The development and permit approval process for the City of North Richland Hills (NRH) was explored with regard to the review process for development proposals, platting, and building permits. Currently, the city conducts a multi-departmental approach to review and approve the aforementioned, as well as other permits. NRH sought outside counsel to map out their platting and permit approval process in an effort to identify inefficiencies and bottlenecks, as well as to gather recommendations for process improvements that could be transferred to an electronic environment as they begin to implement this transition over the next 18 months. Executive Summary

The purpose of this report is to document the standards used by the Northern Great Plain Network (NGPN) for activities related to the collection, processing, storage, analysis, and publication of monitoring data as described in the Protocol implementation plan for stream channel monitoring in the Northern Great Plains Network: narrative version 1.0 (Thornbrugh et al. 2019). The plan also serves as a guide for all NGPN personnel who are involved in protocol/program activities and as a resource for identifying memoranda, publications, and other literature that describe associated techniques and requirements in more detail.

Using a cross-comparative, qualitative case study approach, my research seeks to determine whether the presence of American Indian teachers (passive representation) positively influences educational access and performance of American Indian students in two rural Idaho public school districts located within tribal reservations. One district has representation of American Indian teachers and the other does not. Representation of American Indian teachers is a form of passive representation which the theory of representative bureaucracy suggests should lead to active representation (implementation of culturally relevant curriculum and teaching practices). Managed by the National Park Service, the Trail of Tears National Historic Trail, established in 1987, was developed to preserve physical segments of land and water routes, but also sites of memory such as unmarked graves and internment camps. Because the foundation of the national trail was the result of successful partnership of Cherokee grassroots efforts and multiple trail and federal advocates, the evolution of that collaboration merits consideration after thirty years to evaluate the application of standards for consultation, co-management, and heritage tourism. Thirty five percent of landfill waste in California is made up of organic waste, and 18% of landfill waste is made up of food scraps (City of Santa Clara [CSC], 2019). The buildup and decomposition of food scraps at landfills produce methane (CSC, 2019), a pollutant that heats up the atmosphere thousands of times more than carbon dioxide (California Air Resources Board [CARB], 2018). Is the South Bay Water Recycling (SBWR) program achieving its planned recycled water outcomes? This research will compare the SBWR program's 2018 recycled water data with other water reuse programs in Las Vegas, Orange County, Singapore, and Australia. The Board of Trustees at the Campbell Union High School District (CUHSD) completed a district wide facility assessment and created updated facilities master plans (CUHSD, 2015). Consultants were contracted to coordinate focus groups consisting of district students and staff to develop a list of facility needs across the district (CUHSD, 2015). The facilities at all five high schools were in need of major capital projects, from replacement of aging mechanical systems to new classroom spaces for student growth (CUHSD, 2015).

The foremost research questions to be answered are what are the characteristics of students who withdraw from job training programs provided by Center for Employment Training, and what factors may influence withdrawal.

Gray zone warfare has increasingly been the strategy selected by states that are determined to influence change without the risk of major escalation to outright military war. It is a significant concern today, threatening U.S. national security as well as the security of U.S. allies and partners. Although warfare is traditionally led by the Department of Defense (DoD), as the use of gray zone warfare increases and evolves, a whole-of-government approach that incorporates the unique capabilities of Federal departments and agencies for this fight is needed.

Children and youth involved in the child welfare system are an incredibly vulnerable population that could potentially have an increased risk for being sexually exploited. In 2014, Federal Public Law 113-183 mandated that all child protective service (CPS) agencies in the United States improve services of commercially sexually exploited children and youth (CSEC). This federal directive requires that states and counties train their staff in identifying and helping children who have been or are at risk for being trafficked. This study tests the hypothesis that the use of sanctions as a foreign policy tool produces favorable conditions for an increase in terrorism activity using cases of sanctions against Bosnia-Herzegovina, Libya, and Iran. Using literature as the basis for this hypothesis, data suggests that there is not significant evidence to support this theory using these cases. The circumstances surrounding the political environment and stability of each country tells different stories, where attributing rising terrorist activity to sanctions themselves ignores the complexity of foreign economies their political and social atmospheres in which they operate.
