The handling of municipal solid waste (MSW) in swiftly urbanizing Philippine cities poses intricate energy and governance challenges. In Baguio City, reliance on landfills has reached critical levels due to diminishing capacity, rising transport costs, and opposition to trash transfers by nearby LGUs. Mining within ancestral territories reveals an ongoing conflict between technical viability and Indigenous consent. This collaborative study, conducted by an engineering scholar and a policy researcher of Indigenous heritage in Benguet among the Ibaloi and Kankanaey peoples, investigates how risk transparency and policy alignment can bridge existing divides, while formulating principles applicable to other Indigenous mining contexts. The study provides an initial evaluation of the feasibility of a proposed large-scale mining operation within a risk-informed, data-driven governance framework. A School Climate Needs Assessment completed by 57 administrators evaluated both overall school climate and the key components that contribute to it. Administrators revealed low satisfaction with overall school climate (25%) and with students’ SEL skills (19%), and most considered these areas important to improve (77% and 79%) and expressed a desire for support (60% and 53%). Similar patterns emerged for academic performance (28% satisfied; 86% considered improvement important; 44% desired support), disciplinary actions (19%; 54%; 49%), and conflict levels—student-student (21%; 79%; 60%) and student-teacher (26%; 49%; 47%). This legislative note critically examines the Indian Digital Personal Data Protection (DPDP) Act, 2023, with a focus on its provisions that imply data sovereignty and their implications for the governance of digital commons. Drawing on the seminal works on data commons, the note explores the conceptual and practical tensions between centralised data sovereignty, participatory, and decentralised models of data stewardship. While data sovereignty is often justified on grounds of national security and control, it may inadvertently hinder the development of inclusive and accountable frameworks for managing data as a public good.

A perception map is a common visual data tool used in the marketing and economics discipline, but not commonly used in Extension. The current study investigates the relationship between noun classes and plant folk taxonomy in Chasu (G 22). The study focuses on two objectives: the first objective is to describe the plant folk taxonomy in Chasu and the second objective is to determine the relationship between noun classes and plant folk taxonomy in Chasu. Data were collected from rural villages in Same and Mwanga districts by using free listing, field interviews (jungle-walk-and-identify), and written texts containing Chasu plant names. Child benefit programs involving periodic cash transfers to parents have become increasingly embraced by governments worldwide. This paper investigates policy variance between child benefit cash transfers in Ireland and Canada, two countries with ostensibly similar welfare states. While Canadian child benefits shrink as household income grows, in Ireland cash transfers are set at a universal flat rate that is irrespective of family circumstance. On the other hand, Canadian parents receive far more generous payouts than their Irish counterparts despite means-testing. Development planning ideally requires accurate information to translate distant solutions, where actions and impacts are separated by significant delays. However, the attention theory suggests that the attention of planners is constrained by familiarity bias, shaped by organizational procedures and communication channels. This study argues that planners are less likely to prioritize distant solutions due to a stronger sense of perceived self-efficacy. Teachers are critical to education production. Yet, recruiting and retaining teachers has remained challenging, particularly in high need fields, at schools serving a high proportion of students from low-income backgrounds, and from racially diverse backgrounds. To incentivize enrollment in teacher preparation programs and to support teacher candidates through degree completion, the federal government implemented the Teacher Education Assistance for College and Higher Education (TEACH) Grant in 2008. The TEACH Grant offers undergraduate and graduate students up to $16,000 and $8,000 in grant aid, respectively, to pursue degrees in high need teaching fields. Decision makers attempting to classify a binary state of the world may commit two types of errors. Even when the two alternative states have equal prior probabilities and when the two types of errors are equally costly, a classification criterion may be chosen which leads to one type of error being committed more frequently than the other, because of asymmetries in the data that informs their decisions.
