The David and Lucile Packard Foundation created Starting Smart and Strong, a 10-year place-based initiative in three California communities, to develop and test solutions that support parents, caregivers, and educators as they prepare young children to be healthy and ready for school. The initiative brings together public and private partners to create comprehensive early-learning systems and ultimately scale what works.

Community navigators help individuals and families access local services and assistance through a combination of referrals and interpersonal support. The Denver Foundation launched the Basic Human Needs Navigator Learning Community in February 2014 to help navigators working with local organizations and community members practicing navigation independently improve their practice and identify similarities and differences in their approaches.

This article discusses the multiyear, peer-learning project, including the general lessons the foundation learned about both navigation and the use of a learning-community approach to reach its field-building goals.

This research explores the roles of academic professionals in higher education, specific to how they engage in decision-making processes. Academic professionals provide important functions in higher education work but there is little in the literature about these actors and their contributions to leadership and governance. A literature review triangulated role theory, organization theory, and the shared-governance field of study to bring together actors within higher education and compare their involvement based on the shared-governance model in operation at different institutions. In this article, I explore the distinctive characteristics of landscape-scale collaboration in the context of forest resource management in the United States. The United States (US) is experiencing a significant increase in acres burned by wildfire in the wildland-urban interface zone, exacting a heavy toll on human life, health, property, and livelihoods. The US Forest Service’s Collaborative Forest Landscape Restoration (CFLR) Program demonstrates an effective approach to reducing risk of catastrophic wildfire through collaborative forest restoration work at the landscape scale. Accurate and timely data regarding freshwater fish communities is important for informed decision-making by local, state, tribal, and federal land and resource managers; however, conducting traditional gear-based fish surveys can be an expensive and time-consuming process, particularly in remote areas, like those that characterize much of Alaska. To help address this challenge, we developed and tested five multi-species environmental DNA (eDNA) primer sets for the simultaneous detection of up to 37 target fish species in a single sample. Zero-base budgeting (ZBB) is a modern government budgeting process that allocates funds starting from a base of zero for operating units and requires annual justification of all resource and service items in the budget. This exploratory research paper looks at the current political accountability framework at the municipal level in Ontario, which consists of a mandatory requirement for council code of conduct and access to an integrity commissioner. Executive Summary

This report describes the results of a visitor study at Niobrara National Scenic River (NSR) conducted from July 15 through July 24, 2016. During the sampling period, 253 visitor groups were contacted to participate in the survey. Of those groups, 217 agreed to participate in the study by accepting a mail-back survey packet. Questionnaires were completed and returned by 110 visitor groups, resulting in a completion rate of 51% among those visitor groups that agreed to participate in the study and an overall response rate of 43% for the study.

In accordance with guidelines set forth by the National Park Service Inventory and Monitoring Division, a quality-assurance plan has been created for use by the Heartland Inventory and Monitoring Network in the implementation of the White-tailed Deer Monitoring Protocol (HTLN 2018). This quality-assurance plan documents the standards, policies, and procedures used by the Heartland Network for activities related to the collection, processing, storage, analysis, and publication of monitoring data. This paper describes a novel approach to helping municipal authorities address the sustainable energy challenges associated with rapidly growing urban populations in Sub-Saharan Africa. Population in Africa is expected to double between 2010 and 2040, and substantial urban growth is expected in small and medium-sized cities where local government capacity constraints are most serious. A long-term partnership between municipal authorities, NGOs, and academics can build capacity, and a prescribed strategy can lead to progress on the ground.
