In 1958 the Chinese government created the hukou housing registration system to control the migration of Chinese citizens from rural to urban areas. A person’s hukou has major implications on their lives; it controls food rations, medical benefits, quality of education, as well as movement within the country. I look to answer the question of whether the hukou can be seen as a bridge with which individuals achieve socially, or is it better seen as a wall that prevents social advancement. Writers like Mutasa (2009) and Ebegbulem (2012) argues that Africa is both the poorest continent in the world and one of the richest in terms of natural resources. Consistent with this observation the history of Liberia indicates that corrupt leadership deprives the general population of its fair access to Africa’s rich resources while exacerbating ineffective government bureaucracy and underdevelopment. The bureaucratized central government in turn entrenches corrupt practices which give rise to more serious underdevelopment as well as insurgencies and a possible state failure.

The international community has agreed upon another set of goals for the next 15 years. On the table are no less than 169 objectives and 17 Sustainable Development Goals (SDGs). The new aspirations are summarized and the merits and demerits of further elaboration and measurement including country-specific deadlines and targets are discussed. The hefty budget to achieve all 17 goals is estimated at more than $4 trillion US a year. The Northern Great Plains Inventory & Monitoring Program and Fire Effects Program have been monitoring vegetation in Scotts Bluff National Monument for over 18 years. While methods have changed slightly, this report summarizes data from over 80 locations from 1998-2015. Below, we list the questions we asked using these data and provide a summarized answer. Non-urbanized (rural) transit goals include the ability to use available government funds to provide adequate and efficient transportation services while increasing mobility and accessibility. However, outcomes of these goals cannot be examined exclusively with the “traditional” transit performance indicators that are more conducive to urban systems. This study explores diversified indicators—namely, efficiency, effectiveness, and mobility constructs for evaluating program outcomes of non-urbanized transit systems—using Mississippi’s Section 5311 program as the case. Summary

This report describes the Air Quality Related Values (AQRVs) of the Northern Great Plains Network (NGPN). AQRVs are those resources sensitive to air quality and include streams, lakes, soils, vegetation, fish and wildlife, and visibility. This report also describes air pollutant emissions and air quality in NGPN, and their effects on AQRVs. The primary pollutants likely to affect AQRVs include nitrogen (N) and sulfur (S) compounds (nitrate [NO₃^-], ammonium [NH₄⁺], and sulfate [SO₄^2-]); ground-level ozone (O₃); haze-causing particles; and airborne toxics.

Since the founding of the juvenile justice system, minimal attention or research effort has been contributed to the understanding of factors affecting the rates of juvenile arrests, detainment, and return to community. Over time, studies have seen juvenile recidivism rise and fall. Counties and states do not keep solid empirical data on recidivism because minors are constantly reentering juvenile detention centers. States and counties only keep compacted empirical data on arrest of minors. It makes it hard for counties and states to differentiate who has been arrested multiply times.

Center for Public Service (CPS) helped the City of Brookings respond to public concerns and opposition to suggestions for a City annexation of the adjacent community of Harbor. The City and CPS agreed to a consulting study in which CPS assessed the public service situation in the City and Harbor area, and then modeled and analyzed two annexation scenarios. Development of the annexation scenarios was especially complex. Annexation law and procedures, urban renewal requirements and assessments, three types of special districts, decaying water and sanitary infrastructure, state revenue shared funds, and unique transient tax and tourism fund use all combined …

The primary purpose of the study was to examine the impact of the length of juvenile offenders’ stay in a residential facility on attitudinal changes, measured by language use of 22 participants’ interviews analyzed by using a computerized text tool called Linguistic Inquiry and Word Count (LIWC) to obtain a measure of language use. A series of one-way ANOVA (SPSS 18.0 version) were used to examine the differences between the groups identified by the length of stay and interview interval. The results indicate that the length of stay significantly impacts language use regarding the language categories of affective process words …

This paper seeks to deepen our understanding of performance measurement in the nonprofit human services sector by investigating issues related to funder and provider motivations for collecting and analyzing program level performance information. Using survey and interview data from nonprofit human service organizations and their funders (nonprofit and local government), we analyze this study’s research questions through the lens of multiple constituency theory. Consistent with multiple constituency theory, the study found similarities and differences in funder and provider motivations for collecting performance information.
