Multiple case studies and available data supported the effectiveness of residential fire sprinklers. Despite this, 48 states have not implemented a requirement for residential sprinklers in newly constructed homes and 46 have eliminated the requirement. The purpose of this study was to examine which states have adopted the recommendation and to what extent. This generic qualitative study is an exploration of the reasons behind the lack of adoption. Data from reports, charts, and tables from publicly available sources, including government and stakeholder websites, were analyzed using expected utility theory to compile a findings table. This study examines how expanding Accessory Dwelling Units (ADUs) could serve as an effective policy solution to address the housing affordability crisis. In San Diego, a Bonus Program has been implemented to incentivize the construction of affordable ADUs by relaxing burdensome regulations. A Differences-in-Differences approach using two-way fixed effects is employed to evaluate the program's effectiveness in promoting ADU development, using city-level data from San Diego and Los Angeles counties. ADU permit applications serve as a key indicator of policy impact. The findings strongly suggest that the Bonus Program influenced increasing ADU permit applications in San Diego. It has reached doctrinal status and was widely considered a vital precedent, one that guided the fields of environmental and administrative law. The purpose of this qualitative phenomenological study was to better understand the federal probation officer's perspective of rehabilitation programs in the federal bureau of prisons. The following research question provided a guide: What are federal probation officers' perspectives regarding the success of rehabilitation programs offered in the federal bureau of prisons? Semi structured interviews were conducted with 10 employees of a federal probation office located in the southern United States. This article argues that Ukraine offers a cautionary tale regarding the two main modern models of force generation. Neither the professional high-tech war model, favored by Western militaries, nor the whole-of-society war approach, said to have saved Ukraine in 2014 and 2022, proved successful formulas for Ukraine. Considering that Ukraine is fighting for survival, with Russian forces inside the country, the failure of both models in action has serious implications for NATO member states as they deliberate their choices regarding future force generation.

Despite decades of work on interoperability, NATO Allies cannot measure, assess, and build upon it fully and accurately. The lack of agreed formats or standards for collection, management, and the communication of findings have prevented the Allies from developing common interoperability measurement and assessment tools. Nonetheless, NATO could adopt extant standards, methodologies, processes, or tools to achieve its interoperability objectives. Testing this notion through use cases, the authors identify practical and conceptual hurdles to adopting an off-the-shelf solution.
