For several decades, the so-called public policy turn has become more relevant in the context of Latin America in general, and Colombia in particular. Both in the political and academic spheres, research projects or intervention have been put forward which, directly or indirectly, relate to a vague and general notion of "public policy." However, the advances in the specific field of the policy theory are timid. The purpose of this study is to trace Hugo Chavez’s transition-towards-Socialism efforts in Venezuela between 1999 and 2008, and by means of discourse analysis. Through combined qualitative and quantitative analyses of a random transcript sample from the ‘Aló Presidente’ Sunday program, the study: 1) analyzes the president's discourses that have to do with production relations, for the purpose of clarifying the trajectory of Hugo Chávez's policies regarding these, and in associated models of production; 2) identifies the discursive strategies employed by Hugo Chávez to legitimize and push forward changes in the very production relations that he promoted. This article reviews a few experiences of using stakeholders analysis to complement analysis efforts and public policy design. From this approach, the article studies three alternatives to a qualitative approach of stakeholders mapping as a tool for: understanding public problems in complex social environments, formulating public policy with sensitivity to social context, and developing public policy evaluations from a pluralistic approach. The analysis of collective action from Medellin’s cycling advocacy groups on the political agenda of the city, when seen through an Interpretativist Theoretical Perspective, is a reflection of the actual gap between the citizens and the public policy. This fact gives importance to the contexts, local knowledge, and the citizenry’s arguments. The case study is in itself a tool of methodological inquiry. Empirical evidence is gathered by applying semi-structured interviews, direct observation, and documentary review. Such evidence is systematized using matrixes and map-analysis. There is growing interest in partnerships between universities and communities and how such collaborations can help address the wicked challenges facing the world today. This article traces the development of the institutional commitments at Portland State University (PSU) in its efforts to build sustainability-focused community–university partnerships. The Institute for Sustainable Solutions at PSU has served as a mechanism to catalyze and nurture such partnerships on and off campus. Through the years, various forms of media have become political institutions able to influence the public policy agenda. Analyzing policy helps to promote a better understanding of how the policy process works, how problems appear on the political agenda, and why governments choose to act or not to act on particular policy problems. This research utilizes Baumgartner and Jones’s (1993) Theory of Punctuated Equilibrium (PET) to examine the ways in which media attention influenced public policy on marijuana in the states of Kentucky, Massachusetts, and Vermont between 1996 and 2016.

The Basic Agrarian Law No. 30 Year 1960 stipulates that the Indonesian state (both the central and regional governments) is the sole authority on land that may control and give out land rights to its citizens. In the United States, the absence of federal leadership on climate change and a strong tradition of localism has created a system in which many greenhouse gas reduction efforts fall to the discretion of municipalities. This often leads to uncoordinated action across jurisdictional boundaries. Despite the widespread notion that cities can lead on climate policy from the bottom up, I find, using a logistic regression analysis of data from 1,837 municipalities, that local governments are more likely to enact climate change policies in an environment where higher levels of government have acted rather than in a decentralized one. There is a growing literature concerning participatory budgeting (PB), which transfers some element of budgetary decision making from the executive or legislature to the citizens. It is widely held that this practice originated in Porto Alegre, Brazil in 1989, although there is evidence of antecedents from the 1970s and 1980s and co-developments elsewhere in Brazil (Goldfrank, 2007; Souza, 2001). During the earlier years of development, this practice was found primarily in less developed countries. Early PB reoriented government expenditures to better focus on the needs of the populace. The delivery of urban environmental services is among the functions devolved to local governments. As public services, they are routinely evaluated typically using ‘hard’ performance measures. The current trend of local governance incorporates citizens’ perspectives in assessing service performance. In this study, the importance and ‘usefulness’ of citizen satisfaction surveys in local urban environmental management are explored using the case of the local government of unit (LGU) of Quezon City, Philippines and its experience with the Citizen Satisfaction Index System (CSIS). A growing body of literature has documented leadership styles by gender. This study examines if directors of Master of Public Administration (MPA) programs accredited by the Network of Schools of Public Policy, Affairs, and Administration exhibit gender differences in leadership styles. Such differences may affect the implementation of public administration and how effective MPA directors are in achieving positive outcomes. Using a mixed methods approach—specifically, exploratory sequential design utilizing qualitative data and analysis, followed by a quantitative survey—we find that there are some gendered differences among public administration directors.
