The domestic security dilemma is a recurring problem whereby counterterrorism programs are continuously in a state of flux as demands for increased civil liberties and national security compete, as demonstrated by the USA PATRIOT Act of 2001 and USA FREEDOM Act of 2015. The National Security Agency bulk metadata collection program (NSA Surveillance Program) was created to identify terrorists and prevent terrorist attacks, but the USA FREEDOM Act prohibited the program in 2015. As the largest philanthropic foundation that serves the North Tahoe and Truckee region, the Tahoe Truckee Community Foundation is the only nonprofit organization that implements a community collaborative program. The program is a partnership of nonprofit and public organizations operating within a stages of collaboration model. The purpose of the study was to complete a comprehensive evaluation of the program. A retrospective impact evaluation using qualitative methodologies explored the factors and indicators associated with effective collaboration. Network analysis and social capital frameworks provided measures on partnerships and relationships. Preventive health care screening plays an essential role in reducing chronic diseases and mortality rates; yet, even as health care access has increased, African American men’s utilization of preventive screenings remains low in rural areas. The purpose of this study was to explore chief fire officers’ perceptions of incident management policies and standards for the prevention of firefighter line-of-duty deaths resulting from secondary collisions. Cities are increasingly common sites of contestation over the scope and meaning of the Second Amendment. Some municipalities have announced their opposition to firearm restrictions by declaring themselves Second Amendment sanctuaries. Others have sought to curtail gun violence by passing restrictive local regulations. Still others have responded to police violence by moving to demilitarize, disarm, or even disband their police forces. Annual appropriations and permanent appropriations play contradictory roles in the separation of powers. Annual appropriations preserve agencies’ need for congressionally provided funding and enforce a domain of congressional influence over agency action in which the House and the Senate each enforce written unicameral commands through the threat of reduced appropriations in the next annual cycle. Permanent appropriations permit agencies to fund their programs without ongoing congressional support, circumscribing and diluting Congress’s domain.

The cannabis industry in the United States is a competitive 16.9-billion-dollar industry built on private ownership, access to resources, operation for profit, and racism. However, under current cannabis policies, African American entrepreneurs are not benefiting from ownership and employment within the cannabis industry.
