With limited research exploring the relationship between due process and misconduct processes at community colleges, this research allowed the voices of the practitioners administering misconduct policies to be heard and assist in creating consistent, meaningful practices for their community college campuses. This study explored community college student conduct administrators’ perceptions on the fairness, equity, and due process standards in the academic misconduct policies compared to their campuses’ policies for student misconduct.

However, when we take a deep breath and “escape” together as a group, we can build new bonds and come up with fresh ideas. Leaving the day-to-day behind, spending time together in a different environment, and participating in thought-provoking activities can lead to many positive results. This chapter describes how a library technical services department held several staff retreats over a period of years.

The burden of child care in the wake of widespread K-12 school closures has disproportionately harmed women, communities of color, and lower income families -- a clear indicator that now is the time to adopt a federally-subsidized childcare system in local communities that goes beyond public schools. Current proposals must address regulatory and financial challenges to child care centers and home-based providers, allow for local government involvement and discretion, and maintain flexibility for parents with non-traditional work schedules.

Low- and middle-income countries (LMICs) with weak health systems are especially vulnerable during the COVID-19 pandemic. In this paper, we describe the challenges and early response of the Philippine Government, focusing on travel restrictions, community interventions, risk communication and testing, from 30 January 2020 when the first case was reported, to 21 March 2020. Our narrative provides a better understanding of the specific limitations of the Philippines and other LMICs, which could serve as basis for future action to improve national strategies for current and future public health outbreaks and emergencies.

Abstract

Obesity has reached nearly 40% of the adult public in the United States, costing the citizen taxpayer over $200 billion annually in healthcare costs. Those suffering from obesity deal with multiple physical and mental repercussions. Through a content analysis of four Centers for Disease Control (CDC) documents and guided by the conceptual framework of the social ecological model, this research explores the federal approach to preventing obesity. The analysis finds that CDC solutions to obesity involve connecting people to each other and healthier choices, an orientation toward local public administration, and an emphasis on environmental and infrastructure improvements. Abstract:

Interpretive Phenomenological Analysis was used to examine how young adults with prior out-of-home care experience make meaning of the Independent Living (IL) process (Smith, Flowers & Larkin, 2009). Participants had been in foster care, kinship care, and informal care settings. All participants were enrolled at the university or had recently graduated from the university. All participants were female, white, and from mixed geographic background. None registered as having disability, although evidence of Adverse Childhood Experiences (ACES) was shared. Only one study participant had prior experience with an IL contractor.

The United States’ federal government funds homeless services provided at the local level through the McKinney-Vento Act, encouraging collaboration among providers. This dissertation studies three aspects of homelessness: merging of local planning bodies, identification of homeless students, and the relationship between experiencing homelessness in high school and long-term educational outcomes.

The first chapter studies the effect of merging Continuums of Care (CoCs), local planning bodies for homeless services. Financial information disclosure can operate as an accountability tool by reducing? the information asymmetry between governments and citizens. Using data from U.S. state and local governments, this dissertation examines how financial information disclosure affects decisions made by local government managers, citizens, and elected officials. The first essay examines whether setting financial performance targets by state governments improves local governments’ financial performance. One of the many responsibilities of the president is the management of the expansive federal government. From agenda planning to reform implementation, a political leader can impact the federal employees’ job role. The federal government, however, does not administer alone, top-down mandates are managed by tiers of management, with the front-line supervisors acting as the liaison to federal employees.
