This article explores what it looks like when a foundation attempts to integrate accountability and learning practices, and presents a framework for the unique and complementary contributions that accountability and learning can make to the work of foundations.

The article also looks at the tensions that can arise when a foundation’s internal evaluation staff attempt to design, implement, and make use of accountability systems. Specifically, it identifies three problematic perspectives that can hold foundations back from full engagement in internally driven accountability initiatives, and offers practical guidance on how to shift these mindsets to more productive practices.

Evaluators play a critical role in supporting philanthropic learning, programming, and strategy, but evaluation and learning in philanthropy is often limited in ways that impede deeper resonance and impact.

Most philanthropic evaluation is focused on the needs of individual foundations, knowledge sharing with the broader field is limited, and foundations struggle to integrate evaluation and learning as a management tool. This article makes the case that evaluators and funders can do more to build the collective capacity of evaluators working in philanthropy in order to enhance their contributions to community change.

Public pension funds invest in stock, bonds, and other assets in an effort to keep the costs to governments of funding pensions low. Researchers have examined the investment-related risks to public pension funds, to the governments that contribute to them, and to stakeholders in pension funds and governments, using stochastic simulation models of pension fund finances.

These models generally use simple investment return assumptions, such as that returns are drawn from a normal distribution, are independent from year to year, and are not correlated with the governmental tax revenue needed to pay pension contributions. Because investment returns and tax revenue …

In 2009, the Heartland Inventory and Monitoring (I&M) Network) initiated breeding bird surveys on Effigy Mounds National Monument (NM), Iowa, to address two objectives: (1) to monitor changes in bird community composition and abundance, and (2) to improve our understanding of relationships between breeding birds and habitat and the effects of management actions on such relationships. This report presents the results of vegetation monitoring efforts in 2018 at Agate Fossil Beds National Monument (AGFO) by the Northern Great Plains Inventory and Monitoring Network (NGPN) and the Northern Great Plains Fire Effects Program (NGPFire). This was the eighth year of field work conducted by NGPN at AGFO.

In 2018, crew members from NGPN visited six long-term plant community monitoring (PCM) plots, four legacy plant community monitoring (LPCM) plots, and NGPFire visited one additional PCM plot to collect data on plant communities at AGFO. This research discusses the challenges of establishing a collective memory for gay victims of the Nazi terror in World War II and examines the introduction of gay victimhood into the public sphere through memorialization efforts. While scholarly accounts on gays and the Holocaust emerged in the 1970s, little is known about the emergence and consolidation of a public narrative on gay persecutions under the Nazis. It raises important questions, including why a public voice for crimes against sexual minorities in World War II emerged only hesitantly? Which Us Municipalities Adopt Pay-As-You-Throw And Curbside Recycling?, Raymond Gradus, George C. Homsy, Lu Liao, Mildred E. Warner

This study investigates the drivers of curbside recycling program adoption and Pay as You Throw (PAYT) program adoption in 1,856 US local governments using a 2015 survey. While 50% of municipalities and counties adopt curbside recycling programs, we find that the adoption curbside recycling is limited by capacity constraints; local governments with lower per capita expenditures and more poverty are less likely to implement curbside recycling. PAYT programs are less common overall (10% of municipalities) and less common in richer communities and more common in communities with higher education levels. Local official political affiliation is not significant in either model. …

Sustainability And Disaster Planning: What Are The Connections?, George C. Homsy, Lu Liao, Mildred E. Warner

In this paper, we examine the connections between resiliency and sustainability by asking: can disaster planning lead to more sustainability actions? In a survey we conducted of 1,899 cities, towns, and counties across the United States in 2015, we found that disaster plans are three times more common than sustainability plans. Our regression models find both types of plans lead to sustainability action as does regional collaboration across the rural-urban interface. However, we find that hazard mitigation planning may be done without including sustainability staff, citizens, and other officials.
