمل للأفراد الذين يتسمون بمهارة عالية نسبيا وتوسيع نطاق التنمية الصناعية في الاقتصاد ليشمل كافة المجالات، وسيتبع ذلك الكثير من التساؤلات بشأن كل من وضع الحدود الدقيقة للصناعات الصغيرة والمتوسطة لتميزها عن الصناعات الكبيرة وعلاقة حجم المؤسسة بالكثافة النسبية للعنصر الإنتاجي من جانب وبكفاءة استخدام المدخلات من جانب آخر، وكل هذا يقدم صورة شاملة عن الصناعات الصغيرة في علاقاتها الهيكلية باعتبارات الموقعية وتنظيماتها المؤسسية.

This paper examines the implementation aspects of the Public Sector Accounting Board (PSAB) standard for tangible capital assets (TCA) accounting in Middlesex County. A series of interviews with treasurers who work for municipalities in the region were conducted to evaluate the success of the new policy. The findings reveal that in order for local governments to effectively implement the new accounting procedure, having the necessary resources, especially in terms of money and people, is absolutely critical.

This article looks at the subject of accountability in the administration of the human services. The history of accountability over the last four decades is chronicled and discussed. The point is made that during this period, funders have largely determined the nature of accountability. Because funders have been primarily concerned with funding, accountability has tended to be financial in nature. The authors argue that the focus on financial accountability had two major detrimental effects. First, programmatic accountability was reduced to secondary importance. Abstract

In this study, Miller re-analyzed acoustic bat data collected from June-August 2003 that was part of a baseline inventory of bat species in three national parks in the Lake Superior region. While the original study presented base-line data on the presence/absence of bat species in these parks, this reanalysis provides estimates of relative abundance and temporal activity of the identified species. Using a suite of recently developed acoustic analysis tools, Miller created species specific filters. This allowed parsing of calls from non-fragmented sequences and differentiate between two species, Myotis septentrionalis and Myotis lucifugus, that were combined into a …

According to the research, Boston could have reduced its 2010 health premiums by between 15.6 and 17.1 percent, for a savings of between $41.4 and $45.4 million by joining the state’s Group Insurance Commission, more widely known as the GIC. The City is unable to join the GIC, however, without first receiving 70% union approval, according to state law. This requirement and the associated tradeoffs involved are a major barrier to municipal participation in the GIC. This study is an empirical examination of whether the policy of issuing travel warnings is politically and/or economically motivated or rather if it is a tool of protecting nationals from harm when traveling abroad. Based on Logistic Regression analysis, results indicate that the issuance of travel warnings by the United States is in response to political turbulence and the presence of terrorism and thus is an effort to protect American citizens traveling abroad. At the same time, however, the results suggest there is a sanctioning effect that is more likely to be imposed on non-democratic states. Factors such as crime, …

A remarkable lady of incredible talent and vision, Dr. Grace Edmondson Harris had a unique experience with Virginia Commonwealth University (VCU). A native of rural Halifax County in southern Virginia, she was denied admission to graduate study at VCU (then Richmond Professional Institute), a large public university in Richmond, Virginia. Ironically, later in 1967, Dr. Harris became the first African American female faculty member in the School of Social Work at VCU and ascended the ranks to become Dean of the School of Social Work, Provost, and Acting President prior to her retirement in 1999. This study provides a greater understanding of which factors influence the effectiveness of service learning projects at improving graduate students’ professional skills. Data for this study was gathered from students in eight Master of Public Administration (MPA) courses taught during two semesters at a large state university. Younger students were more likely than older students to believe that their service learning project was helpful in improving their professional skills. We also find that students who spent more time working on a service learning project outside of class reported their projects were more helpful in improving their professional skills. In addition, …

Rather than view the alleged proliferation of “czars” in recent presidential administrations as a threat to the constitutional order, we consider it part of an ongoing reorganization of the presidential branch designed to maximize leadership capacity as presidents continue to take more responsibility for policy development and implementation, a phenomenon driven as much by congressional abdication as presidential zeal for power. The real debate lies over whether the president can delegate his constitutional authority to those who work beneath him. We posit that presidents may choose to delegate within their own discretion, so long as it is within the limits …
